The Indian government has slashed the financial aid provided to some neighbouring countries, including the Maldives, Myanmar, Bangladesh, and Afghanistan, for 2024-25. At the same time, it has significantly increased grants for Sri Lanka, Mauritius, Seychelles, and Nepal. The Union Budget allocated Rs 400 crore for Maldives for central sector schemes/projects. Last year, the revised budget outlay for Maldives was around Rs 770 crore. This year’s maximum aid has been proposed to be given to Bhutan which will receive Rs 2,068 crore during 2024-25, which includes a grant of Rs 1,078 crore and a loan of Rs 989 crore (14% less compared to Rs 2,399 crore during 2023-24). Bangladesh, Afghanistan and Myanmar are also slated to get fewer grants. While a provision of Rs 200 crore for Afghanistan (less by 9% compared to last year), Bangladesh will receive Rs. 120 crore (less by 7.6%) and Myanmar Rs 250 crore (less by 32%). Among the countries expected to receive more grants from India include Sri Lanka, which is slated to receive Rs 245 crore, more than 300% of the aid it received in 2023-24. Seychelles and Mauritius, located in the Indian Ocean, are expected to get a higher quantum of aid during 2024-25. Nepal will receive Rs 700 crore (up by 7.6%), Mauritius Rs 370 crore (up by 12%) and Seychelles Rs 40 crore (up by 300%). At the same time, drawing from insurance and Hindu Undivided Family (HUF) accounts, successive and simultaneous nominations will allow joint account holders and the heirs to get the funds even after the death of an account holder. There can be more nominees in the public provident fund, which is run by the central government. As per government data, the unclaimed deposits soared to over Rs 78,000 crore at the end of March 2024 despite banks launching drives to settle claims. Separately, the government has also proposed to be amended to allow for the transfer of dividends and bonds to the Investor Education Protection Fund (IEPF) if the money is lying unclaimed. Currently, only shares of banks are transferred to IEPF. This brings the total number of such sites in India to 85. ‘Nanjarayan Bird Sanctuary’ was historically restored by King Nanjarayan, from whom it derives its name. The sanctuary supports a rich biodiversity serves as a crucial feeding and nesting ground for resident and migratory birds and is a vital water source for local agriculture. ‘Kazhuveli Bird Sanctuary’, Tamil Nadu’s 16th bird sanctuary designated in 2021, connects to the Bay of Bengal via the Uppukalli Creek and Edayanthittu Estuary. Situated along the Central Asian Flyway, it serves as a critical stopover for migratory birds, a breeding ground for resident species and fish, and a major aquifer recharge source. The ‘Tawa Reservoir’, constructed at the confluence of the Tawa and Denwa rivers, serves primarily for irrigation, but also for power generation and aquaculture. These names were proposed by India and approved by the International Hydrographic Organisation (IHO) and UNESCO’s (United Nations Educational, Scientific and Cultural Organization) Intergovernmental Oceanographic Commission (IOC). The worldwide ocean data is maintained and provided by the General Bathymetric Chart of Oceans operating under the IOC and IHO. Ashoka and Chandragupt Maurya were the rulers of the Mauryan dynasty. In all, there are now 7 structures in the Indian Ocean named mainly after Indian scientists or bear names proposed by India. These 3 structures were discovered by oceanographers from the National Centre for Polar and Ocean Research (NCPOR), Goa. These are located along the Southwest Indian Ridge area of the Indian Ocean and were discovered during an international survey exploration programme. Since 2004, India has been undertaking the Indian Southern Ocean Research Programme with NCPOR being the nodal agency. Union Minister of Port Shipping and Waterways Sarbananda Sonowal has unveiled the SOP for the Green Tug Transition Program (GTTP), a key initiative under the ‘Panch Karma Sankalp’. With the help of the GTTP, traditional fuel-powered harbour tugs serving major Indian ports will gradually be phased out and replaced by green tugs that run on more sustainable and clean alternative fuels. The GTTP’s 1st phase would start on October 1, 2024, and last through December 31, 2027. Based on uniform designs and specifications provided by the Standing Specification Committee (SSC), 4 major ports - Jawaharlal Nehru Port Authority, Deendayal Port Authority, Paradip Port Authority, and V.O. Chidambaranar Port Authority - will purchase or charter a minimum of 2 green tugs apiece during this phase. The first set of tugs will run on batteries, and plans call for the adoption of other cutting-edge green technologies like green hydrogen, methanol, and hybrid.
