PUBLIC ADMINISTRATION]** *For Sept. 7, 2024* **[Bureaucracy]** \- derived from the French word "bureau" which means office and the Greek word "kratos" which also means power or strength \- sum total of all administrative agencies of the government -considered by many as the 'fourth branch of government' -provides for continuity of the government even there's a change of administration **[\>Characteristics of Bureaucracy:]** 1\. Based upon a well-defined hierarchy. 2\. Divided between vertical and horizontal lines for division of work and functional specialization. 3\. Functions within a framework of fixed rules. 4\. Specifies the duties and responsibilities of officials. 5\. Employs proper and scientific selection of individuals. 6\. Uses an impersonal approach in the organization. **[\>Evolution of the Phil. Lack of independence from politics ("politization") \*through Constitutional Commissions (CSC and COA) maintained a stable bureaucracy during transition of admin \*Commission on Audit -- created in order to examines, audit, and settle all accounts and expenditures of the Philippine government. \*Civil Service Commission -- considered as the central agency of the government -includes all the government-owned and controlled corporations in the country \*Recently government created Governance Commission on GOCCs through Republic Act No. 10149 or known as GOCC Governance Act of 2011. **[\>What is Government-Owned or Controlled Corporation?]** *[Government-Owned or -Controlled Corporation (GOCC)] *refers to any agency organized as a stock or nonstock corporation, vested with functions relating to public needs whether governmental or proprietary in nature, and owned by the Government of the Republic of the Philippines directly or through its instrumentalities either wholly or, where applicable as in the case of stock corporations, to the extent of at least a majority of its outstanding capital stock: *Provided, however, *That for purposes of this Act (Republic Act No. 10149), the term "GOCC"- shall include GICP/GCE and GFI as defined herein. *[Government Instrumentalities with Corporate Powers (GICP)/Government Corporate Entities (GCE)] *refer to instrumentalities or agencies of the government, which are neither corporations nor agencies integrated within the departmental framework, but vested by law with special functions or jurisdiction, endowed with some if not all corporate powers, administering special funds, and enjoying operational autonomy usually through a charter including, but not limited to, the following: the Manila International Airport Authority (MIAA), the Philippine Ports Authority (PPA), the Philippine Deposit Insurance Corporation (PDIC), the Metropolitan Waterworks and Sewerage System (MWSS), the Laguna Lake Development Authority (LLDA), the Philippine Fisheries Development Authority (PFDA), the Bases Conversion and Development Authority (BCDA), the Cebu Port Authority (CPA), the Cagayan de Orb Port Authority, the San Fernando Port Authority, the Local Water Utilities Administration (LWUA) and the Asian Productivity Organization (APO). *[Government Financial Institutions (GFIs)] *refer to financial institutions or corporations in which the government directly or indirectly owns majority of the capital stock and. which are either: (1) registered with or directly supervised by the Bangko Sentral ng Pilipinas; or (2) collecting or transacting funds or contributions from the public and places them in financial instruments *or *assets such as deposits, loans, bonds and equity including, but not limited to, the Government Service Insurance System and the Social Security System. \>List of GOCCs: ( ) - AFP Retirement and Separation Benefits System (AFP-RSBS) - Alabang Sto.
