Public Administration Class first lecture by: N. Bouzourine Ph. D The outline of the lecture: Introduction Definition of public administration Characteristics Components Purpose Conclusion Introduction: Public administration concept is related to “state” and “ politics”; The state is the higher political organization; The states aims to protect the rights and interests of citizens, It is an abstract concept; The public administration is to visible side of the state; Thus, public administration is the hand of the state reaching out to the people. Definition: The word public simply means “open” , “accessible” , “shared” “ available” to the general population. It describes organs, spaces, services and the like. Examples where the word public is used: public institution, public order, public sector, public personnel, public opinion, public law, public legal entities, public services. Public Administration Vs. Public service Public service appeared before the informal concept of public administration; The concept of public service went back ancient times; The formal concept of public administration emerged with the appearance of modern bureaucracies in the late 19th and beginning of the 20th centuries. Public administration meaning Public refers to “the whole” Public administration is then understood as the administration of the whole; P. A. has two aspects: structural(organ) and functional(mechanism); P.A. has two sense: narrow( executive branch), broader( functioning of public power); It is also an activity, a discipline and profession; Characteristics of P. A. : 1. Being for the public good, welfare, happiness and well- being; 2. Using public power when carrying out activities; 3. Abide by the law, that is its activities are prescribed by the law(public law) and inclined to in case of conflict and disputes ( administrative courts); 4. Come under the direct and the indirect control of the legislature due to their budget and activities; The purpose and components of public administration: Benefit public good; Delivering services; Meets the needs of individuals; Components of public administration are: people, organization, public policy, norm order, financial resources and public officials. Conclusion: P. A. cannot be understood in isolation from the history, society.
