STANDARD OPERATING GUIDELINE LOBBY CONTROL AT HIGH RISE INCIDENTS Date Issued: March 24, 2021 Rescinds: February 8, 2021 Section: Incident and Emergency Operations File Code: G-LOBB PURPOSE Lobby Control at High Rise incidents is necessary when implementing an Incident Commander’s Incident Action Plan (IAP). Lobby Control is assigned to an Officer during the investigative phase of an incident. RESPONSIBILITY All personnel are responsible for understanding and following TFS Training Notes and SOG’s related to Lobby Control at high rise incidents. The Officer of the third arriving apparatus assumes Lobby Control unless it is a High Rise, Haz or a Squad. Lobby Control must be assumed by a Pump or Aerial class apparatus. Members assigned to Lobby Control shall be responsible for Entry Control and collect PITs of initial crews from Elevator Control or the area they have been dropped. Personnel assigned to Lobby Control shall deal with any displaced civilians who congregate in the lobby area. An alternate area may have to be designated to relocate civilians. GUIDELINES 1. General 1.1. The duties of the Lobby Control Officer are dependent on the size and complexity of the incident. During the investigation of the incident, the Lobby Control Officer shall: a) Locate the CACF room or alarm panel b) Make appropriate EVAC announcements to building residents c) Retrieve and review the Fire Safety Plan d) Silence the alarm (to enhance radio communication) e) Provide any pertinent information to the investigating crew f) Liaise with building staff g) Ensure entry doors to the lobby remain closed to limit flow path potential File Code: G-LOBB Page 1 of 2 STANDARD OPERATING GUIDELINE 1.2. If a Second Alarm is ordered, The Lobby Control Officer, in addition to the above duties shall: NOTE: Entry Control for fire attack teams and other functions must be transferred to a Sector Officer as Sectors are established. a) Ensure initial Entry Control has been established. PITs of deployed crews are transferred to Sector Officers as Sectors are established. b) Identify attack and evacuation stairwells and numbering/lettering designations c) Continually monitor alarm panel for any additional alarms. When the CACF room is remote from Lobby, additional staff will be required. d) Update and direct building occupants on what to do and where to go (EVAC) e) Ensure elevators not being used by TFS personnel have been recalled f) Secure keys from building staff g) If present, hand out Firefighter Phones to ascending crews to augment communications h) Review evacuation/floor plate plan (usually found outside elevator area) i) Identify if building has Air Handling/Smoke Control systems and if present, ensure they are operational j) Send a Firefighter to the Fire Pump room to: i. Ensure building fire pump is operating ii. Identify type of building fire pump (i.e. electric or diesel) and ensure uninterrupted power supply or fuel iii.
