Standard Operating Guideline (SOG) Wildland Deployment Effective Date: 01/01/2019 Procedure Number 04-23A Revised Date: Number of Pages 2 1. Overview To provide a standardized guideline for staffing wildland deployment teams when requests for assistance have been approved by the Fire Chief. 2. Definitions Deployment Roster – Maintained in Telestaff. Members can voluntarily add their name to the deployment roster if they meet the minimum requirements of being Red Card certified and having wildland boots. Working opportunities will be out-bounded off this list. Red Card - is an accepted interagency certification that qualifies a person to do the required job when arriving on a wildland incident. Personnel must ensure that the Training Division/Special Operations Captain has a copy of their card and must have their card in their possession at the time of deployment. 3. Guideline A. Members who would like to be on the Deployment Roster must be in possession of a Red Card, Wildland Firefighting Boots and submit an email to the Telestaff working group requesting they be added to the list. B. When a request for assistance has been received and approved by the Fire Chief, a text notification will be sent out via Telestaff to all Fire Department personnel notifying them of a deployment 30 minutes prior to Telestaff out-bounding offers. C. Offers for inclusion on a deployment team will be done in two ways, as follows: a. Administratively chosen i. A minimum of one Captain with wildland experience will be selected by the Assistant Chief of Operations and the Assistant Chief of Administration, or their designees. This is to ensure that a minimum of one member has relevant experience in wildland operations and base camp procedures. ii. In the event that the Fire Department has the opportunity to send an IC trainee, that person will be selected by the personnel listed above from the pool of Battalion Chiefs who are Red Card certified. b. Out-bounded on Telestaff from the deployment roster. i. All other positions will be filled by out-bounding an individual Telestaff working opportunity. Once received the offer will be active for 5 minutes. The working opportunities will be offered based on the following criteria: 1. Meets the minimum requirements. (Red Card certified, wildland boots, and meets the job position title i.e. Captain, Engineer) 2. Seniority 3. Previous deployment counts in the members bucket, those members with fewer counts will be offered working opportunities first. Counts will be added to a member’s bucket at a rate of one per day of a deployment regardless of the number of hours worked each day. Buckets will be reset on January 1, every fifth year beginning in 2018. 4. No penalty will be incurred for turning down a working opportunity. 5. Out-bounding will end when the deployment team is filled. 04-23A Wildland Deployment SOG, Page 1 of 2 c. Personnel who are on duty and accept the working opportunity will be relieved from duty in the station and their spot backfilled as appropriate. d. Personnel will receive instructions on where and when to report for deployment. D. All deployment personnel shall submit an email to the CRD Division Chief containing a contact phone number and email for a significant other. a. The CRD Division Chief will use this information to send out information about location of the team and working assignments, and to be a point of contact with the department for significant others.
