Gap Analysis Passengers and Baggage Handling Air Cairo SGOM Issue 04 Rev.00 Dated Dec 2024 For International Flights:- The deadline for acceptance 60 minutes to scheduled departure. 3.1.3 Check-In Deadlines For Domestic Flights:- The deadline for acceptance 30 minutes to scheduled departure MAXIMUM number of infants to be accepted on AIRCAIRO A320 is 20 infants. As a rule, two infants cannot be accepted with one adult & the standard maximum allowed number of infants is 10 for 3.2.0 Passenger Departure ATR 72 For E-190 the maximum number of infants that can be carried on-board is 12 Infants. Question to be asked 3.2.1 Check-in procedures The check in agent must seek confirmation from passenger that they are not carrying electronic cigarettes and spare lithium batteries knowingly or unknowingly in checked in baggage. It is allowed only in cabin baggage. However, the recharging of electronic cigarettes and/or batteries in the cabin is forbidden. If baggage is overweight (>32kg) or oversize (>203 cm) baggage must not be accepted and advise customer to repack Through Check-In is Applicable on AIR CAIRO Domestic FLIGHTS Though check-in means a passenger is accepted and receives boarding passes for the last point of journey & flight as well as for one or more Though check-in onward flights. 03.02.06 Perform through check-in whenever possible as long as passenger travel on board SM Domestic flights. Travel documents shall be checked for all through-checked points (Egyptian domestic airports) To perform through check-in all the parts of the passenger journey is Applicable on Domestic SM flights only, 3.2.3 Baggage Tag Heavy Tag–placed on items over 23 kg (50lb.). 3.2.6 Check-In Types To Perform through check-in all the parts of the passenger journey is Applicable on Domestic SM flights only, This Facility is applied on AIR CAIRO domestic flights for all Passengers who have return journey up to 24 hours (plus or minus according to AirCairo preferences). Return check in allows passengers to check in and print boarding passes for both sectors and proceed directly to the immigration area or gate on the return flight without running through the check informalities again, DGR and Security profiling shall be applied as per applicable location. Passengers can also check their baggage for each sector on the designated baggage drop counters. 3-Return Check-In The following conditions apply: - The Passenger should have a confirmed booking on both sectors and travelling and returning on AIR CAIRO flights only. The Passenger is requested to report at the airport 60 Minutes prior to the departure schedule of return flight. In case passenger have baggage to check, they shall proceed to bag drop counters, DGR instructions should be applied. If the passenger fails to show himself at the boarding gate 15 minutes before scheduled departure, the customer regretfully will not be allowed to board the aircraft and his/her baggage will be offloaded from the aircraft. AirCairo is allowing self-service check-in under the following conditions: a- Web Check-In and Kiosk are the only applicable channels for self-service check-in, Mobile/Text Message check-in is not applicable for AirCairo. b- The passenger is holding an electronic ticket with PNR. c- The passenger is departing from an airport where AirCairo departure control system (Amadeus Altea DCS) is in use. d- The passenger must consent that he/she is not holding any DGR which is not allowed on AirCairo Flights via answering DGR questions in order 4- Self-Service Check-In to complete check in process through one of the previously mentioned channels. e- Printing bag tag is inhibited for self-service check-in; Passenger must pass by drop off baggage counter to deliver his/her bag and receive the bag tag. f- Document check controls use various technologies and can occur at various points of the passenger journey including the airline website/mobile application or at the airport through self-service check-in options up to the boarding gate, Security profiling shall be applied as per applicable location, the depth of the controls will also depend on the flight. 5-Off-site Check-In Off-site Check-In is not Applicable on Air Cairo flights ⁕During the process of customer acceptance, it may be necessary to accept passengers who have no record on the flight concerned due to many reasons such as booking cancellation, overbooking of other flights, or operational and/or commercial reasons or other irregularities ⁕The Station or Duty Manager / ground services provider who have the authority to accept those passengers to achieve maximum passenger 3.3.0 Acceptance of go Show and standby convenience and satisfaction, as the case may be. Station (duty) manager will maintain a list of go show passengers for each flight inthe station records indicating reasons for acceptance. When accepting passengers on DCS standby basis due to being booked but not listed, wait listing or go show, following guidelines must be observed: 1. Priority to passengers to complete a family or group. 2. Priority to passengers confirmed but not listed on same flight. 3. Validity of passenger’s entry visa should be taken into consideration. 4. Preference to passengers travelling longer sector if seats are available all through to final destination. Standby Acceptance 5. Frequency of flights to destination should be taken into account. 6. Standby passenger baggage may be released from check in area, standby label may be used to avoid forwarding to the aircraft. 7. Standby passenger’s documents must be thoroughly checked Flight controllers and Check in agents will follow Order of priority to on load standby passengers according to the following main categories: 1. NO REC (ticketed but not booked). 2. Waitlisted (WL or RQ status) on same flight 3. Standby or GO-SHOW (open, booked on other flights… etc.) When accepting transfer passenger at your station, follow the following guidelines: 1. Identify passenger as transfer passenger according to their booking and via DCS. 2. Accept the passenger normally after document verification. 3. Through check-in passenger and Issue boarding passes to final destination. 4. Issue bag tags to the final destination and mark all baggage with the unique transfer tag (hot, short, transfer) according to the connecting time in the transfer point. 5. Release all bags to the belt and sorting area. 6. Ensure transfer baggage is segregated according to type and destination from other types of baggage such as priority or economy baggage. 7. If the bag is both priority and transfer, bag must be loaded in the transfer cart last to be offloaded first at transfer point then recognized as priority from that point. 3.4.0 Handling Transfer Passengers 8. For every flight a PTM (passenger transfer message) must be sent. The Passenger Transfer Message (PTM) shows those passengers and their baggage transferring at the arrival station, having a connecting flight The Passenger Transfer Message (PTM) is sent immediately after flight departure. 9- All security measures to be implemented as per Air Cairo security procedures for Domestic / International flights. I) Is subjected to screening prior being loaded onto the aircraft or, II) Has been screened at the point of origin and subsequently protected from unauthorized interference from the point of screening at the originating airport to the departing flight at the transfer airport. Air Cairo follows Egyptian customs regulations to permit transfer baggage From domestic to domestic flights From international to international flights. Transfer baggage domestic / international not permitted as per Egyptian customs regulations. General AIR CAIRO accept maximum one piece plus Duty-Free purchases into the Passenger cabin subject to the following conditions: -The Passenger retains charge of the article. -The cabin baggage must be to within the overhead locker or place don’t he floor in front or under the Passenger’s seat. -The weight of cabin baggage must not exceed 7 kg per Passenger, and an item shall not exceed 118cm. Procedure - If a passenger is discovered with additional unchecked baggage, excess baggage charges must be collected from passenger before boarding (LOAD Controller must be informed to adjust weight) - Each piece of baggage for carriage in the cabin shall be labelled with the cabin tag to control all cabin’s baggage. - Cabin tags must, in all circumstances, be attached to the unchecked baggage by the check- in staff and not by the passenger. For security and passenger service reasons, cabin baggage tags must not be given to passenger on request. 3.5.0 Carry-on baggage Acceptance and Stowage - The list items prohibited in the security restricted area or on board of an aircraft on the person and in the cabin or hold baggage must respected at all times (for example weapons, dangerous articles, explosives, etc.). Airports should make information on prohibited articles available to all passengers. Procedure - Liquids, Aerosols and Gels (LAGs) should be carried in 1-litre bag with containers of a capacity not exceeding 100 ml each, or the equivalent in other volumetric measurements (e.g. fluid ounces). LAGs carried in a container larger than 100 ml, should not be allowed on board. - Airport should provide information to all operating air carriers on the rules according to which duty-free purchases carried by transfer passengers are allowed for the subsequent leg. - Depending of the risk level identified by the aviation security appropriate authority, or an airline, additional and specific requirements for screening should be applicable for all certain flights. -Any passenger who does not consent to be screened or to have his cabin baggage or personal items being subject to screening shall be denied access to the security restricted area and to board an aircraft. The airline representative shall be informed accordingly. When such items are to be hold loaded the following procedures apply: 1-Duty-Free items other than liquor, tobacco, perfumery, cosmetics, and similar items of hand baggage variety, shall be treated as checked baggage for all load control purposes. 2-Duty-Free items comprising liquor, tobacco, perfumery and other goods of hand baggage type, shall be treated as follows: a. They should be packaged in suitable containers, according to destination; b. No action is required on the load sheet or balance chart because the weight of these items is included in normal passenger weight 3.5.1 Hold Loading of Duty-Free Goods calculations; c. Since the actual weights of these items will normally be unknown, they should, for balance purposes, as far as is practicable, be loaded in the compartment having minimal balance effect. (Normally in holds near to wings). d. The "Special Instructions" box on the Loading Instruction/Report shall be used to instruct the aircraft loading supervisor. (ex. Duty-Free Goods Compartment2) e. A message indicating the existence of and compartment used for these items shall be sent by handling agent, to the next station. Note: The loading of lithium batteries in holds is not accepted by AIR CAIRO Provide the flight crew with the required documents as follows: Passenger information list (PIL) The Passenger Information List (PIL) provides information to the cabin crew about passengers on board, (name, seat number, and special service requirements). Other required documents Final manifest. 3.6.0 Flight Documentations Bag tag list for double destination flights. General declarations (G.D) Cargo manifest Load Sheet Other special information (i.e. INAD documents, etc.). Flight Documents paper shall be retained for a period of no less than three months Gate Supervisor and/or gate controller shall ensure that total passengers’ figures are matching between checked-in and boarded passengers. If there are passenger discrepancies (minus or plus), they must be resolved prior to closing the aircraft door. 1. Make every attempt to locate missing passengers and obtain visual proof of boarding and documents if they are located on the aircraft. 2. Obtain visual proof of boarding and documents if they are located on the aircraft 3. Offload checked baggage of passengers who check-in but fail to board 4. Apply procedures and government regulations with respect to the removal of checked baggage of passengers who checked-in but fail to 3.7.3 Passenger Boarding Discrepancies board. 5. Check boarding passes by sequence to identify any unchecked or duplicate passenger at gate side. 6. Notify crew and load controller of any last minute changes to passenger and/or baggage load 7. Where no DCS is available or in case of DCS failure, apply manual boarding procedures. 8. Ensure the final checked-in count matches the boarded passenger count prior to door closure and prepare and board a final manifest. 9. In case of missing passenger, ground staff shall ask the crew to check the allocated seat and to page the passenger, if the passenger is still not located, then the crew may be asked to do a head count; List of AIR CAIRO Destination that required API/APP Special Categories of Passengers Air Cairo SGOM Issue 04 Rev.00 Dated Dec 2024 Minors are classified into these categories: 1. Unaccompanied Minors (UM) 2. Infants and children General terms and conditions - AIR CAIRO accepts children for unaccompanied transportation on its services. - It is mandatory to make prior confirmed reservation (SSR UMNR must be HK), UM will not be accepted on GO-SHOW basis. (Unless otherwise evaluated by station manager) An authorized guardian delivers the minor/child at the airport of departure; who remains with the child until embarkation. - An AIR CAIRO UM form for unaccompanied minor has been issued and duly signed. 3.9.3 Minor - The UM ticket fare should be the applicable ADULT fare for the concerned route. - AIR CAIRO does not accept infants for unaccompanied transportation. - UM may not travel with pet in cabin, or service animals (unless with 16-years-oldescort). - Visual/hard of hearing (blind/deaf) Unaccompanied Minors are not accepted for unaccompanied travel - UM or unescorted Young Passengers are not allowed to occupy exit seats. - Limitations for UM, Max number 05 UM can be accepted on AIRCAIRO A/C A320, without escort, if more Than five UM, one escort should be requested for each 05 UMS Max number 02 UM can be accepted on Air Cairo ATR72, seated in Second Row, (YP Excluded) Max number 05 UM can be accepted on AIRCAIRO A/C EMB190, without escort, Note: If there are more than five unaccompanied minors, one additional escort is required for every extra group of five. Minors on his/her 2nd birthday and before 6th birthday 1. Escorted Minors will be accepted for unaccompanied transportation only if escorted by an extra cabin attendant. 2. The ticket fare will be as follows: The applicable adult fare for the unaccompanied minor. The applicable one way adult fare for the extra cabin attendant. The cabin attendant ticket shall be paid by the minors’ guardian according to the UM class of service for the sector on which he/she is escorting 3.9.4 Escorted Minors the minor/child The cabin attendant escorting the minor would return as extra crew or DHC. (He/she should be added in General declaration). 3. The wording UM followed by age after the Name of Passenger box in the Ticket. (UM05). 4. Minors of the age 2 to 6 years can be accepted without the conditions above if escorted by an adult over 16 years old, who can understand and carry out safety instructions and contribute physically to their own evacuation, in this case minor will be accepted normally not as UM. Child on his/her 6th birthday and before his/her 12th 1. The wording UM followed by age after the Name of Passenger box in the Ticket. (UM10). 2. The minor should be accompanied to the airport of departure by a parent or a guardian 3. The minor must be seen off and met at arrival by the named adult in the UM form Carriage of UM shall be permitted only for immediate continuous space, all segments of which have been confirmed, especially for interline travel the receiving carrier’s approval must be obtained, and charges in the transfer points collected by reservation. 3.9.5 Unaccompanied Minors 5. Unaccompanied minor should preferably travel on a non-stoplight. 6. Unaccompanied minors’ baggage should be tagged with the UM identification tag to facilitate the identification of baggage at the point of destination. 7. Minors can be accepted for transportation without the conditions above if accompanied by adult or young passenger (over 12 years of age). If the visible conditions of the escorting passenger do not meet the escort travel requirements, the station manager has the right to accept this minor as UM only, taking all the necessary procedures (UM form, ticket reissues, fare difference collection…. etc.). Young Passengers (YP) (optional)on his/her 12th birthday but under his/her 16th birthday - Young Passengers on his/her 12th birthday but under his/her 16th birthday will be accepted for unaccompanied travel and may be given UM treatment upon the request of their parents or guardians. - Extra service charge is applicable and collected from reservation against - YP must hold a proof of age (birth certificate of equivalent) the Wording YP after the Name of Passenger box in the Ticket. - SSR YPAX to be added to PNR - Forms At the time of reservation a declaration form will be filled by parents or guardian relieving AIR CAIRO from any liability or responsibility of guardianship and giving details of escort on departure/ arrival. Young Passengers (YP) - Distribution of copies of the form shall be as follows: - Original (1) to be retained by issuing office and to be made available on request to any carrier participating in the carriage. - Copy (2) to be attached to the ticket of the unaccompanied minor. - Copy (3) for the arrival/destination airport - Copy (4) for parent or guardian - On the ticket, [After passenger's name in the box entitled name of passenger, the words' {UM or YP... followed by age} shall be added. - Baggage identification tags, health certificate, passport, etc., of an unaccompanied minor shall be carried in the possession of purser, or may be retained by the minor, preferably in a pouch provided by station of embarkation. Acceptance and handling of UM, escorted UM and YP during departure, transfer, arrival, night stops and delays. Departure Station - Check flight for UM booked against SSR (UMNR) - Assign proper front seats, and near to cabin crew (no exit is allowed) - Inform handling agent assigned to MAAS UM and guardian, and make sure UM form is filled out with all correct data (done by sales office) - If booked UM show at airport without the relevant UM form, guide the Guardian to the Customer Service Office or Station Manager or his delegate to issue the form - Check-in agent to attach the UM tag to the baggage - Collect all document and enclose them in UM neck held pouch - handling agent assigned) will see UM through all formalities to boarding gate and then to aircraft and Hand over the UM and form to CDC and obtain his signature - Flight controller to ensure UM information is passed to cabin crew in PIL - Flight controller to ensure UM is sent to down line station in form of PSM - Advice guardian/parent it is recommended to remain at airport till flight airborne Arrival Station - Check inbound messages for UM in the incoming PSM - handling agent) will contact the person designated to meet the minor and advice expected arrival time of the flight 3.10.0 UM Acceptance and handling procedures - Upon arrival at station of destination, minors will be handed over by CDC to concerned handling agent staff). - Handling agent will ensure UM baggage is collected. - handling agent will clear the minor through all formalities - Handling agent will see the minor off to his designated meeting person (guardian), verify his ID, and obtain his signature upon receiving the UM. - Station manager or handling agent will address directly any issues arising during arrive Transfer station - Check inbound messages for UM in the incoming PSM - handling agent will contact the carrier (in case of interline) to arrange for transfer and hand over to CDC on the aircraft - Assist UM through any formalities required in the transfer point - Obtain the required signature from CDC or representative on UM form Transit station - Check inbound messages for UM in the incoming PSM - In case of passengers will stay on board, UM will remain in the custody of CDC - In case passengers will have to disembark to transit area, UM will be in the custody of handling agent staff assigned. - In case of delays in transit stops the handling, agent or Station Manager supervised and will be fully responsible about taking care of the minors - If crew change takes place at transit station, handling agent or station manager will be responsible for informing the joining CDC about unaccompanied minors - Ensure PSM is sent to the destination Infants Normal healthy Infant’s age on the day of travel is between 1 week old, and before his/her 2nd birthday. Infants normally do not occupy a seat. The bulkhead middle or window seats might be allocated to booked families with infants and children. AIRCAIRO DOES NOT ACCEPT TWO INFANTS WITH ONE ADULT A mother and father travelling with 2 infants must be allocated cross aisle seats where is known that PSU (Passenger Service oxygen Unit) extra mask exists, for ATR72, it is not required. Note: Infant shall be accepted according to his issued ticket, even if he became a child on his return flight. Infant Limitations THE MAX NUMBER IS. 20 INFANTS TO BE ACCEPTED O/B AIRCAIRO 320 A/C. THE MAX NUMBER IS. 10 INFANTS TO BE ACCEPTED O/B AIRCAIRO ATR A/C. THE MAX NUMBER IS. 12 INFANTS TO BE ACCEPTED O/B AIRCAIRO EMB190 A/C. - This is determined to A/C Type is determined by the quantity of child restraints, infant flotation aids (Seat Belt and Life Vest) and drop-down oxygen masks available. Seating AIR Cairo Fleet A320 EXTRA MASK PER ROW 01 ALLOW INFANT BY SEAT 01 INF can be seated in ABC in EVEN number (02,04) rows, and seated in FEH in ODD number (01,03) rows Air Cairo fleet A320 equipped by two infant bassinets on the first row. Air Cairo ATR not equipped with infant bassinets. 3.10.2 Passenger with Infants or Children 3.10.2 Passenger with Infants or Children INF can be seated in ABC in EVEN number (02,04) rows , and seated in FEH in ODD number (01,03) rows Air Cairo fleet A320 equipped by two infant bassinets on the first row. Air Cairo ATR not equipped with infant bassinets. Infant Car Seats - Infant car seats can be used for infants between the ages of 6 months and 2years. - Prior arrangement is mandatory. - The car seat is subject to certain conditions regarding acceptance and fitting of the seat on the aircraft, - Infants using a car seat must pay the appropriate child fare and will be recorded as a child in the passenger figures. The car seat must: - Be pre-boarded and secured to the aircraft seat before the infant is seated. - Be fitted to an aircraft seat adjacent to the fuselage of the aircraft - Not be fitted in an emergency exit. - Not be installed such that the adult safety belt is secured over the child. - Be in the upright position for all occasions when the seat belt sign is illuminated. - ATR Not equipped for this type of seats,C35 Children Children are minors between the age of two and twelve years (has reached their 2nd birthday but has not reached their 12th birthday). Seating - Children shall occupy an individual passenger seat and may not be seated in emergency exit rows. - Do not assign a seat for the child restraint device in an emergency exit row or the row forward or behind an emergency exit row. Incapacitated passengers are categorized into the following groups: - 1. LEGL (leg in cast) for passenger with a lift leg in a cast, occupying two seats, one behind the other, with the leg in cast supported on the turned- down front seat back. Seats must be near the toilets2 left window seats behind each other Prearrangement Mandatory, reservation and SSR required, MEDIF is required Seat must be purchased from reservation 2. LEGR (leg in cast) for a passenger with a right leg in a cast, occupying two seats one behind the other, with the leg in cast supported on the turned-down front seat back. Seats must be near the toilets 2 right window seats behind each other Prearrangement Mandatory, reservation and SSR required, MEDIF is required, Extra Seat must be purchased from reservation 3. LEGB (legs in cast) for passengers with both legs in cast occupying two seats one behind the other, with the legs in cast supported on the turned-down front seat back. Seats must be near the toilets2 window seats behind each other Prearrangement Mandatory, reservation and SSR 3.11.1 Passengers with Reduce Mobility (PRM) required, MEDIF is required, Extra Seat must be purchased from reservation, N.B: Seating will be on seats 17A or 16D and incase unescorted MAX. 02 Cases for ATR72 per Flight. 4. MEDA (medical case) medical clearance may be required. Not be used for incapacitated passengers who only require special assistance or handling, and who do not require a medical clearance. 5. OXYG (oxygen) for passenger traveling either seated or on stretcher, needing oxygen during the flight. Only to be used in conjunction with SSR code MEDA. Air Carrier Owned Oxygen Supply (AOXY), (In-flight Only). The Egyptian Civil Aviation Authority (ECAA) requires that oxygen on airplanes be dispensed from approved containers available through the airline only. Seating Escorts are always required, and should be seated next to the Passenger they are escorting in an aisle seat AFT area last three rows window seat. Assign STCR passenger one seat. And block five seats Stretcher case should be at the airport of departure at least (3 hours for international flights and 2 hours for domestic flights) prior to schedule or estimated time of departure. Completing all travel procedures and ensure all clearances to be granted from Immigration, National security, Quarantine, Airport, Police… etc. Requesting ambulance before start boarding 3.11.3 STCR (stretcher passenger) for passenger Inform and hand over all medical documents to CDC traveling on stretcher. Stretcher and Escorts have to be boarded before all passengers. Load control When STCR is installed, weight and special load BED is added to load sheet and included in the load plan. When STCR is hold loaded, weight and special load BEH is added and Loadmaster advised through the load plan. Limitations 2 stretcher is the maximum acceptable on board AIR CAIRO flights for A320, Stretcher Not Applicable for ATR72 & EMB190 In addition to these codes WCHR, C, S the following equipment codes and definitions may be used: WCBD (Dry Cell Battery) WCBW (Wet Cell Battery) WCMP (Manual Power) 1. Wet batteries " WCBW" must always be removed and packed in a leak proof box filled with absorbent material. 2. Dry batteries "WCBD" not obligatory to remove battery but must be disconnected. If a passenger's wheelchair is damaged, it is like taking the passengers' legs away from him.(when disconnecting the battery, do not cut or pull out cables). 3.12.1 Passenger Not Requiring Medical Clearance Limitations Maximum number of Unaccompanied WCHC accepted per flight is 04 cases for A320. Maximum number of Unaccompanied WCHC & WCHS NOT ACCEPTED ON ATR72-600. Maximum number of Unaccompanied WCHC accepted per flight is 03 cases for EMB190. Escort In case of any 1 more WCHC one escort is required for all types. 1. Adult passenger with impaired or absent vision may be carried without escort. 2. Blind children under 12 years old are not accepted to travel alone and must be accompanied by adult escort. 3. If Seeing Eye dog accompanies the passenger the check in agent must check carefully the acceptance regulations of such dog to transfer point and final destination. For example: countries like UK, New Zealand and Australia prohibit a blind person from taking his guide dog. * The estimate weight for the Seeing Eye dog is 15kgs. *Maximum number of blind and deaf passenger’s o/b A320 one flight is 30 blind passengers, provided that there is an escort for each 05 PAX. Blind and deaf of passengers O/B ATR72 can be accepted avoid First Row and exit seats, Maximum number 05 Blind passengers per each flight, minimum 2, 01 Escort per each group of 5 Blind and deaf of passengers O/B EMB190 can be accepted avoid First Row and exit seats, 3.12.2 Passengers with Visual or Hearing Maximum number 30 Blind passengers per each flight, 1 escort per each group of 5, Impairments Escort Hard of Hearing passengers under the age of 12 must travel accompanied. Young hard of hearing passenger between the age of 12 and on his/her 16th birthday should preferably be escorted by someone who is known to them.
