STANDARD OPERATING GUIDELINE ENTRY CONTROL AT A HIGH RISE Date Issued: March 24, 2021 Rescinds: March 29, 2019 Section: Incident and Emergency Operations File Code: G-ENTR PURPOSE To provide all Toronto Fire Services personnel with a guideline for initiating Entry Control at an alarm or fire incident in a High Rise. Entry Control is a priority at any high rise incident. This SOG covers the basic principles of Entry Control in a high rise building. Incident conditions may vary, which will dictate your actions, this guideline will be followed to the best of your ability. RESPONSIBILITY All personnel are responsible for understanding and following TFS Operating guidelines. All personnel are responsible for understanding and following the Training Note relating to Entry Control. GUIDELINES 1. General NOTE: The CACF location will impact operation within the Lobby Control Sector. The Lobby Control Sector Officer may need to utilize their crew to cover all responsibilities. 1.1. Entry Control is initiated by the first in Officer to any high rise incident. 1.2. If Elevator Control is assigned during an emergency, Entry Control shall be assumed by the Firefighter assigned Elevator Control. 1.3. Elevator Control shall collect all PIT's and return to the lobby after transporting personnel and transfer Entry Control to the officer designated to be Lobby Control Officer. Lobby Control will establish initial Entry Control. 1.4. If Elevator Control is not established PITs shall be dropped in a conspicuous location and will be collected by the officer designated to be Lobby Control Officer. 1.5. As emergency incidents in high rise buildings become more complex, various Sectors will have to be established with their own Entry Control Point. 1.6. Each Sector Officer shall initiate Entry Control for their Sector. Entry Control should have an Entry Control Board which identifies a formal entry point. Entry Control is set up at the forward staging location for fire attack and shall not be set up in an IDLH atmosphere. 1.7. It is the duty of all firefighters entering a Sector to find the Sector Officer, who is Entry Control, to PIT in and PIT out.
