Dr. Jose Villa Panganiban, a linguist, polyglot, professor, and former head of the Institute of National Language, had the most persuasive theory. He explained that "Pasig" is an old Sanskrit word that refers to a "river flowing from one body of water to another," in this case, from Laguna de Bay to Manila Bay in the case of Pasig River. Pasig is one of the Philippines' oldest cities. It was founded in 1572 by the Augustinians. Pasig was integrated into the newly constituted Province of Rizal by Act No. 137 of the Philippine Commission in June 1901. It was designated as Rizal's provincial capital until 1975 when the Metro Manila Commission was established by Presidential Decree No. 824. The Senate and House of Representatives passed Republic Act 7829 on July 26, 1994, transforming Pasig Municipality into a highly urbanized metropolis. President Fidel V. Ramos signed it into law on December 8, 1994. On January 21, 1995, the people of Pasig ratified it in a vote.
