Ensuring that no-one enters the cordoned area without necessary cause and details of all persons entering are recorded. 2.1.4 Start Scene Log-Book if necessary or keep notes (Record -- Retain -- Reveal). **2.2** []{#Secureandpreserve.anchor}**Secure and Preserve Evidence** 1. Make note of details of all persons and vehicles at the scene of the crime. 2. Question persons at the scene and ensure recording accounts provided by persons questioned, including description of facts and offenders described. 3. If appropriate invite witnesses to the station for an interview and statement taking. Record statements as directed or as required. 4. Taking of photographs at the scene of a crime is usually within the responsibility of the SOCO's ([S.O CR 7](https://modgovuk.sharepoint.com/:w:/r/teams/25468/STANDING%20ORDERS%202023/Standing%20Orders%202023%20onward/CRIME%20INTELLIGENCE%20SAFEGUARDING/CRIME/CR%207.docx?d=w1360d1701d034d08bb19d195a5521e84&csf=1&web=1&e=1HqFCE)). However, on those occasions whereby the scene assessment directs that the call out of a SOCO is not necessary, consider the option of taking some photographs of the scene yourself by using the divisional digital still camera ([S.O CR 8](https://modgovuk.sharepoint.com/:w:/r/teams/25468/STANDING%20ORDERS%202023/Standing%20Orders%202023%20onward/CRIME%20INTELLIGENCE%20SAFEGUARDING/CRIME/CR%208.docx?d=w6405665fde7748428ea54beb7958d0f4&csf=1&web=1&e=1C20PE)). On some other occasions, waiting until the arrival of the SOCO at the scene may result in the loss of evidence (adverse weather conditions, etc) so taking some photographs yourself with the use of your personal phone should be a consideration. 5. Make use of Body Worn Cameras as this can be very effective as an evidence gathering tool i.e Visiting crime scenes and Domestic Violence/Assault related Incidents 6. Take necessary steps to protect clues and evidence at the scene from adverse weather conditions. **2.3** []{#Safeguardvictim.anchor}**Safeguard Victim** 2.3.1 Where a case of alleged violence (I.e assaults, Domestic Violence, Threatening Violence) is reported and the victim continues being at risk of further violence, then all measures have to be taken to safeguard the victim from the risk of further harm. IV. **2.4** []{#Section2_4.anchor}**Arrest of Suspect Offenders** 2.4.1 Based on the evidence available and the reasonable grounds to suspect any person(s) for the commission of the offence(s) under investigation, consider whether the arrest of such a person at this given time is a necessary and justified option. If so, you must consider the relevant legal provisions, the powers to arrest without warrant, or the need to make or cause an application to be made before the Judge for the issue of a warrant. Directions for applications for warrants are found in [S.O CR 6 - WARRANTS](https://modgovuk.sharepoint.com/:w:/r/teams/25468/STANDING%20ORDERS%202023/Standing%20Orders%202023%20onward/CRIME%20INTELLIGENCE%20SAFEGUARDING/CRIME/CR%206.docx?d=wefadc17d11ee4820828205df7206e611&csf=1&web=1&e=5IgiPW). **2.5** []{#Section2_5.anchor}**Search of Premises** 2.5.1 Consider whether search of any premises/vehicles is for the time being a reasonable and justified line of enquiry. If so, consider the circumstances and the provisions of the law in relation to powers of search with or without warrant, and act accordingly. 2.5.2 Consider Liaison with CYPOL to secure warrants of search or carry out consensual searches for residences that fall within the ROC. 2.5.3 Report the facts to the Duty Officer, who will advise and determine initial action to be taken. 2.5.4 Ensure that all directions regarding fast track action given by the duty officer are recorded in the case's Diary of Action Taken or in the Incident log if the CMS has not been raised yet. **2.6** []{#Section2_6.anchor}**House to House, CCTV and At Locus Enquiries** **2.6.1 Consider whether House-to-House, CCTV or at Locus Enquiries are undertaken when they are considered to be a reasonable line of enquiry.** **2.6.2 Ensure a record is made of the parameters, which have been set, e.g. -- area/street, names/numbers and relevant time frame.** **2.6.3 House-to-house questionnaires to be completed identifying person(s) interviewed and account provided (consider the provisions of the Criminal Procedure (Disclosure) Ordinance 2007).** **2.6.4 CCTV enquiry to be carried to establish which properties have CCTV installed and in operation which may provide evidence for the case under investigation.** **2.6.5 Consider enquiring through the ANPR as an intelligence/evidence gathering tool.** **2.6.6 The appointment of a House-to-House co-ordinator should be a consideration of the Review Officer in those cases whereby a large-scale House-to-House enquiry is directed.** **2.6.7 Consider making enquiries with legitimate callers to vicinity of crime scene, e.g. delivery agents, farmers, refuse collectors, Door-to-door salespersons etc.** **2.7** []{#Section2_7.anchor}**Use of Intelligence** 2.7.1 Consider enquiring with the Operational Intelligence Unit (OIU) for any relevant information/intelligence, previous convictions or any analytical products including Subject Profile in accordance with the Force Intelligence and Tasking Policy (see Section 14 of the [S.O CR 1](https://modgovuk.sharepoint.com/:w:/r/teams/25468/STANDING%20ORDERS%202023/Standing%20Orders%202023%20onward/CRIME%20INTELLIGENCE%20SAFEGUARDING/CRIME/CR%201.docx?d=w350011853bab4f1fbf46f9f09b665858&csf=1&web=1&e=I3dfYk) and [S.O INT 1](https://modgovuk.sharepoint.com/:w:/r/teams/25468/STANDING%20ORDERS%202023/Standing%20Orders%202023%20onward/CRIME%20INTELLIGENCE%20SAFEGUARDING/INTELLIGENCE/INT%201.docx?d=wb82d4b42162142d990b55b50009565bd&csf=1&web=1&e=x7sAcF)). **2.8** []{#Section2_8.anchor}**Records** 2.8.1 Make an electronic record in the Daily Occurrence Register (DOR). 2.8.2 Make a record of all actions carried out in the Incident log until a CMS is raised. 2.8.3 Raise an RCI in the Case Management System (CMS) and record in the electronic Diary of Action Taken (DOA) all further actions taken and other relevant information. **2.9**[]{#Section2_9.anchor} **Briefings** 2.9.1 Ensure that the Divisional CID on call, is informed and briefed on the earliest opportunity of the actions you have taken and hand over all relevant documentation including any statement(s) recorded and any other used or unused material. **2.10** []{#Section2_10.anchor}**Conclusion of Fast track/initial Enquiries** 2.10.1 The initial investigation phase is concluded when a number of actions have been completed. These include: I. the investigator obtaining an account from the victim and any witnesses who are immediately available II. the immediate needs of victims and witnesses have been met III. the crime scene examination has been instigated IV. all fast-track actions indicated have been carried out V. all intelligence gathered during the initial investigation has been submitted.
