# Public Policy Making and Analysis (DPM 4100) ## Public Policy Process: Agenda Setting, Policy Formulation, Implementation and Evaluation "If you're not careful, the newspapers will have you hating the people who are being oppressed, and loving the people who are doing the oppressing." - *Malcolm X* ## Policy Evaluation This step assesses the effectiveness and success of the policy. Any unpredicted effects? These assessments can be quantitative and/or qualitative. The policy process model implies that the evaluation is the final stage, however, it should serve as the first stage for the next iteration of policy formulation. Most evaluations are unprogrammed and unsystematic. They come in the form of complaints from interest groups and stories of fraud, mismanagement, and poor government policies from the media. ## Policy Formulation * It is the development of policy alternatives for dealing with the problem on the public agenda. * Policy formulation occurs in government bureaucracies, interest groups offices, legislative committee rooms, policy planning organizations also known as think tanks. ## Approaches to Agenda Setting ### Media Agenda Setting A model of agenda setting shows the following connections: - **Gatekeepers and major events** - **Media agenda** - **Public agenda** - **Policy agenda** These are all interconnected and influenced by **personal experience and interpersonal communication**, as well as **real-world indicators of issue importance**. ### John Kingdon's Theory of Multiple Streams - **Problem stream** * Indicators * Focusing events * Feedbacks - **Policy stream** * Technical feasibility * Value acceptability * Financial viability * Public agreement - **Political stream** * National mood * Interest groups * Government These three streams converge via **policy entrepreneurs** and **windows of opportunities** to create **policy output**. ## The Policy Cycle The policy cycle is a circular model where **policy evaluation** follows **policy formulation** which follows **agenda setting** which then follows **policy implementation**.
