 (RB) PSM Document Code: (RB) PSM-E01-L01 Fauji Fertilizer Company Limited Plant site – MM VISIBLE MANAGEMENT Revision No. 0.0 COMMITMENT Revision Due: Feb 2027 (Level-I Document) 1.0 INTRODUCTION 1.1 Scope: This Document describes the requirement for complying with the Process Safety Management element on Visible Management Commitment for Fauji Fertilizer Company Limited, Mirpur Mathelo. 2.0 PRINCIPLE: Commitment is the basic component of a successful HSE&Q program. For a program to be most effective, this commitment must exist at the top management and trickle down through the line organization. The commitment of top management establishes the value and importance of HSE and guarantees support for individual elements of the HSE&Q program. To achieve the best results throughout the entire organization, top management must believe that employee safety is as important as: Plant production Asset availability Reliability & Quality Cost Employee relations. 3.0 ESSENTIAL FEATURES: 3.1 Leadership & Commitment: FFC management is responsible for safety of personnel, protection of company property and accountable for overall effectiveness of HSE&Q program. The management will establish a system through which FFC`s policies on HSE&Q & product stewardship are understood and communicated at all levels. 3.2 Implementation of HSE&Q programs: Management must drive safety program as part of company values to inculcate as organization culture. The Management will direct the establishment for implementation of safety programs through participation in various safety committees and conducting plant safety audits. The management will ensure that compliance of legal & other requirements is verified through internal audits & appropriate actions are taken (where required). The management will ensure that workers are protected from reprisals when reporting incidents, hazards & improvement opportunities. 3.3 HSE&Q Goals & Objectives: Management should have specific, quantifiable, personal safety goals / targets and implementation plans, which must be stewarded regularly. The Management will establish the need for the organization to develop quantitative safety goals & objectives for each department against which performance will be measured. 3.4 Training & Resources: The Management should ensure that necessary training, tools & equipment are provided to personnel at all levels to perform work safely. Management must provide the resources needed to implement the safety and health program, pursue program goals, and address program shortcomings when they are identified. 3.5 Incident Investigation: Top Management will personally participate in investigation of serious injuries/ incidents based on severity of incidents. 3.6 Off-The-Job Safety & Incentives: The Management will establish a program to encourage off-the-job safety, environment & health awareness amongst its employees and their families through award schemes.
