On August 1, the Supreme Court bench, in the Davinder Singh Vs the State of Punjab case ruled by a 6:1 majority, held that the sub-classification of Scheduled Castes and Scheduled Tribes is permissible for providing reservations in government jobs and education. The 7- judge bench was headed by Chief Justice of India (CJI) D.Y. Chandrachud. The top court overruled a 2004 verdict in E.V. Chinnaiah Vs State of Andhra Pradesh case, which had held that such sub-classification was not permissible since the SC/STs constituted “homogenous” classes. 4 of the 7 judges also called for the identification of the creamy layer among the Scheduled Castes and Scheduled Tribes categories so that they could be removed from the reservation matrix. Apart from Chandrachud, the bench comprised Justices BR Gavai, Vikram Nath, Bela M Trivedi, Pankaj Mithal, Manoj Misra and Satish Chandra Sharma. The Punjab Scheduled Caste and Backward Classes (Reservation in Services) Act, 2006, provided the first preference in reservations for the Balmiki and Mazhabi Sikh communities among the Scheduled Caste. The constitution provides 15% reservation to the Scheduled Castes and 7.5% to the Scheduled Tribes in government jobs and educational institutions. Articles 341 and 342 of the constitution define who is a Scheduled Caste or Scheduled Tribes with respect to State and Union Territory. Under Articles 15 and 16, the State governments have the power to create a subcategory of more backward communities within the SC/ST List. {Read More} www.smartkeeda.com | testzone.smartkeeda.com https:// /# Page | 5 SBI | RBI | IBPS |RRB | SSC | NIACL | EPFO | UGC NET | LIC | Railways | CLAT | RJS Join us Smart Points: SC held: sub-classification of SCs & STs is permissible for providing reservations in government jobs & education - as part of Davinder Singh Vs State of Punjab case ruled by 6:1 majority It was a 7-judge bench | Headed by – CJI D.Y. Production of key minerals in India, such as iron ore and limestone, has shown robust growth in the 1st quarter of FY2025, following record production levels in FY2024. Iron ore and limestone, which account for about 80% of the total MCDR mineral production by value, recorded substantial outputs of 275 million metric tons (MMT) and 450 MMT, respectively, in FY2024. The increase in production reflects strong demand from user industries like steel and cement. The provisional data for the non-ferrous metal sector indicates that primary aluminium production rose 1.2% in FY2025 (April-June), reaching 10.43 lakh tons (LT) from 10.28 LT in FY2024. India is the 2nd largest Aluminium producer, 3rd largest lime producer and 4th largest iron ore producer in the world. Iron ore production increased from 72 MMT in FY2024 (April-June) to 79 MMT in FY2025 (April-June), marking a 9.7% growth. Union Home Minister Amit Shah has launched four newly developed national apps - “e-Sakshya”, “Nyaya Setu”, “Nyaya Shruti” and “e-Summon” - for the 3 new criminal laws, in Chandigarh. With “e-Sakshya”, investigating officers can record videos and take photographs of crime scenes as needed. After the recording is finished, all data is safely sent to an evidence locker and connected to the chargesheet, which is subsequently electronically provided to the court. The 2nd tool, “Nyay Shruti”, facilitates court hearings through electronic medium. The forensics department, police, jails, prosecution, and authorized access points are all connected to this automated system. The 3 rd app, “e- Summons”, handles the electronic compliance of legal orders. This facility electronically transmits legal orders issued by the court, such as summons and warrants, to the police. The 4th app “Nyay Setu” connects the Police, Prosecution, Prisons, Medical, and Forensics departments together on one dashboard. It will help provide the police with all the information related to the investigation in just one click. At the Chandigarh Secretariat, the minister was given a live demonstration of the various pillars of the Interoperable Criminal Justice System (ICJS) functioning under the new criminal laws and their integration. The minister further announced that Chandigarh will be the 1st administrative unit in the country to achieve 100% implementation of all 3 new criminal laws within the next 2 months. The new Modi 3.0 government’s FY 24-25 budget, announced on July 23, brought significant tax regime changes, sparking debate nationwide. Meanwhile, Sikkim remains unaffected. Under the Section 10 (26AAA) of the ‘Indian Income Tax Act, 1961’, the northeastern state of Sikkim is the only state in India that is exempted from paying taxes. Sikkim, was an erstwhile princely state for more than 330 years. However, in 1975 Sikkim merged into India, making it the 22 nd state of India. This merger happened on one condition, that Sikkim’s old tax structure would continue post-merger. According to Sikkim’s tax manual, a citizen of Sikkim does not have to pay any tax to the Centre regardless of their income. Section 10 (26AAA) of Income Tax introduced in 2008 reads that any income earned or derived from a source in Sikkim or by anyone residing in the state through dividends or interests on securities is exempted from paying taxes. The Union Cabinet approved several changes to banking laws, including allowing up to 4 nominees per deposit account and introducing ‘successive and simultaneous’ nominations. The changes aim to address the growing issue of unclaimed deposits and alleviate customer difficulties. Currently, banks allow 1 nominee for savings bank and fixed deposits. At the same time, drawing from insurance and Hindu Undivided Family (HUF) accounts, successive and simultaneous nominations will allow joint account holders and the heirs to get the funds even after the death of an account holder. There can be more nominees in the public provident fund, which is run by the central government. As per government data, the unclaimed deposits soared to over Rs 78,000 crore at the end of March 2024 despite banks launching drives to settle claims. Separately, the government has also proposed to be amended to allow for the transfer of dividends and bonds to the Investor Education Protection Fund (IEPF) if the money is lying unclaimed. Currently, only shares of banks are transferred to IEPF. Three new wetlands - ‘Nanjarayan Bird Sanctuary’ & the ‘Kazhuveli Bird Sanctuary’ in Tamil Nadu and the ‘Tawa Reservoir’ in Madhya Pradesh - have been designated ‘Ramsar sites’. This brings the total number of such sites in India to 85. ‘Nanjarayan Bird Sanctuary’ was historically restored by King Nanjarayan, from whom it derives its name. The sanctuary supports a rich biodiversity serves as a crucial feeding and nesting ground for resident and migratory birds and is a vital water source for local agriculture. ‘Kazhuveli Bird Sanctuary’, Tamil Nadu’s 16th bird sanctuary designated in 2021, connects to the Bay of Bengal via the Uppukalli Creek and Edayanthittu Estuary. Situated along the Central Asian Flyway, it serves as a critical stopover for migratory birds, a breeding ground for resident species and fish, and a major aquifer recharge source. The ‘Tawa Reservoir’, constructed at the confluence of the Tawa and Denwa rivers, serves primarily for irrigation, but also for power generation and aquaculture. It lies within the Satpura Tiger Reserve, forming the western boundary of Satpura National Park and Bori Wildlife Sanctuary. The reservoir is important for aquatic flora and fauna especially birds and wild animals. India is one of the parties to the Ramsar Convention, which was framed in Ramsar, Iran, in 1971.
