CHAPTER 8:- WHARFAGE CHARGES Definition – “The goods / consignment should be removed from the Goods shed / railway premises by taking delivery in prescribed free time after the prescribed free time to be allowed for loading or unloading. After expiry of free time for removal, the charge for the additional time for which the goods / consignment remain in the Goods shed / railway premises is called wharfage charges.” General Rules. 1. While calculation Wharfage charges, working and business hour are considered, normally at all Goods shed working and business hours are from 6 to 22 hours, however it may be simultaneously extended / reverted by DRM. 2. The free time for removal of goods starts from the expiry of free time given for loading / unloading of goods. 3. For calculation of Wharfage charges, public holiday i.e 15th August, 26 January and 2nd October will be Treated as holiday for non-notified Goods shed. There is no public holiday for notified Goods shed. 4. The day when unconnected goods are connected, they will be available for delivery from that day. 5. For purpose of calculation of Wharfage charges, Goods sheds are classified in three groups. For this, average number of rakes (inward/ outward both) handled during Jan to April will be viewed every year in the month of May which will be notified from the period July to June. Group Average of Handled Rake I More than 12 Rake per month. II From 7 Rake to 12 Rake per month. Group From the expiry of free time for loading /unloading of wagons/rake I 12 hours II 15 hours III 72 hours. Wharfage Rates:- Group For wagon, per hour or part thereof I Rs.150/- II Rs.120/- II Rs.75/- Wharfage Charge for live Stock:- Free time: Three hours from the expiry of free time for loading/unloading of wagon/rake. Rate :- Rs.5/- per livestock per hour or part thereof Rail customer should remove their livestock from railway premises within 12 hours of their unloading at their destination station/Goods shed, otherwise Railway Administration may auction the livestock under section 83 (2) of Indian Railway Act. Monetary limits for waival of Wharfage charges and Demurrage charges:- Designation Demurrage Charge per Wharfage Charges wagon per consignment AGM Full Power Full Power PCCM Rs. 1 lakh Rs. 1 lakh CCM/FM or CCM/FS Rs. 50,000/- Rs. 50,000/- DRM Rs. 25,000/- Rs. 25,000/- Sr.DCM Rs. 10,000/- Rs. 10,000/- DCM Rs. 600/- Rs. 1200/- ACM Rs. 300/- Rs. 300/- 83 Rules for Advance stacking: 1. Sr.DCM can permit for 5 days and DRM can permit maximum for 10 days with recommendation of Sr DCM and Sr DOM and GM can permit for more than 10 day’s for facilities of stacking of goods 2. Permission will be given only after demand registration of wagon. 3. Wagons will be supplied only after the expiry of permit time for advance stacking. 4. Cancellation of indent shall not be permitted up to 15 days from the 1 st day of advance stacking. 5. If the indent is cancelled within 15 days, stacking charges will be levied for the number of wagons as per the indent, irrespective of the fact whether physical stacking has been taken place or not from the time of advance stacking permission till the withdrawal of indent. 6. If indent is cancelled after 15 days and wagons have not been supplied, stacking charges shall start after 24 Hours of cancellation time of indent. 7. No stacking charges will be levied till supply of wagon and Expiry of free time for loading of wagon. 8. Stacking charges will be at the same Rate as for wharfage charge. 84
