STANDARD OPERATING GUIDELINE WHEN POLICE WILL ATTEND VEHICLE COLLISIONS (NON TFS VEHICLES) Date Issued: October 10, 2023 Rescinds: August 16, 2022 Section: Incident and Emergency Operations File Code: G-PAVC PURPOSE To provide Toronto Fire Services personnel with guidelines for requesting Police during incidents involving motor vehicle collisions. RESPONSIBILITY Company Officers, need to be aware of the following Toronto Police Service response policy for vehicle collisions involving the public. For collisions involving TFS apparatus refer to Standard Operating Guideline A-COLL. GUIDELINES 1. Police will attend collisions involving any of the following: 1.1 Injury where any injured party involved requires transportation by EMS to a hospital immediately following the collision. 1.2 Death 1.3 Suspected or reported criminal activity. 1.4 Suspected or known consumption of alcohol/drugs by involved drivers. 1.5 All Toronto Transit Commission (TTC) vehicles when damage is reportable under the HTA. 1.6 Any other Federal, Provincial, Municipal or Service vehicle including any vehicle leased or rented on behalf of those agencies regardless of damage is reportable under the HTA. 1.7 A person who is found to be suspended, unlicensed or not within class of motor vehicle being operated. 1.8 A motor vehicle found to be without insurance. 1.9 Collisions involving private, municipal or highway property (involving any property other than a vehicle). 1.10 Damage caused directly or indirectly from a police pursuit. 1.11 A fail to remain collision where the suspect and/or suspect vehicle is believed to be in proximity. 1.12 An obvious lack of co–operation between involved parties. File Code: G-PAVC Page 1 of 2 STANDARD OPERATING GUIDELINE 1.13 Collisions involving vehicles transporting dangerous goods. 1.14 Double trailers commonly known as Long Combination Vehicles (LCV’s). 1.15 Collisions that are reported and/or have occurred between 2300 and 0600 hours where any vehicle is not drivable. 1.16 Pedestrian, cyclists, and wheeled devices. 1.17 Any collision originally sent to the Collision Reporting Centre (CRC) where the injured driver requires hospitalization prior to the completion of the CRC investigation. 2. For any other incident: 2.1 The driver(s) should be advised to attend a Collision Reporting Centre. 2.2 If a driver refuses to attend a Collision Reporting Centre, the TFS Officer may request the Police to attend. TFS is not required to wait for Police to arrive. 2.3 Police may also be requested to attend if a collision is directly interfering with emergency operations, such as blocking a Fire/EMS Station entrance. 2.4 If vehicles are not drivable due to extensive damage, a tow truck can tow them to a Collision Reporting Centre. Without exception, towed vehicles must go directly to a Collision Reporting Centre. Once inspected, vehicles may be towed from the Collision Reporting Centre to a repair facility. 2.5 TFS are not required to wait for Police to arrive if: Patient is transported Scene has been stabilized and continues to remain stabile No imminent risk to Public Safety (fluids, wires down, vehicle stranded in a live highway lane) Collision Reporting Centers in Toronto NORTH DISTRICT EAST DISTRICT Open 7 days a week Open 7 days a week 8:00 a.m. to 10:00 p.m. 8:00 a.m. to 10:00 p.m. 113 Toryork Dr. 39 Howden Rd.
