FINAL APPROVAL............................................................................................................................. 14 FIRE OFFICER I TASK BOOK........................................................................................................ 17 REFERENCES..................................................................................................................................... 19 1 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK SCOPE AND PURPOSE Clearwater Fire and Rescue has created Task Books (TB) as part of its Comprehensive Performance Readiness program. The purpose of the TB is qualification through a deliberate and standardized process, ensuring a candidate possesses the required knowledge, skills, and abilities (KSA) to function independently in the emergency environment. Each TB contains job performance requirements (JPR) corresponding to a specific discipline, which are derived from the associated Florida Statute and Administrative Code, National Fire Protection Agency (NFPA) Standards, City of Clearwater Policy, and Clearwater Fire and Rescue Standard Operating Procedures (SOP). Completion of this TB indicates the candidate has demonstrated the minimum level of KSAs to be deemed competent and function independently in the emergency environment. PERFORMANCE READINESS ELEMENT-C: TASK BOOK The intent of the TB is to determine competency, ensuring the candidate possesses the necessary KSAs, task principles, and a desire to continue learning the task. Subsequently, achieving competency is demonstrated through the following process: Elements Task Book Prerequisites Apprentice Competent Job Performance Evaluation 1. Job Performance Requirements The candidate must meet all the prerequisite requirements before beginning this task book. It is strongly recommended that each JPR contained in this TB be completed in order. Each JPR, unless otherwise noted, reflects the candidate's overall competency for each concept or skill. Therefore, each JPR will be satisfied utilizing a concept of learning called Understand, Perform, and Teach (UPT) instead of a predetermined number of skill repetitions. Evaluation of the JPRs is conducted by the officer or subject matter expert (SME) associated with a discipline. For example, the Squad Lieutenant would conduct the JPR for the Squad Driver/Operator discipline, although the officer can delegate the JPR evaluations to an SME. However, the Company Officer is still responsible for the final signature in Signatures, Section 1. This TB requires JPRs to be assessed Pass/Fail and is not complete until all JPRs have been evaluated. 2. Competency-Based Evaluation For each JPR, the candidate will satisfy the objectives using a competency-based learning concept UPT, meaning TB signatures are obtained based on the candidate’s competency level, not performance repetitions. The premise behind UPT is those who can teach a skill will retained more information about a skill than if they only performed the skill. In addition, UPT emphasizes the value of deliberate practice, a desire to improve, and mentorship, but the flexibility to quickly move through the process for less complex skills or for candidates at a higher skill level. Evaluation of each JPRs is conducted by the officer or SME, who will provide their signatures as follows: A. Understand (1st Signature) Knowledge: Is familiar with the skill. Knows the basic concept behind the skill and applies it when given the situation and explicit instructions. 2 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK Standard: Can complete a simple application if given detailed instructions. Decision-Making: Uses an analytical process to solve the problem using predetermined resources and applies a predetermined skill to the problem. B. Perform (2nd Signature) Knowledge: Can determine when to apply the skill to different situations without guidance, but not aware of how to optimize its application or other factors that should be considered. Standard: Can complete straightforward application of the skill with minimal instruction. Decision-Making: Uses an analytical process to solve the problem and decides which skill to use to solve the problem. C. Teach (3rd Signature) Knowledge: Possesses the ability to explain how external factors may impact the performance of a skill outside of the obvious. Can give a few examples of applications. Example: A candidate is able to explain how kinks in an attack line may cause performance problems. Standard: Possesses the ability to perform a task or assignment, not necessarily optimally, but without critical errors and instructor input. Example: The candidate is able to perform a skill on their own and with only one or two small errors. Decision-Making: Possesses the ability to analytically solve a broad spectrum of problems. Considers outside factors that might affect the outcome and decide how to address them. Example: Attack line is not flowing at the proper psi. Candidate is able to explain a number of issues that may affect nozzle pressures 3. Task Book Directions 1. Each JPR is evaluated according to the Understand, Perform, and Teach concept and conducted by the officer or SME associated with the specific position. Understand, Perform, Teach may not be applicable for many of the Acting Fire Lieutenant JPRs. 2. For each JPR, verification of completion will be documented in the BFST Fire Officer I Task Book in the corresponding book. 3. Refer to section, Performance Readiness Element-C: Job Performance Evaluation, Section 1 for directions for scheduling a JPE. 4. TBs not complete within 1-year of the start date will be considered invalid, requiring the candidate to restart a new TB. 5. A candidate who is unable to pass the Performance Readiness Evaluation three (3) times will be required to restart a new TB. 6. Prerequisite are to be attached to TB when submitted to the Training Division. 7. Rescue Driver and Inflatable Rescue Boat Task Books do not require JPE. 8. District Commanders and the Training Division reserve the right to deny any part of this process and require additional training for the purposes of determining competency. 1 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK PERFORMANCE READINESS ELEMENT-C: JOB PERFORMANCE EVALUATION Completion of Validation of Training, Part 1 and Part 2 indicates the candidate is ready for a Job Performance Evaluation (JPE). The JPE is a scenario-based evaluation, simulating the emergency environment. The intent is to create an immersive and relevant experience, whereby the candidate demonstrates the necessary KSAs to manage an anticipated emergency incident. all JPRs contained within a discipline may be evaluated. The Training Division will determine the evaluator for the JPE. Selection of the evaluator will be contingent on the candidate’s evaluative needs and situation. The Training Division will also provide an evaluation tool for the accurate and consistent evaluation of the candidate. The Division Chief of Training’s signature on the BFST Fire Officer I Task Book indicates final completion of this TB and qualification of the candidate as competent to function independently within a team and specific discipline. 1. Scheduling a JPE 1. All JPRs have been evaluated, documented, and documented on the BFST Fire Officer I Task Book. 2. The necessary items are completed in Validation of Training, Part 1. 3. This TB is then forwarded to the appropriate District Commander, who will then sign and date Validation of Training, Part 2 only if in the District Commander’s opinion the candidate is ready for a JPE. 4. The District Commander will then forwarded the TB to the Training Division. 5. The Training Division will coordinate with all parties involved to schedule the JPE. Afterwards, the Training Division will select an evaluator and conduct the JPE. 6. If the candidate is successful, Target Solutions and Telestaff will be updated to reflect the addition of the credential. JPE Evaluator will document Pass/Fail in Validation of Training, Part 3, as well, sign and date. 7. If not successful, feedback will be provide to the candidate, Lieutenant, and District Commander for the development and documentation of an appropriate training plan, which then will be utilized for re-evaluation. Once the training plan is complete, a copy of the plan will be forwarded to the Training Division. 8. The Training Division will coordinate with all parties involved to schedule the JPE. Afterwards, the Training Division will select an evaluator and conduct the JPE. 2 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK PREREQUISITES 1. Experience 4-years of experience with the City of Clearwater Fire & Rescue; or 3-years of experience at the City of Clearwater Fire & Rescue and no less than 2-years of experience, previously employed as a full-time firefighter with a career fire department. To initiate an Acting Fire Lieutenant Task Book, you must meet with your District Commander and receive approval before beginning this Task Book. 2. Education High School graduation, High School Equivalency Diploma, or G.E.D. Certificate 3. Training State of Florida Fire Officer I Classes: Building Construction for the Fire Service Company Officer Fire Service Course Delivery Firefighting Tactics and Strategy I Courage to be Safe Schedule a meeting with the respective District Commander to discuss the training and performance expectations. 4. Corequisites Furthermore, the Acting Fire Lieutenant candidate should have a thorough working knowledge of the following documents, books, and procedures: Clearwater Fire& Rescue Standard Operating Procedures CFR Incident Command Manual Clearwater Fire & Rescue Training, Safety, and Informational Bulletins Avillo (2009) Fireground Strategies. 2nd Edition Brannigan & Corbett (2007) Brannigan’s Building Construction for the Fire Service. 4th Edition 5. Special Note The requirements contained in this task book do not constitute the eligibility requirements to participate in the Fire Lieutenant promotional process, only the minimum requirements to begin this task book and function independently as an Acting Fire Lieutenant. The eligibility requirements to participate in the Fire Lieutenant promotional process could include, but not limited to: 6-years of experience with the City of Clearwater Fire & Rescue State of Florida Fire Officer I Certification State of Florida Fire Instructor I, II, or III Certification Completion of the Clearwater Fire & Rescue Acting Fire Lieutenant Task Book 3 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK EXPECTATIONS 1. Acting Fire Lieutenant Expectations A. Dependability/Attendance Shows up on time for meetings and work; does not exceed department standards for unexplained absences; uses appropriate notification process and provides advance notice of absences; does not abuse meal periods, breaks or other authorized time away from the job; is dependable. B. Teamwork- Work relationships Demonstrates strong interpersonal skills; relates well, cooperates with and demonstrates ease in working with co-workers, supervisors, management and staff; treats others with respect, fairness, dignity and equity; accepts and values individual differences, methods, concepts, ideas; is attentive to teamwork and responds quickly to directions. C. Following Policies and Procedures Follows and enforces applicable local, state, and federal regulations, laws, ordinances, and codes. Follows City and departmental policies, rules, procedures, and methods. D. Productivity Makes effective use of work time each day; starts work on time without delay and works fully through end of shift; achieves established goals and completes job responsibilities, duties, and assignments accurately and timely according to established standards, with strong attention to detail; monitors quality and timeliness of work and service, and makes corrections as needed. E. Job Knowledge Completed work demonstrates strong knowledge and use of technical information, materials, work methods, work principles, and practices. Learns new methods and skills as required. Maintains certifications necessary to perform the job. Reads and understands technical information when needed (e.g., maps, blueprints, plans, manuals). F. Use and Maintenance of Equipment Operates and maintains equipment, hand tools, instruments, powered tools, vehicles, and/or machinery safely and properly. Inspects equipment for maintenance and repairs. G. Decision-Making Effectively identifies problems, investigates situations, evaluates data, researches information, seeks out root cause(s), and creates effective corrective action plans and solutions. Makes accurate and timely decisions that reflect a comprehensive review of available information, consideration of all alternatives, and accordance with established policies and standards. H. Professionalism Demonstrates high integrity, professional bearing, dedication and commitment to organizational goals; demonstrates regard for standards of rules, policies, ethics and honesty; acts in trustworthy manner; follows through on commitments to others; accepts personal responsibility; expects accountability from others; demonstrates strong work ethic; assumes responsibility and ownership of organizational issues; does whatever is required or necessary to ensure successful performance. 4 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK I. Safety Knows and complies with all safety rules, regulations, and procedures on the job; maintains and encourages a safe environment for employees and citizens; is alert to safety of co-workers J. Communications Communicates clearly, concisely, persuasively and with proper grammar, in written and/or oral form; listens accurately and attentively to others’ comments; demonstrates strong writing and editing abilities; has high level of comprehension. K. Leadership Is fair and supportive in treatment of employees; resolves issues within assigned area; demonstrates support of management decisions and policies in positive manner L. Planning and Scheduling Work scheduled properly, overtime kept to a minimum; assignments completed on time M. Coaching and Development Identifies violations and/or areas in need of development and takes corrective actions; recommends actions for disciplinary action when needed; assists employees in creating long-term career goals N. Initiative Uses independent judgment and initiative in making technical fire decisions 5 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK JOB PERFORMANCE REQUIREMENTS 1. Introduction The Acting Fire Lieutenant Task Book (TB) identifies the minimum job performance requirements (JPRs) for a Fire Lieutenant at Clearwater Fire and Rescue. The purpose of this TB is to specify the minimum JPRs for acting as a Fire Lieutenant. The intent of the TB is to define progressive levels of performance required at the various levels of officer responsibility. Clearwater Fire and Rescue has the authority to combine or group the levels to meet its local needs and to use them in the development of job descriptions and specifying promotional standards. The Fire Lieutenant at all levels of progression shall remain current with the general requirements for Fire Lieutenant, human resource management, community and government relations, administration, inspections and investigations, emergency service delivery, and health and safety, as well, the general knowledge and skills and job performance requirements addressed in the level of qualification. In many instances, the candidate will demonstrate the ability to communicate through the written medium. Subsequently, the documents completed as part of the TB could serve as a written examples of how each report is correctly completed and saved for future reference. Therefore, it is critical that the mentoring officer ensures the forms are accurate when completed. A. Important Information It is not necessary to attach copies of the report required in this TB. However, proof of the requisite Fire Officer I classes is necessary. Individual class certificates or the State of Florida FO I Certification are the only acceptable forms proof and are to be attached to this TB. Official transcripts from the awarding institution may also satisfy this requirement. The following JPRs provide the guidance for the completion of the Florida Bureau of Fire Standards & Training Fire Officer I Task Book. As the JPRs are completed, signatures will be documented in the BFST FO I Task Book, which then becomes the Certification of Completion for the Acting Fire Lieutenant Task Book. B. JPR 4.1.2 The Candidate will demonstrate the ability to communicate through the written medium. Subsequently, the following reports will serve as a written example of how each report is correctly completed. Therefore, it is critical that the mentoring officer ensures the forms are accurate when completed. It is not necessary to attach copies of each report to this TB. Learning Outcome: Demonstrated ability to effectively communicate in writing; write reports, letters, and memos utilizing word processing and spreadsheet programs; operate in an information management system; effectively operate at all levels in the incident management system utilized by the local agency. Requisite Knowledge: The organizational structure of the department; geographical configuration and characteristics of response districts; departmental operating procedures for administration, emergency operations, incident management system and safety; fundamentals of leadership; departmental budget process; information management and recordkeeping; the fire prevention and building safety codes and ordinances applicable to the jurisdiction; current trends, technologies, and socioeconomic and political factors that affect the fire service; cultural diversity; methods used by supervisors to obtain cooperation within a group of subordinates; the rights of management and members; agreements in force between the organization and members; generally accepted ethical practices, including a professional code of ethics; and policies and procedures regarding the operation of the department as they involve supervisors and members. Requisite Skill: The ability to effectively communicate in writing utilizing technology provided by the Clearwater Fire and Rescue; write reports, letters, and memos; operate in an information management system; and effectively operate at all levels in the incident management system utilized by Clearwater Fire and Rescue. Human Resources Management This duty involves utilizing human resources to accomplish assignments in accordance with safety plans and in an efficient manner. This duty also involves evaluating member performance and supervising personnel during emergency and nonemergency work periods, according to the following job performance requirements. A. JPR 4.2.1 Assign tasks or responsibilities to unit members, given an assignment at an emergency incident, so that the instructions are complete, clear, and concise; safety considerations are addressed; and the desired outcomes are conveyed. Learning Outcome: Demonstrated ability to assign tasks to unit members at an emergency incident using complete, clear and concise instructions with safety considerations being addressed. Requisite Knowledge: Verbal communications during emergency incidents, characteristics of leadership, techniques used to make assignments under stressful situations, and methods of confirming understanding. Requisite Skill: The ability to condense instructions for frequently assigned unit tasks based on training and standard operating procedures. B. JPR 4.2.2 Assign tasks or responsibilities to unit members, given an assignment under nonemergency conditions at a station or other work location, so that the instructions are complete, clear, and concise; safety considerations are addressed; and the desired outcomes are conveyed. Learning Outcome: Demonstrated ability to assign tasks to unit members at a nonemergency incident using complete, clear and concise instructions with safety considerations being addressed. Requisite Knowledge: Verbal communications under nonemergency situations, characteristics of leadership, tech-niques used to make assignments under routine situations, and methods of confirming understanding. Requisite Skill: The ability to issue instructions for frequently assigned unit tasks based on department policy. 8 CLEARWATER FIRE AND RESCUE TRAINING DIVISION ACTING FIRE LIEUTENANT TASK BOOK Verification: 10-shifts required riding as Acting Fire Lieutenant under a mentoring Lieutenant: 3- Engine, 3- Truck, 6- your choice. Additional shifts are optional. Special Note: The Training Division highly recommends that at least 3 of the following shifts are spent at the beach to better understanding high-rise structures. Community and Government Relations This duty involves dealing with inquiries of the community and communicating the role, image, and mission of the department to the public and delivering safety, injury prevention, and fire prevention education programs, according to the following job performance requirements. A. JPR 4.3.1 Implement a community risk reduction (CRR) plan at the unit level, given an CFR CRR plan, and policies and procedures, so that a community need is addressed. Learning Outcome: Demonstrated ability to initiate action on a community based need.
