HISTORY-Hype Suffrage (Article V) Section 1:Suffrage may be exercised by all citizens of the Philippines not otherwise disqualified by law, who are atleast eighteen years of age, and who shall have resided in the philippines for atleast one year and in the place wherein they propose to vote for at least six months immediately proceeding the election. No literacy, property, or other substantive requirement shall bimposed on the exercise of suffrage Section 02: the right and obligation to vote of qualified citizens in the election of certain national and local officers of teh government and in the decision of public questions submitted to the people. Nature of suffrage 1. A mere privilege- suffrage is not a natural right of the citizens but merely a previlege to be given or withheld by the law making power subject to the constitutional constitution 2. A political right- In the sense of a right confered by the constitution, suffrage is classified as a political right, enabling every citizen to participate in the process of government to assure that it can truly be said to derive its powers from the consent of the governed Suffrage includes: 1. Elections- means by which the people chooses the officials for definite and fixed periods and to whom they entrust, for the time being as their representatives, the exercise of powers of the government 2. Plebescite- a vote of the people exercising their choice for or against a proposed law or enactment submitted to them 3. Referendum- submission of law or part thereof passed by the national or local legislative body to voting citizens of the country for their ratification or rejection 4. Initiative-people directly propose and enact laws. e.g. Amendments to the constitution may likewise be directly proposed by the people 5. Recall- a method by which a public officer may be removed from office during his tenure o before the expiration of his term by a vote of the people after regisration of petition signed by the required percentage of the qualified voters. COMMISION ON ELECTION (Article IX) Section 1. There shall be a Commision on Elections composed of a chairman and six Commisioners who shall be natural-born citizens of teh Philippines and, at the time of their appointment, at least thirty-five years of age, holders of a college degree, and must not have been candidates for sny elective position in the immediately preceeding elections. However, a mojority thereof, including the Chairman, shall be members of teh Philippine Bar who have been engaged in the practice of law for at least ten years. Section 2. The Chairman and the Commissioners shall be appointed by the President with the consent of the Commission on Appointments for a term of seven years without reappointment. Of those first appointed, three members shall hold office for seven years, two members for five years, and the last members for three years, without re-appointment. Appointment to any vacancy shall be only for the unexpired term of the predecessor. In no case shall any member be appointed or designated in a temporary or acting capacity.
