Answers must be written in the medium specified in the Admission Certificate issued to you, which must be stated clearly on the cover of the answer-book in the space provided for the purpose. No marks will be given for the answers written in a medium other than that specified in the Admission Certificate. Candidates should attempt all questions strictly in accordance with the instructions given under each question. The number of marks carried by each question is indicated against each. An outline map of India is attached to this question paper for answering Question No. 1. The map is to be detached carefully from the question paper and fastened securely to your answer book(s). A graph sheet will be provided on demand in the examination hall. **Important Note:** All parts of a question being attempted are to be answered contiguously. That is, all parts of the question being attempted must be completed before attempting the next question. Pages left blank in the answer book must be clearly struck out. Answers following blank pages may not be given credit. ## Question-1 On the map of India supplied to you, locate the following places/features. On your answer book, write a short note (in about 20 words each) on the significance of each of these places/features. 2 x 10 = 20 **Note:** 1 mark is allotted to identifying and marking each place/feature on the map, and 1 mark to the descriptive note on each. (b) The Constitution of India is one of the most elaborately written documents in the world. Yet, it has had more than a hundred amendments so far. How do you explain this? **OR** Evaluate the strengths and the weaknesses of India's democratic system of government. (c) What are the key elements of an immediate response in the management of mass casualties? Explain the principles of ‘triage’ and outline its generally accepted classification system, in this context. **OR** India stands committed to the global initiative of ‘Vision 2020: The Right to Sight’. In this context, what are the strategies at the community level to minimize preventable blindness and to improve eye care? ## Question-3 Answer any six of the following in about 150 words each: 10 x 6 = 60 (a) ‘Agenda 21 is aimed at integrating environmental imperatives with developmental aspirations.’ Elaborate. (b) Do you agree with the view that India has no option but to go in for nuclear power to cater to its increasing energy requirements? (c) Has the Right to Information Act made a noticeable impact on our governance system? Evaluate. (d) ‘Conflicts in Indian society are not so much social as they are economic in character.’ Analyse. (e) Examine the nature of unemployment in the informal sector in India. (f) Are Special Economic Zones (SEZs) a boon or a bane to the Indian economy? (g) You are posted as the officer-in-charge of your unit’s messing facility. How will you ensure a healthy cholesterol profile for all those taking their meals in the mess? (h) What are the seven directives on police reform issued by the Supreme Court in 2006 (in the Prakash Singh case) ? Comment briefly on the implementation status of these directives. ## Question-4 Answer any nine of the following in around 60 words each: 5 x 9 = 45 (a) Distinguish among the three principal types of anti-personnel mines (APMs). (b) It can be argued that the AK is a relatively crude weapon as compared to, say, an M16 or an SA80. Account then for the AK's global ‘popularity’ as an assault rifle. (c) Comment on ‘restrained attrition’ as an important component of counter-insurgency operations. (d) What is the significance of Agni-V in the country’s strategic deterrence capability? (e) Describe the different types of ‘whorls’ in fingerprints. (f) What are ‘carbon-efficient’ growth plans? (g) What is meant by the ‘ABC’ of resuscitation (in first-aid)?
