Use case of T/A 912 has been defined clearly and has not be d as a standalone authority. Fixed Telephone with CUG SIM is being permitted as a means mmunication. Following procedure is suggested: he CUG Phone may be used as FCT (Fixed Cellular Telephone). very Station should have a unique CUG number and the sa uld be mentioned in the Working Time Table. he CUG phone should be always with the ‘On Duty’ Station Mas handed over to the reliever in writing as per essential equipment. UG based FCT (Fixed Cellular Terminal) phone may be provided ime of commissioning of Automatic Signaling Territory. he Unified Subsidiary Rule of General Rule 9.12 and relev ority forms are attached. Unified Subsidiary Rules for General Rules 9.12 Procedure during failure of Automatic Signaling: - When ure of automatic signaling is likely to last for some time se serious delay, trains shall be worked from station-to-stat r the section or sections concerned under special instruction 9.12/1:- In case of failure of signal or signals between two or m k stations in Automatic block system; system train working should normally be done in accordance with isions of Rule 9.02 or 9.07 as the case may be. 9.12/2:- is S.R. 9.12/2 (A) & S.R. The SM on duty at the station in advance shall not give su ne Clear” unless:- The whole of the last preceding train has arrived complete. The Semi-Automatic/Manual Reception Stop Signal has been k to ‘ON’ behind the last preceding train. The line is clear not only up to the Semi-Automatic/Man ception Stop Signal but also for the adequate distance beyond mi-Automatic/Manual Reception Stop signal. For a Star ual/ Midsection Gate signal, the Loco Pilot shall pass the signal n he receives a proceed hand signal from a railway servan orm. he case of midsection gate signals the Loco Pilot shall cautio s the level crossing only after ensuring that the gates are closed ed for road traffic. Caution Order restricting the speed to 15 Kmph over the strai when view is clear &10 kmph the view ahead is not clear due e, obstruction, rain, fog or any other cause subject to rvance of other speed restrictions imposed. Loco Pilot must a rtain that Speed over facing points being restricted to 15 KMPH. No train shall be allowed to enter an affected section unless the clear interval of 25 min between the train about to leave and t eding train. a) In the event of a Loco Pilot approaching or passing any port line where view ahead is not clear, clear the Assistant Loco Pilot or t n Manager with hand signals must be sent in advance to gu urther movement of the train. A sharp look out ahead should and the engine whistle freely used. used A tunnel shall be entered only after it has been ascertained tha ear. If there is any doubt on this point, the train shall be piloted b ay employee equipped with hand signals and detonators. The Train Manager shall keep a sharp look out in the rear and pared to exhibit a danger signal to prevent the approach of a t m rear side and to protect it, if necessary, as per extant rules. Be ering a section where there are tunnels, he shall also switch on and tail lights / lamps on EMUs etc. If the train is unable to move further due to any reason, then n manager should protect the train in rear as per G.R. 6.03. When approaching the next station the Loco Pilot shall bring his tra and outside the Semi-Automatic/Manual Automatic/Manual Reception Stop Signal nd one long whistle. Trains must continue to work on this system until either the signal put right or any one of the means of communications is restored b S&T in writing. All the records in connection with train working on this system rt to the Sr. DOM within 7 days of the resumption of normal work. 9.12/3 :-Rules Rules and Regulations for working of trains under the omatic Block System during obstruction of one line when nals are operative and communication are available (on Double e Sections) :- hen it is desired to introduce temporary single line working on doub on electric communication instruments, the SM at one end of t cted section shall on receipt of reliable information in writing that o is clear, take steps to introduce temporary single line working on th in consultation with the Section Controller and the SM of the stati he other end of the section. The decision to introduce tempora le line working should be taken by Sr. DOM. mporary Single Line Working shall be introduced between the neare ons provided with cross-over between Up & Down lines on eith of obstructions. Nomination of stations at both the ends of su ons shall be done by Sr. DOM. f there is reason to suspect that the line over which temporary gle line working is to be introduced is also fouled or damaged mporary single line working shall not be introduced until a SSE/JE Way) certified that the track is safe for the passage of trains. The movement of trains on the affected section shall be controlled such stations and on such lines as are nominated. The Semi-Automatic/Manual Dispatch Stop Signal of the Stations both the ends of the section where temporary single line is being oduced shall be put in manual mode in ON condition for the re duration of temporary single line working. The concerned mi-Automatic/Manual Reception Stop Signals of the stations a h the ends shall also be put in manual mode and in ON position ally, before introduction of temporary single line working. All trains running in the wrong line shall be worked in accorda h the rules for the use of electric communication instruments ngle line. Line clear shall be obtained on the following: Station to Station fixed telephones wherever available. Fixed telephone such as Railway auto phone & BSNL/MTNL ph h caller ID. Control Telephone. VHF set under special instructions, but not as the sole mean mmunication on sections where passenger trains run. Fixed Telephone with CUG sim which have been provided to ation only for official use to the on duty SM. OTE:- In all cases, where line clear obtained by means of communication other than T nter the system of calling station name, followed by establishing identity of the SM on du ss checking Private numbers given for the last Preceding train shall be adopted. rain Signal Register, shall be introduced at stations on affe on. fter ascertaining that one of the lines is clear for the passag c, the SM proposing single line working shall issue a message u hange of private Number, containing the following mation, to the SM at the other end of the affected section :- Cause of introduction of single line working; Place of obstruction; he line by which single line working is proposed; The source of information that the said line is clear; Restriction of speed, if any, on the line; he number and timings of the last train which arrived/left the stati ominated. On receipt of acknowledgement from the SM at the other end wit ate number single line working may be introduced.
