General ⚫ It is prohibited to discriminate against passengers based on disability. ⚫ All Airport Service Agents will be trained concerning awareness and response appropriately to passengers with disability (physical, sensory, mental, and emotional disabilities), including how to distinguish among the differing abilities of individuals with a disability. ⚫ STARLUX has designated Complaint Resolution Officials (CRO) at each airport serving flights operate that begin or end at a U.S. airport who are trained to handle special needs requests and are aware of disability regulations. General ⚫ Special service list will be automatically sent to departure station 24 hours before departure by CM system. ⚫ Inform cabin crew and delivery PIL (Passenger Information List). ⚫ Must not require a disability passenger to travel with an escort except for safety reasons. All rights reserved. General ⚫ Escort Requirements (14 CFR parts §382.29) : 1. Stretcher passenger. 2. Passenger with mental disability or having sever hearing and vision impairments, and unable to comprehend or respond to safety instructions. 3. Passenger with severe mobility impairment and unable to evacuate off the aircraft by themselves. At least 16 years old (unless local law differences) 2. Able-bodied person. 3. Able to help disabled passengers. 4. Familiar with the passenger’s health and medication needs. 5. Shall not occupied with other duties and always available. If STARLUX determines an escort is necessary, we will not charge for the ticket fare of the escort. Must arrange adjacent seats suitable for their needs according to the passengers' requirements and the chargeable seat fee can be waived if any. A valid Certificate of Diagnosis from passenger’s doctor/hospital can be an alternative to Part 2 of MEDIF. MEDIF is recommended to be carried by the passenger throughout the journey. STARLUX Airlines will not require passengers with disabilities to provide a medical certificate as a condition for transportation. However, when safety concerns arise, we may request passengers with disabilities to provide a medical certificate. Certificate of Diagnosis: a written statement from the passenger’s doctor stating that passenger can complete the flight without special medical assistance. Which means if MEDA passenger’s departure date is on November 04, 2023, the MEDIF issued on October 25, 2023, can be used. Go show MEDA acceptance MEDA case condition Go-show A contagious disease that can be transmitted by contact and pose a direct threat Passenger traveling in a stretcher (STCR) (Escort required) Passenger who needs medical oxygen (AOXY) Health Condition Requesting to use MPED for medical reason Expectant mothers in certain stages of pregnancy Any other health conditions that may affect passenger to complete the flight safely. Except for STCR & AOXY, other MEDA case conditions may be accepted as go-show cases, but still need to conduct a detailed evaluation before acceptance (e.g., via MedLink service). MedLink Service To keep passengers and crew safe while traveling in air or on duty. STARLUX has reached an agreement with MedAire for Fit-to-Fly & In-Flight MedLink service. Service Provider: MedAire video Service Content: An online medical advisory service provided by doctors. Provide both in-flight medical guidance and on-ground passenger fit-to-fly assessment. Fit-to-fly assessment conditions: 1. Go-show MEDA case Passengers with no Certificate of Diagnosis from attending doctor dated within 10 days. 2. Passenger has medical concern on travel day Including MEDA passenger’s health condition is incompatible with the MEDIF. MedLink Service - Handling Procedure Contact MedLink for pre-flight passenger fit-to-fly assessment. If passenger has the Certificate of Diagnosis from the attending physician or MEDIF, send it to MedLink through email for reference. MedLink medical team will make an assessment by speaking to passenger directly or according to the information provided by station and make travel recommendations to station over the phone base on passenger's health conditions. MEDIF required, a fit-to-fly recommendation from MedLink can be an alternative to Part 2 of MEDIF. 3. Prepare a MEDIF copy as an onboard document to CIC due MEDIF details will not be recorded in PNR in go-show MEDA case. Definition ⚫ A passenger with Reduced Mobility (PRM) is one who is unable to utilize air transport facilities and services without special assistance because of illness, injury, age, congenital malfunction, or other temporary or permanent incapacity or disability. ⚫ Usually considered as a Non-MEDA case. ⚫ Mobility aids for PRM are free of charge. Provide the packaging for the removed-battery of battery-powered wheelchair / mobility aids and must reassemble them to return to passenger.
