CITY OF MIRAMAR FIRE RESCUE DEPARTMENT STANDARD OPERATIONS PROCEDURE GLOSSARY Accountability Board - A plastic board with Velcro strips used by incident commanders, group supervisors, or division supervisors to hold the passports and track companies within their direct span of control. Africanized Honey Bees –AHB Agency Having Jurisdiction-AHJ All Clear - The term indicating a search has been completed and no victims have been located. Arrival - Indicates that a unit has arrived at a location. (ex. upon arrival at the hospital while transporting a patient.) Automatic Aid - A pre-determined response agreement between agencies. Available - Indicates that a unit is able to respond to an incident. Back-up Line – Staffed hose line utilized at a fire scene in order to support the primary attack line if needed - must be same as or greater in size (diameter) than the primary attack line. Base - A remote resource pool of units at a designated location. The Base at a high rise incident resembles a ground level staging area early in the incident. A major fire in a high rise building will require the Base to be expanded and to perform the functions of an incident base supporting large numbers of personnel. The nature of the urban/suburban environment and the ability of an agency to rotate personnel back to stations may impact the manner in which the Base functions. Base should be located away from buildings to provide personnel safety from falling glass and debris. Battalion Chief (B/C) – Chief Officer responsible for a given geographical area. BNICE - Acronym pertaining to the Biological, Nuclear, Incendiary, Chemical, or Explosive materials and the threats posed to first responders. Brush Truck - A unit which is capable of traversing rough terrain and carries its own water supply. This unit is best suited for ground cover fires in wooded areas or areas with poor access. Carelessness- means culpable negligence, gross negligence, or a reckless disregard for property or life, so extreme that it is punishable as a crime. Carelessness does not mean or include ordinary carelessness, ordinary negligence, or simple negligence or any similar concept. Car- to -Car-CC Channel Casualty Collection Point (CCP) - Pre- defined location at which patients are collected, triaged, and provided with initial medical care. CCP areas should be thoroughly cleared for secondary WMD devices and monitored for vapor clouds before moving patients or public safety personnel and equipment into the area. Charge the Line- Communication between DE and person at the hydrant or nozzle. Chief Officer - Any recognized Miramar Fire Rescue chief officer, whether promoted or acting. Clear Text - Use of common terminology understandable by all. The intent of the use of clear-text for radio communications is to paint a clear picture and reduce confusion at incidents, particularly where different agencies are working together. Cold Zone - The area outside the warm zone where there exist no hazards to victims or other personnel and where vehicle staging and treatment areas are located. Collapse Zone – The minimum safe distance based on 1 ½ times the height of the structure. This area is to be determined at all working fires and communicated by the ISO to the IC. All unnecessary personnel & equipment will be staged outside this area. Colony – A group of bees involved in nest building, food collection, and brood rearing; the production of comb and honey will result in more aggressive behavior from the bees. A typical AHB colony will contain three to five thousand bees. Command - The act of directing, ordering and/or controlling resources by virtue of explicit legal, agency, or delegated authority. Company - Any piece of equipment having a full complement of personnel. A company officer or unit leader shall be responsible for the adequate supervision, control, communication and safety of members of the company or unit. Company Officer - Any recognized Miramar Fire Rescue lieutenant or captain, whether promoted or acting. Design- means the specific intent to commit a crime or the general intent to commit any act that constitutes, or may result in the commission of a crime. Division - Firefighters from more than one company operating in a specific geographic area under the direction of a division supervisor. Driver Engineer-DE EBSS – Emergency Breathing Support System. A 3-foot-long Buddy Breathing hose stored on the left side of the waist belt of the SCBA. Elevator- Hoist Way: Is the shaft constructed to allow elevators to efficiently move Between the floors of a building also known as an elevator shaft. Uniform Elevator Keys (Region 7 key): All new and existing elevators Installed in buildings of six stories or more in height. Clutch Mechanism: unlocks the outer doors at each floor and pulls them open. In this way, the outer doors will only open if there is a car at that floor (or if they are forced open). This keeps the outer doors from opening up into an empty elevator shaft. Hydraulic Types are usually less than 6 stories Hydraulic Type equipment is on ground floor Elevator Type (Cable or Hydraulic) Cable Type equipment is located on top floor Emergency Traffic - A term used to clear designated channels used at an incident to make way for important radio traffic for a firefighter emergency situation or an immediate change in tactical operations. Engine - A unit which is capable of providing fire suppression tasks and Advanced Life Support patient care. Extrication Group Leader - The person assigned by the incident commander to coordinate personnel and other resources needed to extricate trapped victims. FDOL – Federal Department of Labor. Fire investigation- shall mean the determination of cause and origin. Initially evaluating the fire scene and determining cause and origin is accomplished by the Incident Commander based on the information gathered on the scene and/or circumstances of the fire. In cases where the IC cannot determine cause and origin the on-call investigator along with the State Fire Marshal shall be requested to respond. Fire Knocked Down – Term used to report the extinguishment of the main body of the fire. Typically, prior to salvage and overhaul efforts. Fire Life Safety Inspector – Individuals assigned to the Fire Life Safety Division and responsible for fire inspection duties. Fire Out – Term used to report the complete extinguishment of the fire and that no further damage is occurring due the fire or extinguishment efforts. IRIC – Initial Rapid Intervention Crew. Geographic Designation - The orientation of buildings, as well as exposure buildings, can be described by this system: The address side is “A”, followed by “B”, “C”, and “D” in a clockwise manner. If there is more than one exposure occupancy affected on any one side, it will be described as “B-1, B-2" etc. This would be used in a strip mall or row house situation. Group - Firefighters from more than one company assigned to perform a specific task, but not necessarily in a specific location under the direction of a group supervisor. Hazardous Device - A device which contains or is suspected to contain any of the following: a substance improvised or commercially manufactured to cause an explosion or has the potential to explode. Any chemical that has the potential to explode or when ignited can cause extreme heat or fire and possess a threat to public safety. Any Weapon of Mass Destruction (WMD). High Rise- Any fire in a building higher than 3 floors. High Risk Occupancies – Schools, Day Care Centers, Hospitals, Nursing Homes, Businesses Hold the Line-” will be communicated by the Incident Command to the hydrant firefighter; in order to not charge the supply line. Hot Zone - The area immediately surrounding an incident that extends far enough to prevent the adverse effects from fire, hazardous materials release, or other dangers to personnel outside this zone. Typically refers to an operational environment. Incident Commander (IC) - The individual responsible for the management of all incident operations. Incident Command System (ICS) - The combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure with responsibility for the management of assigned resources to effectively accomplish stated objectives pertaining to an incident. Initial Rapid Intervention Crew (IRIC) - Two members who remain outside the hazard area during the initial stages of an incident. The IRIC members shall be responsible for maintaining a constant awareness of the number and identity of members operating in the hazardous area, their location and function, and time of entry. The IRIC members shall remain in radio, visual, voice or signal line communications with the team. The IRIC members may be assigned an additional role such as Incident Commander, pump operator, Incident Safety Officer, etc., so long as such individual is able to immediately perform assistance or rescue activities without jeopardizing the safety or health of any firefighter working at an incident. Incident Safety Officer (ISO) - Monitors and assesses safety hazards or unsafe situations and develops measures for ensuring personnel safety. The ISO is part of command staff and reports directly to the IC. Inner Circle Survey - The assigned function performed at a motor vehicle crash to determine the number and condition of patients, any hazards in the vicinity of the vehicle(s), stability of the vehicle(s), if extrication is needed, status of airbags (if present), and if it is a hybrid vehicle. Limited Access Highway - Any roadway which has restricted or limited points of entry and exit Ladder - A unit which provides the same fire suppression capabilities as an engine. Ladder companies perform aerial ladder functions and carry specialized forcible entry equipment and provide Advanced Life Support patient care. Lieutenant - The company officer that is in charge of medical operations and quality control of patient care. Loss Stopped - The term which indicates that damage caused by fire and the efforts of firefighting including salvage and overhaul have stopped. LOVERS – Acronym used to describe traditional Ladder Company functions. L- Ladders, O- Overhaul, V- Ventilation, E- Extrication, R- Rescue, S- Salvage Glossary Effective Revision Date: 10/01/2017 Approved By: Robert Palmer (Fire Rescue Chief) Reference Section 600.02 /Code: 600 CITY OF MIRAMAR FIRE RESCUE DEPARTMENT STANDARD OPERATIONS PROCEDURE Landing Zone- LZ Mass Casualty Incident (MCI) - Number of injuries exceed the capabilities of the first arriving units. Mobile Command - First arriving officer choosing to combine action with command. (Investigation, Quick-Attack, etc.) Mobil Data Terminal-MDT Move-Up - Indicates that a unit is available, but will now be in a different first-due area. The "Move-Up" unit now has responsibility for that new area. Mutual Aid - Assistance rendered or given between agencies through a legal reciprocal agreement. NIMS – National Incident Management System NIOSH – National Institute of Occupational Safety and Health Officer- Supervising officer, can be a Captain, Upgrade Captain, Lieutenant or Upgrade Lieutenant. On Scene - Indicates that a unit has arrived at an emergency scene. OSHA – Occupational Safety and Hazards Administration. Outer Circle Survey - The assigned function at a motor vehicle crash to determine any hazards outside the immediate vicinity of the vehicle(s) (utilities, fluid leaks, power lines, etc.), identify other vehicles involved, and search for victims that may have been removed or ejected from the vehicle(s). Out-of-Service - Indicates that the unit is not capable of responding to incidents. This may be the result of mechanical failure or training. PAR Tags – A Velcro and plastic tag that identifies an individual firefighter. It is attached to assigned company passport at the start of a firefighter’s tour of duty. Parking Garages – Any structure designed for the parking of multiple vehicles; may be stand alone, attached to residential/Commercial Structures, or underneath residential/commercial structures. Glossary Effective Revision Date: 10/01/2017 Approved By: Robert Palmer (Fire Rescue Chief) Reference Section 600.02 /Code: 600 CITY OF MIRAMAR FIRE RESCUE DEPARTMENT STANDARD OPERATIONS PROCEDURE Passport Accountability System (PAS) - A point of entry accountability system of name tags (PAR TAGS), passports, and status boards to account for companies and individual team members. Passport - A Velcro and plastic card that identifies a company. It is used to attach the Name or PAR tags of firefighters. There are two different types of passports distinguished by color and/or construction. The passport is used to account for companies and to identify individual members of a team. Personnel Accountability Reports (PAR) - Personnel accountability reports of firefighters and companies assigned to an incident. Public Information Officer-PIO Positive Pressure Ventilation-PPV Primary Fire Damage - Damage to property by the products of combustion. Primary Passport - The white and black primary passport is pre-printed with the company’s identification numbers. It is used to track the movement of a company during an incident. Primary Search - An initial, rapid, thorough search to determine the presence of victims. Property Conservation - Those activities directed at stopping or minimizing loss to buildings or property from the effects of fire or firefighting activities. QUICK ATTACK- The rapid application of tank water by the first arriving Suppression Unit. Additional water supply may be provided by later arriving units, or self-provided as necessary. It will be at the discretion of Incident Commander/officer to choose the proper size attack line and also foam should be considered. Rapid Intervention Crew (RIC) or Rapid Intervention Team (RIT) - A crew or company designated to stand-by in a state of readiness to perform a rescue effort of firefighters. A RIC shall be a minimum of three (2) members (1 company), adequately dressed with appropriate tools and equipment. RECEOVS - Used for incident priorities during structure fires. The acronym for: Rescue, Exposure, Confinement, Extinguishment, Overhaul, Ventilation, and Salvage. Rescue - A unit which is capable of providing Advanced Life Support patient care as well as transportation to health care facilities. Risk Management - Attempts made to identify and control the risks that encountered in the course of operations. Scene Time Notification - On any “Working Fire”, the dispatcher will transmit an elapsed time notification. This will be done every 10 minutes with the time starting at the call received time. The dispatcher will verbally pass this information to the incident commander until the situation is declared Under Control or Command requests to discontinue notifications. Secondary Fire Damage - Damage caused by rescue, firefighting, salvage and overhaul, and/ or other property conservation activities. Secondary Search - A meticulously thorough search performed to ensure that no victims were missed during the primary search. The secondary search shall be conducted by a different group of firefighters than those who conducted the primary search. Self-Contained Breathing Apparatus-SCBA Size-Up – And evaluation of problems and conditions that affect the outcome of an incident. A size-up includes a 360 of the incident. A 13-point size-up includes: C - Construction O - Occupancy A - Apparatus and personnel L - Life hazard W - Water supply A - Auxiliary appliances S - Street conditions W - Weather E - Exposures A - Area L - Location and extent of fire T- Time H – Height Span of Control - The number of personnel reporting to any given supervisor. The Span of Control is typically three to seven individuals or companies, with five being the optimum. This span of control is variable depending on the type of incident. Stinging Incident – An incident in which a victim/ have sustained multiple stings. This unit also responds to technical rescue incidents that require specific and advanced training and specialized tools and equipment. Technical Rescues include heavy extrications, Dive Rescue, confined space entry, high-angle rope rescue, trench rescue, building collapse, and other operations requiring specialized equipment. Staging - A designated location for firefighters and equipment either ready for deployment or rehabilitation. In high-high-rise fires, this is the area generally located two (2) floors below the fire floor. Level 1 Staging – Typically at scene, hydrant etc. Level 2 Staging – Predetermined location for the purpose of locating units away from the scene, typical to larger scale scenes. Strike Team - A group of the same kind and type of resources working as a team. (ex.: 5 Engines). Swarm – Provides a mechanism for honey bees to establish a new colony, generally occurs in the spring and summer, swarming bees tend to be non-defensive. AHBs swarm more frequently than European honeybees. Tactical Channel-TAC Talk Permit Tone - This is a group of medium pitched tones heard just after pressing the Push-to-Talk (PTT) button on the portable radio, verifying the system is accepting transmissions. If the sender speaks prior to the completion of the tones, nothing said prior to the tones will be heard by the receiver. This feature is available only on the portable radios. Task Force - A combination of resources working together assembled for a specific assignment, e.g., 2 Engines, 1 Ladder, 1 Rescue, and 1 Commander. Terrorist Incident - A violent act or an act dangerous to human life, in violation of criminal laws of the United States or any segment, meant to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives. Under Control - The term which indicates that considerable progress has been made at extinguishing the fire. Unified Command - In ICS & NIMS, Unified Command is a unified team effort which allows all agencies with responsibility for the incident to establish a common set of incident objectives and strategies. This is accomplished without losing or abdicating agency authority, responsibility, or accountability. The officer assigned to the unit handles all communication for the unit. Unit/Position - Call ID for portable radios are assigned to the individual positions on the apparatus (excluding the officer position), e.g., Engine-1 Driver, Engine-2 Firefighter, Rescue-5 Firefighter. V.E.S. – Vent – Enter – Search – a method to search for and remove any victims from a fire area. It involves gaining access to desired floor level, forcing entry to the area (usually by breaking a window, thereby venting the immediate area), and then conducting a search for fire as well as occupants. Warm Zone - The area adjacent to the hot and cold zones where no immediate hazards are present and where medical and tool staging can be established. The area where Decon is located during a hazardous materials incident. Weapon of Mass Destruction (WMD) - Any explosive, incendiary, poison gas, bomb, military ordinance, or weapon containing or designed to release disease organisms, chemical, or radioactive materials. Working Fire - The term “Working Fire” indicates a situation which will require the commitment of all responding companies. This declaration advises Dispatch that all companies will be engaged in tactical activities and will be held at the scene for an extended period of time.
