PURPOSE: To establish an essential part of the Fire & Rescue Department's strategy for minimizing the loss of life and property by having a comprehensive plan for identified target hazards. Basic information should be available for every target hazard occupancy. This standard operating procedure (SOP) standardizes the requirements for target hazard preplans. 623.1 Target Hazards A. Target hazards can be defined as those occupancies that present the potential for a large loss of life, property, infrastructure, or environmental impact from fire or other event and the resulting loss would significantly impact the economy of the City of Clearwater. 1. All high-rise buildings and malls shall be considered to be target hazards and shall have a preplan. B. A schedule shall be established for walk-throughs of all target hazards by each shift annually. C. Each station will develop a list of target hazards in their response areas. Responsibility for the preplans will be divided among the shifts and assigned by the respective District Commander through the direction of the Deputy Chief. A copy of each preplan should be forwarded to the respective District Commander and the Deputy Chief. 623.2 Preplans A. A target hazard preplan shall include the CFR Building Pre Plan Information Sheet (found on SharePoint under Pre Plans) and an overview drawing of the structure. This drawing should include but is not limited to the following: Stairwells Standpipe/Sprinkler connections Roof access Hydrant locations Building construction features that pose threats SUBJECT: EFFECTIVE DATE: 04/07/06 S.O.P. 623 Preplans REVISION DATE: 06/05/20 CATEGORY: Operations SUBCATEGORY: PAGE 2 OF 3 Sprinkler/Standpipe zoned areas in the structure Apparatus placement obstructions Electrical rooms Water shut offs Hazardous materials storage Elevators Fire Pumps Knox box locations Fire Panels Site plan with access points True North indicator B. Copies of completed survey forms and drawings will be kept in a binder on the engine company in that station. C. A schedule shall be established by each station for the review of these preplans, so they are assured to be kept up to date. D. The preplans will be kept in alphabetical order by address in the binders kept on the engine. E. If possible, a copy of the building survey form and the drawing shall be placed in any fire control room or annunciator panel in any structure that we preplan. F. A preplan drawing should be as basic as possible with as many features listed above, but with complex structures multiple drawings may be necessary. G. A standard set of symbols will be used for indicating hydrants, elevators, stairwells, FD connections and other items of note. These symbols are located on SharePoint under Pre Plans. 623.3 Creating New Preplans A. The company officer shall gather the information necessary and fill out the CFR Building Pre Plan Information Sheet. The name of the officer and date of completion must be included on the form. B. Personnel shall create site plans and building drawings using Microsoft Visio, to include the information specified in 623.2 (above). Visio drawings shall include the date of creation. C. Both the CFR Building Pre Plan Information Sheet and Visio drawing files shall be named by the street address of the property and not the business name. SUBJECT: EFFECTIVE DATE: 04/07/06 S.O.P. 623 Preplans REVISION DATE: 06/05/20 CATEGORY: Operations SUBCATEGORY: PAGE 3 OF 3 D. The CFR Building Pre Plan Information Sheet and Visio drawing shall be submitted together by saving to SharePoint in the following location: Fire Department > OPERATIONS & (Preplans) > COMPLETED PREPLANS > NEW AND REVISED PREPLANS > station folder. E. The Officer responsible for managing preplans will ensure that new and revised preplans are sent to Pinellas County Emergency Communications for inclusion in the Wireless 911 data. F. A copy of the new preplan shall be posted in the following location on SharePoint: Fire Department > OPERATIONS & (Preplans) > COMPLETED PREPLANS > Station Folders-Access Only > station folder. 623.4 Revising Preplans A. Preplans may be accessed on SharePoint for revision. B. Officers shall review the CFR Building Pre Plan Information Sheet for completeness and updated information. The name of the officer and date of review shall be included on the form, even if no information has changed. C. The Visio drawing shall be reviewed and updated, as necessary. The date of review must be included on the Visio drawing, even if no information has changed. D. The revised CFR Building Pre Plan Information Sheet and the revised Visio drawing shall be named by the street address of the property and not the business name. E. The revised CFR Building Pre Plan Information Sheet and Visio drawing shall be submitted together by saving to SharePoint in the following location: Fire Department > OPERATIONS & (Preplans) > COMPLETED PREPLANS > NEW AND REVISED PREPLANS > station folder. F. The Officer responsible for managing preplans will ensure that new and revised preplans are sent to Pinellas County Emergency Communications for inclusion in the Wireless 911 data.
