Training - 305 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 600 Procedures-Guidelines Manual General Training Standards (SOP) 600.1 PURPOSE The purpose of this standard is to identify minimum training standards for the Department as well as provide member response guidelines and standard identification markings. 600.2 SCOPE This policy applies to all operational members of Hanover Fire-EMS. It will also apply to any department personnel that will and/or has the possibility of being assigned to a working operational incident. 600.3 PREREQUISITES Must be approved by Department Personnel and officially recognized to be assigned to working on operational incidents. To be approved, Department Personnel means that each person has met the standard for their desired level within the department, including fit testing and medical screening for all IDLH entry personnel. Must meet minimum requirements for membership/employment set forth by Hanover Fire-EMS. 600.4 RESPONSIBILITIES All personnel are to have the appropriate PPE with the correct color markings/identification to aid in task delegation and improved accountability on working operational incidents. No member shall have inappropriate identification attire or markings as this can result in task delegation that can be harmful or fatal. 600.5 PROCEDURE (a) All personnel who join Hanover Fire-EMS for the purpose of emergency response shall be deemed "Recruit" and must successfully pass the orientation program and HIPAA medical/legal class. (b) Personnel shall maintain "Recruit" status (Blue Helmet/Non-Entry) until such time as they graduate the Academy (or equivalent) or EMT – Basic (or equivalent). Upon completion of such training, personnel shall receive full responder status. (c) All members responding to emergencies must also complete a minimum of Hazardous Materials – Awareness. (d) The Officer-In-Charge shall be responsible for ensuring that members in blue helmets are not exposed to potential IDLH situations. (e) New members joining the department shall be scheduled for medical clearance prior to the start of the next Orientation Program.Those who fail to achieve medical clearance may continue to volunteer, but in a non-emergency capacity and be classified as an "affiliate" member. Lieutenant- Red Helmet (a) 3 years as a career Firefighter/Medic with Hanover Fire-EMS (b) Cleared Acting Officer (c) Fire Officer I (d) 25 Education points 1. One point per documented college credit 2. One point per 18 hours of job-related training as documented by certificate 3. One point per 24 hours of training in a technical trade as documented by certificate or license 3. Captain- Red Helmet (a) 3 years as a career Lieutenant with Hanover Fire-EMS (b) Fire Officer II (c) 45 Educational points 1. One point per documented college credit 2. One point per 18 hours of job-related training as documented by certificate 3. One point per 24 hours of training in a technical trade as documented by certificate or license 4. Battalion Chief- White Helmet (a) Minimum of 8 years as a career firefighter with Hanover Fire-EMS; with a minimum of 3 of those years as a supervisor (b) Associates Degree or degree in related field (c) Rank of Captain with Hanover Fire-EMS (d) Must possess considerable knowledge of modern principles and techniques of firefighting, EMS training, fire prevention and working knowledge of Virginia Codes, equipment, training techniques, and personnel management. Recruit - New Member (a) Department Orientation (b) Incumbent members of the organization must have completed all components of the orientation program to retain active status. (c) NIMS IS-100, 200, 700, 800 2. Firefighter – Yellow Helmet (a) Hanover Fire-EMS Academy (b) Reciprocity may be granted to members who completed a Fire Academy in Henrico County, Chesterfield County, City of Richmond, or at the discretion of the Assistant Chief of Administration and Training. (c) Must be completed within 2 years of the month of hire for volunteer members. 3. Emergency Medical Technician (a) EMT-Basic (b) NIMS IS-100, 200, 700, 800 (c) Hazardous Materials Awareness (VDFP, VDEM) (d) CPR 4. Lieutenant/Captain - Red Helmet (a) Must be qualified as a Firefighter (b) NIMS IS-100, 200, 700, 800 (c) Fire Officer I (d) EVOC 5. District Chief - White Helmet (a) Minimum of 2 years of Hanover Fire-EMS service or equivalent (b) 21 years of age or older (c) Must meet all subordinate requirements (d) EMT- Basic (e) EVOC (f) Fire Officer II 600.6 REFERENCES None 600.7 DEFINITIONS Incident command System (ICS) - is "a systematic tool used for the command, control, and coordination of emergency response" according to the United States Federal Highway Administration. National Incident management System (NIMS) - The National Incident Management System (NIMS) is a standardized approach to incident management developed by the Department of Homeland Security. The program was established in March of 2004, and is intended to facilitate coordination between all responders (including all levels of government with public, private, and nongovernmental organizations). VDFP- Virginia Department of Fire Programs VDEM- Virginia Department of Emergency Management 600.8 QUALITY AND ACCOUNTABILITY All personnel shall provide and maintain copies of required certifications within the Target Solutions Platform at all times. Failure to provide copies of certifications will result in the determination that the required training is incomplete. Personnel who provide patient care with Hanover Fire-EMS must maintain updated copies of their EMS certifications in the credentials section of Target Solutions. When expirations occur in the Target Solutions Platform, supervisors will document the incident as a performance issue. When ALS credentials in Target Solutions are expired or absent, the provider will immediately be restricted from performing ALS procedures. All personnel are expected to log in to the Target Solutions Platform to view training opportunities and other announcements on a regular basis. Failure to complete Target Solutions assignments will be treated as a performance issue and documented accordingly. All students will submit copies of transcripts for transfer credits, however no transfer credits will be awarded for completion of minimal required training. General Training Standards (SOP) - 310 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 601 Procedures-Guidelines Manual Driver-Operator Standards (SOP) 601.1 PURPOSE The purpose of this procedure is to establish the professional standards for driver-operators of department vehicles. 601.2 STANDARDS Category 1 Vehicle Driving Requirements All personnel driving and / or operating Category 1 emergency vehicles must successfully meet the following criteria: (a) Must provide proof of valid driver’s license to Station/Shift Supervisor. (b) Must be a minimum of eighteen (18) years old to begin Driver Training Program. (c) Must pass an approved Emergency Vehicle Operators Course (EVOC) with the appropriate weight classification. (i.e. VDFP Class I, II, or III) Must provide documentation of Station/Shift supervisor’s approval to drive and operate Category 1 vehicles. The Station/Shift supervisor will submit all required program paperwork to the personnel’s Human Resource file maintained at Administration. Category 2 Vehicle Driving Requirements All personnel driving and/or operating Category 2 emergency vehicles must successfully meet the following criteria: (a) Must comply with the requirements of the Category 1 Driver Training Program. Pumper / Tanker Must comply with general sections above. Must successfully complete and pass the following: o Basic Pump Operator (BPO) or equivalent. o Rural Water Supply (RWS) or equivalent. o Department’s Driver Pump Operator Program Career Personnel must successfully complete the Department’s Driver Pump Operator Program by the end of their Probationary Period.The Assistant Chief of Operations may consider extending the probationary period when conditions warrant. Must provide documentation of Station/Shift supervisor’s approval to drive and operate Category 2 vehicles. The Station/Shift supervisors will submit all required program paperwork to the personnel’s Human Resource file maintained at Administration. Driver-Operator Standards (SOP) - 312 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 602 Procedures-Guidelines Manual Technical Rescue Team Standards (SOG) 602.1 PURPOSE The Hanover County Technical Rescue Team (TRT) provides Technical Rescue for the citizens we serve. Due to the nature of this responsibility, individuals that become members of the team must have adequate training and be held accountable to the high standards set forth by the County, State, and Federal governing institutions. The purpose of this policy is to provide a clear directions for the training needed to maintain a safe and proficient level of service. 602.2 SCOPE Membership and Training for the Hanover TRT will be offered on an equal basis for individuals that are a part of Hanover County Emergency Services. Membership is mandatory for all career personnel assigned to the technical rescue station(s). Membership for those members not assigned to a technical rescue station is voluntary. Voluntary membership must be approved by the Technical Rescue Team Leader. 602.3 PREREQUISITES The structure of the Technical Rescue Team is broken down into three (3) levels: Awareness, Operations, and Technician. These levels are modeled after NFPA 1670 (The Standards on Technical Rescue Incidents 2008 edition). Each level has a built-in training guideline and organizational structure. This structure will help qualified members to ensure the delegation of appropriate task(s) during an incident. Membership Minimum Requirements: Career Personnel Career personnel assigned to a technical rescue station Meets the training requirements as listed under the Level 1 Awareness Section prior to being assigned to a technical rescue station. Membership to those personnel not assigned to a technical rescue station is voluntary, member must have the approval of the Technical Rescue Team Leader Volunteer K9 Handler Member in good standing within the Hanover Fire EMS Department. Member must have the approval of the Technical Rescue Team Leader Emergency Medical Technician-Basic or higher Yellow helmet status firefighter Meets the training requirements as listed under the Level 1 Awareness section. Technical Rescue Team Standards (SOG) - Published with permission by Hanover Fire EMS 313 Hanover Fire EMS Procedures-Guidelines Manual Procedures-Guidelines Manual Technical Rescue Team Standards (SOG) 602.4 RESPONSIBLITIES All members of the Hanover Technical Rescue Team must actively participate in a minimum of six (6) drills per calendar year. A year beginning on January 1, and ending on December 31. The minimum of six (6) drills per calendar year can be any combination of Central Virginia Technical Rescue Team quarterly drills, or Hanover County Technical Rescue Team drills. 602.5 REFERENCES None 602.6 DEFINITIONS CVTRT Quarterly Drill – Training exercise conducted by the CVTRT on a quarterly basis Hanover TRT Drill – Training exercise conducted by on duty shifts in which both technical rescue stations meet and conduct a training exercise. 602.7 QUALITY AND ACCOUNTABILITY None Copyright Lexipol, LLC 2024/05/01, All Rights Reserved. Technical Rescue Team Standards (SOG) - Published with permission by Hanover Fire EMS 314 Procedure Hanover Fire EMS 603 Procedures-Guidelines Manual EMS Academic Funding (SOP) 603.1 PURPOSE Establish an efficient and equitable process to distribute department funds in support of initial EMS training programs for Fire-EMS Department personnel. 603.2 SCOPE This procedure applies to Virginia Office of EMS initial certification programs: Emergency Medical Technician Paramedic Virginia initial certification programs test in accordance with the National Registry of Emergency Medical Technicians. Hanover Fire-EMS conducts Paramedic certification programs in partnership with J. Sargeant Reynolds Community College. The department conducts EMT certification programs through direct venues. This guideline covers two types of funding for programs: Scholarships: full funding for selected personnel seeking National Registry Paramedic certification. Reimbursement: tuition reimbursement to any department member seeking initial certification at the EMT, Advanced EMT, Intermediate, or Paramedic levels 603.3 PREREQUISITES The following are the prerequisites needed in order to apply for the EMS Program funding: Active member, in good standing of Hanover Fire-EMS (minimum of six months for advanced programs) Letter of recommendation from the Hanover Fire-EMS supervisor that has direct knowledge of your work history. Eligible for initial certification in accordance with Virginia Office of EMS regulations. Not receiving Tuition Reimbursement granted by another source (i.e. VA benefits, VRS training funds) This program may supplement declared financial aid benefits The scholarship program requires: Written evaluation of BLS skills with a score of 80% or higher Completion of BLS field training program. Two letters of reference from supervisors or peers, one of whom must be a current department Paramedic(one as listed above). Verification of active status at the start each semester. 603.4 RESPONSIBILITIES Prospective students should submit an initial request for training funding assistance prior to enrollment. This request should include program scope and intent, start dates, estimated date of completion, and validation of active status by department officer (Station Chief, Captain, President, Shift Lieutenant, or Battalion Chief). Students must submit an enrollment form for each semester, specifying the courses, credit hours, financial requirements, and active status validation required for subsequent semesters. Students receiving financial aid from other sources need to disclose type and amount received each semester.Financial aid from other sources may modify the amount reimbursed from the department if the financial aid is directly applied to tuition. Students must remain in compliance with program academic and performance standards to maintain eligibility for scholarship and tuition reimbursement. The department reserves the right to allocate reimbursement funds based on available revenue and may limit the number of eligible students for each program based on demand.Alternately, funds may be balanced between the eligible personnel. This program is designed to provide financial support for courses directly related to obtaining National Registry of Emergency Medical Technicians and the Virginia Office of EMS initial certification at the Emergency Medical Technician and Paramedic levels. Required online classes are included. The Scholarship program includes all initial required funding, including: Tuition per semester Textbooks Uniforms Clinical registration (FISDAP clinical tracking or equivalent) Initial Test registration The Tuition reimbursement program specifically covers academic tuition. 603.5 PROCEDURE (a) A formal deadline for submissions will be announced by the Training Division prior to the start of each program. (b) Prospective students must: 1. Submit the EMS Academic Funding Request Form with letter of recommendation from a Hanover Fire-EMS supervisor prior to enrollment. 2. Apply for financial aid (if applicable). (c) Students should submit the EMS Academic Funding Continuation request form once enrolled for the semester. (d) Approval for Scholarship is graded on the following criteria: 1. Completion of a 100 question EMT final exam with an 80 or above. 2. Two Reference letters, one from a current department Paramedic. 3. Work History, which may include: (a) Service time in department. (b) Duty shift hours pulled in past 365 days. (c) BLS provider clearance status. (d) Prior academic history (GPA or copy of college transcripts). (e) Applications will be approved as funding permits. (f) When applications outnumber available funds, students will be approved based on a points ranking of the above criteria (g) The department will conduct interviews for all applicants to the scholarship program to ensure due consideration is given to each, and/or break any numerical ties. (h) Applicants will be notified of their funding status based on: 1. Approved – funding is available and approved for the applicant 2. Denied – funding is not available and/or approved for the applicant (i) Tuition Reimbursement: 1. Submit initial program request for approval 2. Submit the EMS Academic Funding continuation form with each semester. 3. For community college programs, submit tuition receipt and grade report within two weeks of the posting of grades. 4. For final semester reimbursement, submit tuition receipt and copy of certification card. 5. For standalone EMT initial certification, submit copy of tuition receipt and copy of certification card. (j) Scholarship: 1. Submit letter of intent 2. Complete prerequisites listed above 3. Submit EMS Academic Funding Request form with detailed financial requirements. 4. Specific items may be procured through standard department processes, like textbooks. 6. Submit the EMS Academic Funding Continuation Form for each semester prior to payment. 7. Certification levels: Emergency Medical Technician Advanced EMT Intermediate Paramedic 603.8 QUALITY AND ACCOUNTABILITY Current academic standards require students to maintain a “B” to continue in the program. This equates to an 80% or higher for eligibility to sit for the National Registry Exam. Students who do not complete ALL of the requirements during the scheduled program of study will not be funded for additional credit hours and may forfeit direct payment of testing fees.Those students may submit for reimbursement upon successful completion. The department will support funding of one psychomotor exam and one cognitive exam per student.Students who are not successful will be responsible for the future costs. EMS Academic Funding (SOP) - 320 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 604 Procedures-Guidelines Manual JSRCC and OEMS Departmental Reimbursement (SOP) 604.1 PURPOSE Identify and outline the processes involved in the financial relationship between Hanover Fire-EMS (HFEMS) and J. Sargeant Reynolds Community College (JSRCC) for the provision of academic credit at department facilities. 604.2 SCOPE This guideline applies to the following programs: EMS Programs offered through Hanover Fire-EMS Training Advanced Life Support Basic Life Support Dual Enrollment Programs in partnership between the Hanover Fire-EMS Department and Hanover County Public Schools (HCPS) Provides a template for the provision of future programs and academic credit. This guideline specifically addresses the following areas: Tuition paid directly to JSRCC for students enrolled through the HCPS Fire-EMS programs receiving college credit. Reimbursement paid to Hanover County general fund for provision of instruction and facilities by the JSRCC EMS programs on Hanover County property. Annual Contribution by HFEMS directly to the JSRCC EMS Programs to support staffing. Scholarship and tuition reimbursement for department members enrolled in programs to support specific department initiatives. Virginia Office of EMS awarded EMS Training Funds for initial certification programs. 604.3 PREREQUISITES Hanover Fire-EMS and Hanover County Public Schools participate with J. Sargeant Reynolds Community College to provide college credit to high school students through a Dual Enrollment program with Fire and EMS programs. Fire Classes provide six college credits and the ability to be an entry level, yellow helmet fire fighter. EMS Classes provide seven college credits and eligibility to test for Virginia OEMS Emergency Medical Technician certification. Hanover Fire-EMS pays the tuition to JSRCC for all students dual-enrolled according the credit hour fee schedule. 604.4 RESPONSIBILITES None Copyright Lexipol, LLC 2024/05/01, All Rights Reserved. Sargeant Reynolds Community College reimburses Hanover County a portion of the tuition for ALL students who pass the enrolled course held on the campuses of Hanover Fire-EMS Training and affiliated agencies. 1. The agreed reimbursement is 70%, calculated as: 2. (Students) x (total course credit hours) x (Cost per credit hour) = (Total tuition) 3. (Total Tuition) x (0.70) = Amount reimbursed (b) Reimbursement is awarded at the completion of each semester for every student successfully completing the course credits with a passing grade. (a) Reimbursement offsets the following costs: (a) Instructor salary: staff and contractor rates, as well as course development. (b) Facility usage (c) Equipment usage and replacement (b) The reimbursement is initiated at the end of the course with an executed agreement from JSRCC and Hanover Fire-EMS stating the number of students who successfully met the course requirements. (c) Hanover Fire-EMS, with support of the Hanover County Board of Supervisors, contributes $25,000 annually to the JSRCC School of Allied Health and Nursing specifically to support the full time equivalent faculty position of EMS Program head and coordinator. 1. These funds must be directly linked to the salary of the EMS Program Coordinator. 2. The letter of agreement between the Chief of Fire-EMS and JSRCC to provide these funds requires review and renewal every five years. (d) Hanover Fire-EMS provides tuition reimbursement for EMS Programs to eligible members of the department. 1. Eligibility for programs and the processes involved are outlined in the following department Standard Operating Guideline: 2. EMS Scholarship Program 400.03 3. This program supports tuition reimbursement for successful completion of the predetermined program. 4. The department may offer scholarships to selected personnel for support of specific programs. (e) Initial certification programs offered in the partnership between HFEMS and JSRCC are eligible for Emergency Medical Services Training Funds through the Virginia Office of EMS. 1. The JSRCC EMS Programs Coordinator and EMS Programs Medical Director supervise approval of all initial certification programs through the Virginia Office of EMS. 3. Application for EMS training funds (EMSTF) must follow guidelines outlined by the Virginia Office of EMS. 4. For BLS initial certification classes, the EMS Education Coordinator will apply during the course application. 5. For ALS initial certification classes, the JSRCC Program Coordinator will apply as part of the course application. 6. A valid course Operational Medical Director approved by the Virginia Office of EMS will approve the program. 7. The Chief of Training will sign for all department courses on behalf of the county. (f) All Virginia Office of EMS training funds will be paid to the county according to the schedule outlined in the EMSTF guidelines. 1. At the beginning of the course, the course document with an assigned contract number will be executed by JSRCC, HFEMS, OEMS and the Virginia Department of Health. 2. After the roster is secured, OEMS will reimburse HFEMS 50% of the reimbursement and the remaining 50% once the student has taken and passed the state test (up to 2 years after course completion). 3. The pricing schedule will be outlined in the contract document and is based on the number of students in the class. JSRCC and OEMS Departmental Published with permission by Hanover Fire EMS Reimbursement (SOP) - 323 Procedure Hanover Fire EMS 605 Procedures-Guidelines Manual Request for Training (SOP) 605.1 PURPOSE Governs process for approval of department-sanctioned training outside of normal duty assignments and procedures for securing department vehicles for transportation. 605.2 SCOPE This policy shall govern any training opportunity requested by operations personnel. It does not apply to training associated with normal on-duty assignments. 605.3 PREREQUISITES Approval must be obtained by the appropriate supervising officers prior to attending the training. 605.4 RESPONSIBILITIES The supervisor shall maintain a copy of the Training and Travel Approval Request for their personnel until training is completed. 605.5 PROCEDURE (a) Training Approval Form (Attachment) completed by personnel requesting training. 1. Under the Training Options Section, there are four (4) options personnel can choose.They can be classified into three (3) main categories:1) Off Duty Educational Leave; 2) On-Duty Educational Leave; and 3) Educational Leave with Reimbursement Requests.Educational requests that require reimbursement shall also require the Approval Request for Funded Training and Travel form. 2. Personnel who request to use a department vehicle to attend training, must also select this option in addition to the other selection options as defined below.After receiving approval to use a department vehicle, personnel shall notify a logistics officer so that the department can maintain accountability of its fleet and also any necessary instructions for the use of the vehicle can be verified.The logistics staff will coordinate which vehicle(s) personnel will utilize, unless personnel requesting have an assigned/issued department vehicle.The Driving Policy (400.02) also provides governance to use of station vehicles for training purposes. (b) Off Duty Educational Leave- seeking no funding or reimbursement support (Lieutenant Approval Required) 1. This option is for personnel who are not seeking any department support and/or funding for attending/participating in training opportunities.However, personnel who utilize this selection will be covered for any injuries and/or any medical issues that are a result of the training participation.This means that personnel will be able to file worker’s comp claims if needed and also have permission to utilize department issued equipment such as PPE and other pre-approved equipment.Personnel are reminded that though filing a worker’s comp claim is permissible, the approval process for all claims will remain consistent with any Copyright Lexipol, LLC 2024/05/01, All Rights Reserved. Examples of these types of training options are career development courses that will benefit personnel in pursuit of advancing through the department’s career development ladder.Classes in this category are not mandatory training courses and therefore personnel’s attendance is voluntary. (c) On-Duty Educational Leave-seeking hour-for-hour compensation only (Battalion Approval Required) 1. Personnel are seeking attendance to training while on-duty and/or are requesting to flex time within the normal payroll parameters to attend training as a substitute to their normal scheduled working hours.This selection can also be used for personnel requesting comp time for their attendance to a training opportunity on an hour for hour basis. 2. Examples of these types of training options are courses/opportunities that the department requests for personnel to attend/obtain which have direct impact on the department’s ability to fulfill its mission.These classes or training opportunities may be defined as mandatory and/or mutually beneficial to the department and personnel requesting attendance. 3. Personnel who are requesting this option must coordinate any trade time and/or work substitution with their company officer and Battalion Chief and must have pre-approval for these requests before submitting their Approval for Training and Travel Request Form. 4. If the department requires the training (i.e. CIT) and the employee will be short of hours for the week, the Fire Chief may grant non-punitive, Administrative Leave.This leave should be documented on the time sheet under “Hours Worked” as required by the Director of Human Resources. In the comments section, the employee should document: Paid Administrative Leave due to mandatory training; the class description and number of hours granted. Approval must be granted by the Chief prior to class. 5. Personnel who choose this selection will have the normal employee benefits while on duty. (d) On Duty Leave-seeking overtime or comp-time benefits (Assistant Chief Approval Required) 1. Personnel shall select this option when training attendance will incur overtime or comp time accrual. 2. Examples of these types of training options are courses/opportunities that the department requests for personnel to attend/obtain which have direct impact on the department’s ability to fulfill its mission.These classes or training opportunities may be defined as mandatory and/or mutually beneficial to the department and personnel requesting attendance. 3. Upon receiving the necessary signatures and approvals, the supervising officer will maintain a copy until the training has been completed.These records shall remain on file for period of thirty (30) days after the training is completed. 2. Request for Training (SOP) - 326 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 606 Procedures-Guidelines Manual Burn Team Procedure (SOP) 606.1 PURPOSE Establish a procedure to provide guidance to the instructors and burn team members during live fire training in order to promote a positive and safe learning environment and provide a safe and effective use of live fire training. 606.2 SCOPE This policy applies to all operational members of Hanover Fire-EMS. 606.3 PREREQUISITES None 606.4 RESPONSIBILITIES All members of Hanover Fire-EMS participating in live fire training. 606.5 PROCEDURE (a) Those members of Hanover Fire-EMS that desire to assist with live fire training shall complete the training requirpements outlined in the Hanover Fire-EMS Burn Team Manual as well as understand and follow the policies outlined in the manual.
