All monuments so designated belong to the nation. It is necessary therefore to make them accessible to the general public, and nothing could better serve that purpose than bringing them together in repositories established in each of the eighty-three departments which make up France, taking care that each repository is as complete as possible. 2. Each departmental repository will be located in a large town, preferably one where there is already an educational establishment, for it is clear how much public instruction will benefit from these museums, the name that will be given to the repositories. 3. The site will be easy to find in each of the chosen towns. The museum will be housed in one of the churches that are due to be closed and which otherwise be without useful purpose.
