MIAMI-DADE FIRE RESCUE DEPARTMENT Policy and Procedure Volume: I ADMINISTRATIVE PRACTICES Chapter: L PERSONNEL PERFORMANCE/CONDUCT Originated By: OFFICE OF THE FIRE CHIEF Subject: 18 GROOMING STANDARDS Published Date: 1/9/18 Dave Downey, Fire Chief Review Date: 1/9/18 18.01 PURPOSE: To establish a grooming standard that reflects a neat, clean, safe, and professional work force. 18.02 POLICY: All Miami-Dade Fire Rescue (MDFR) Department personnel will maintain a neat, clean, and well-groomed appearance. Exceptions to this policy associated with health, safety, or personal welfare must be requested annually and authorized by the Fire Chief or designee. 18.03 AUTHORITY: The authority vested in the Fire Chief by Florida Statute 125.01; Miami-Dade County Charter Sections 4.01 and 4.02; and Code of Miami-Dade County Section 2-181. 18.04 RESPONSIBILITY: It is the responsibility of the Fire Chief or designee to review and update this policy. 18.05 DEFINITION(S): Civilian Personnel – Personnel who are not required to wear a uniform during the performance of their duties. Uniformed Personnel (Non-Sworn) – Personnel who are required to wear a uniform during the performance of their duties. Uniformed Personnel (Sworn) – Firefighting personnel who are required to wear a uniform during the performance of their duties. 18.06 PROCEDURE: Volume: I ADMINISTRATIVE PRACTICES Chapter: L PERSONNEL PERFORMANCE/CONDUCT Subject: 18 GROOMING STANDARDS I. GENERAL GUIDELINES Personnel are required to adhere to the following personal grooming and appearance standards when reporting to work and throughout the entire workday. II. UNIFORMED PERSONNEL (SWORN) A. Facial Hair 1. Mustaches will be neatly trimmed and will not extend into the area where the self-contained breathing apparatus (SCBA) facepiece touches the face regardless of the ability to obtain a seal. Handlebar mustaches may be worn, providing that when restrained by wax, they meet the same requirement. 2. Lip beards will be centered on the bottom edge of the lip, no more than ½” in width and will not extend more than ½” downward. In addition, lip beards will not extend into the area where the SCBA facepiece touches the face regardless of the ability to obtain a seal. 3. Sideburns will not extend below the lowest part of the ear and will end with a trimmed clean-shaven line. Personnel are not permitted to wear a beard or goatee unless authorized in writing by the Fire Chief. A physician’s medical statement must accompany all requests for waivers to wear beards or goatees for documented medical conditions and must be updated annually. The wearing of a beard or goatee will not be permitted for any personnel assigned to Operations. 5. Other than the wearing of an acceptable mustache, lip beard or sideburns, the face will be clean-shaven when an individual’s workday begins and maintained throughout the work day. B. Hair 1. Hair will be neat, clean and well-groomed at all times and must not interfere with the performance of duty. 2 Rev. 1/9/18 Volume: I ADMINISTRATIVE PRACTICES Chapter: L PERSONNEL PERFORMANCE/CONDUCT Subject: 18 GROOMING STANDARDS 2. Unrestrained hair will not extend below the bottom of the uniform collar. 3. Restrained hair will not extend more than 6” below the bottom of the uniform collar. 4. Hair may be restrained with pins, braids, or soft blue or black restraining device. Hair that is required to be restrained must remain restrained during the entire tour of duty when in uniform. 5. Hair will not be allowed to interfere with the proper fit of authorized headgear or extend into the area where the SCBA facepiece touches the face regardless of the ability to obtain a seal. 6. Hair will be of a color naturally occurring in humans. 7. Mohawks, shaved designs, or extreme hairstyles are not permitted. 8. Beads or colored braids are not permitted. C. Jewelry 1. Necklaces and pendants must only be worn underneath the uniform. 2. Rings will be limited to one on each hand and must not interfere with the fit or donning of protective equipment. An engagement ring and wedding band will be considered as one ring. 3. Bracelets are limited to one on each wrist and should not interfere with the fit or donning of protective equipment. 4. Earrings are limited to one studded-type in each ear. Dangling and/or hoop-type earrings are not permitted. 5. Jewelry or personal ornaments will not be affixed to any part of the uniform, equipment, or visible part of the body (i.e. tongue, lip, nose, etc.) excluding the ears, unless otherwise stated in this policy. D. Fingernails 3 Rev. 1/9/18 Volume: I ADMINISTRATIVE PRACTICES Chapter: L PERSONNEL PERFORMANCE/CONDUCT Subject: 18 GROOMING STANDARDS 1. Fingernails are to be kept neat and clean, and shall not extend longer than 1/8” beyond the tip of finger. 2. Nail polish will be neutral in color and all nails will be the same color. 3. Nail designs or ornaments/decorations are not permitted. E. Cosmetics are permitted and are to be worn in conservative amounts and colors. F. Body art and tattoos will be permitted as long as each image is socially acceptable to a reasonable person and not personally offensive on the basis of race, sex, color, national origin, religion, age, disability, ancestry, marital status, pregnancy, sexual orientation, etc. III. UNIFORM PERSONNEL (NON-SWORN) A. Facial Hair 1. Mustaches will be neatly trimmed and will not extend ½” below or beyond the corners of the mouth. 2. Lip beards will be centered on the bottom edge of the lip, no more than ½” in width and will not extend more than ½” downward providing a professional appearance. 3. Sideburns will not extend below the lowest part of the ear and will end with a trimmed clean-shaven line providing a professional appearance. 4. Personnel will be permitted to wear beards and goatees, provided that they are neatly trimmed close to the face with no patches and do not exceed 1/8” in length (3mm); the beard will be trimmed above the neckline (Adam’s apple) in a clean line. 5. Other than the wearing of an acceptable mustache, lip beard, sideburns, beards, or goatees, the face will be clean-shaven when an individual’s workday begins and maintained throughout the work day. CIVILIAN PERSONNEL A. Facial Hair 1. A mustache, lip beard, or sideburns must be worn as defined in Section III.A; otherwise, the face will be clean- shaven when reporting to work and maintained throughout the work day. 2. Personnel will be permitted to wear beards and goatees, provided that they are neatly trimmed close to the face with no patches and do not exceed ¼” in length (6mm); the beard will be trimmed above the neckline (Adam’s apple) in a clean line. B. Hair 1. Hair will be neat, clean and well-groomed at all times and must not interfere with the performance of duty. 2. Hair will be of a color naturally occurring in humans. 3. Mohawks, shaved designs, or extreme hairstyles are not permitted. C. Jewelry that detracts from a professional appearance within a business environment will not be permitted. D. Fingernails that detract from the performance of official job duties will not be permitted. E. ENFORCEMENT A. Supervisors will be held accountable for ensuring that appropriate corrective action is taken for the violation of any part of this policy. B. Supervisors observing any violation of this policy will take the following steps: 1. Inform the person of the infraction and have them take immediate corrective action. 2. Inform the person's supervisor of the infraction verbally or in writing. C. Supervisory personnel will have the final interpretation for a neat, clean, safe, and professional work force. Issues arising from interpretation will be brought to the attention of the next level supervisor for final disposition. D.
