C E August 11, 2017 1.8 TO: All Concerned Personnel FROM: Chief of Detectives SUBJECT: CORONER SECURITY HOLD REQUEST RESPONSIBILITIES, AND; ESTABLISHMENT OF CORONER SECURITY HOLD COORDINATOR This Notice clarifies the procedures and responsibilities for Coroner security hold requests when the confidentiality of autopsy findings is essential for homicide investigations. INVESTIGATING OFFICER'S RESPONSIBILITIES: The investigating officer (I/O) must prepare a letter on Department letterhead, signed by his/her Commanding Officer. The I/O requesting the Coroner security hold shall include the following information contained in the attached exemplar request letter: • • • • • • The specific request; The Coroner's case number(s); The name of decedent(s); Date of death; Investigating officer's information including: Name, Serial No., Assigned Division/Bureau, and Telephone number; and, Agency report No. (DR No.) Upon receiving an approval from the concerned Detective Commanding Officer, the 1/0 shall mail the Coroner security hold request letter to the Coroner's Office. Note: Unless the Coroner's Office receives a request for a Security Hold, the documents are considered public records and will be released upon request to the general public and media. DETECTIVE COMMANDING OFFICER'S RESPONSIBILITES: The concerned Detective Commanding Officer is responsible for the review and approval of the Coroner security hold requests. If approved, the Detective Commanding Officer will forward a copy of the Coroner security hold letter to Detective Bureau (DB): IAS-COMPSTATrlZ,lapd.online. CORONER SECURITY HOLD COORDINATOR-ESTABLISHED: Detective Bureau is responsible for coordinating with the Coroner's Office to maintain the list of existing Coroner security hold cases. In order to ensure accurate and timely disposition of the Coroner-hold cases, semi-annual inspections will be conducted by DB.
