## Point 10 Wilson's second term was loaded with pro-labor legislation. * The Kern-McGillicuddy Act (1916) provided workman's compensation to Federal employees, the first such protection in American history. * The Adamson-hour Act (1916) affected 400,000 railroad employees. * The Keating-Owen Act (1916) outlawed child labor in industries doing business across state lines. \*\[L] \*The act was struck down by the Supreme Court in 1918 by 5-4 decision. The states, farmers, and industrialists opposed limits on child labor and courts during "Lochner Era" (1897-1937) usually overruled laws that impinged on the free market. No new Federal child labor law was passed until 1938.
