Unit IV Prospects and Opportunities for Philippine Extension Dhevy Mae Ranario Faculty-in-Charge, AgExt211 CFCST Katipunan Extension Classes Extension in the Philippines Philippine extension has the following prospects and opportunities which could be considered for its development: Presence of civil society organizations, private sector and other provider in collective action Extension in the Philippines Human power resource is available but need to be retrained Extension in the Philippines Financing options for extension are available but need to be evaluated Institutional Responses to Global Forces Affecting Extension (Qamar 2002) a. The Neuchatel Initiative (NI)- an informal group of major European bilateral donors, the World Bank, IFAD, USAID, and FAO since 1995. Institutional Responses to Global Forces Affecting Extension (Qamar 2002) b. The second initiative comes jointly from FAO and the World Bank in the form of a revised AKIS/RD (Agricultural Knowledge and Information Systems for Rural Development) Institutional Responses to Global Forces Affecting Extension (Qamar 2002) c. Third initiative comes from FAO in the form of National Agricultural Extension Systems Reform Initiative (NAESTRI) -the institutions produced individual publications containing principles of reforms, which may be used as guidelines for reforming the national agricultural extension systems in the developing countries. Pluralistic extension system - Modality of using both public and non-public institutions for delivering extension services to farming communities - Pooling all available resources in order to reduce unhealthy competition, delete redundancy of services and compensate for low budgets of the ministries of agriculture Other Prospects for Agricultural Extension Worldwide 4. Pluralistic extension system - Major challenge of this system would be the co- ordination among various agencies Assignment! Unit V Overview of Agricultural Extension Meaning of Extension 1949: Extension- tasked to assist rural families through application of science to the daily routines of farming, homemaking and family and community living 1965: Agricultural extension- system of out-of-school education for rural people 1966: Extension personnel- responsible in bringing scientific knowledge to farm families in the farm and homes to make agriculture more efficient 1973: Extension Service/System- assists farm people, through educational procedures, improving farming methods and techniques, bettering their levels of living, lifting social and educational standards 1974: Extension- conscious use of communication of information for people to form sound opinions and make good decisions 1982: Agricultural extension- assists farmers to help them identify and analyze their production problems and become aware of improvement opportunities 1988: Extension- professional communication intervention deployed by an institution to induce change in voluntary behaviors 1997: Extension- organized exchange of information and the purposive transfer of skills 1999: Agricultural Extension- interplay and nurtures synergies within a total information system involving a vast complex of information-providing entities, including research and education In agriculture, Extension is considered a process which starts from analysis of the situation to provision of information, application and evaluation of results and practices. Process: Help farmers became aware of their situation Increase knowledge and developing insights into problems Help to structure farmers existing knowledge Help acquire specific knowledge Help farmers make a responsible choice Increase farmers motivation Extension Education -is a science which deals with strategic questions associated with the extension process. -It collects and integrates, where possible, existing knowledge about the extension process from other scientific disciplines and add to knowledge thru extension research. Goals and Objectives of Agricultural Extension Agricultural extension aims to act as an intermediary in the transfer and adaption of research results and establish new institutions to mobilize all necessary resources in the accomplishment of its works with the following specific goals and objectives:. Goals and Objectives of Agricultural Extension 1.To act as an intermediary between agricultural development institutions and target groups, making available to farmers the latest results of research for understanding and application. 2.To aid in the transfer and adaptation of research results to/by farmers as target groups/clientele. 3. To establish/structure new institutions whether state- organized or self-help institutions that can influence the whole agricultural production system. 4. To mobilize all the necessary resources in extension work including farm inputs, concerned agencies/institutions, funds, facilities, and experts/people involved in the dissemination/adoption of innovation in the rural environment.
