a LABOR RELATIONS i.JNITEDSTJJTES POSTJJL SERVICE Mr. Randy Anderson Director of Labor Relations National Rural Letter Carriers' Association 1630 Duke Street, 4th Floor Alexandria, VA 22314-3465 Re: G00R-4G-C 03135574 Linda Wilson Belen, NM 87002 Dear Randy: On several occasions, the most recent being February 25, 2004, we met to discuss the above-captioned grievance at the fourth step of our contractual grievance procedure. The issue of this grievance is whether a rural carrier is entitled to Saturday as the route's relief day. During our discussion, we mutually agreed that the following will constitute full and complete settlement of this grievance: Both parties agree that the Postal Operations Manual in section 651.1 and two previous Step 4 settlements addresses this issue, (H7R-1Q-C 22544 dated December 18, 1989, and H91 R-4H-C 95009068 dated May 1, 1998). The Postal Operations Manual in section 651.1 in part states, "authorized relief days are granted on Saturdays unless another day is desired by the regular carrier and is mutually agreeable to the postmaster and carrier." In H7R-1 Q-C 22544, as well as in this grievance, the carrier no longer desired a day otherth· a n Saturday, thus the route will be granted Saturday as a relief day. An exception to this settlement may apply in offices where the Employer determines it is necessary to change the relief day of one or more regular routes utilizing the formula as provided in Article 9.2.C.5. Please sign and return the enclosed copy of this letter as your acknowledgment of agreement to settle this case.
