Employee Drug and Alcohol Testing Policy
- All employees in safety-sensitive positions are subject to random drug and alcohol testing, and refusal to submit to a test is considered a positive test result.
- Employees who refuse to submit to a test may be required to submit to an alternative test as provided for in the policy.
- Safety-sensitive functions include operating, maintaining, or controlling vehicles, using firearms, controlling hazardous substances, and supervising or having direct contact with children or the elderly.
Refusal to Submit
- Refusal to submit to a drug and alcohol test includes failure to report to the testing facility within 60 minutes, failing to provide an adequate sample, or engaging in conduct that obstructs the testing process.
- Refusals to submit will be deemed positive tests unless the individual submits to an alternative test.
Safety-Sensitive Functions
- Safety-sensitive functions include operating, maintaining, or controlling vehicles, using firearms, controlling hazardous substances, and supervising or having direct contact with children or the elderly.
- Examples of safety-sensitive functions include:
- Operating a motor vehicle that requires a commercial driver's license
- Operating motorized vehicles or equipment in an airfield operations area
- Using and/or carrying a firearm
- Controlling, supervising, or having direct contact with inmates
- Controlling, working with, or having responsibility for toxic or hazardous substances
- Receiving or dispatching calls for emergency service or traffic control
- Controlling, supervising, training, or participating in the mitigation of emergency and public safety situations

Prohibitions
- Employees are prohibited from reporting for duty or remaining on duty when they would test positive for alcohol or any prohibited drug.
- Employees are required to present themselves, along with follow-up notification paperwork, at the test site at times arranged by the EAP or rehabilitation program.
Testing Procedures
- Follow-up and rehabilitation tests are done under direct observation in accordance with DOT Return-To-Duty and Follow-up Testing Procedures.
- Each individual to be tested must present acceptable picture identification at the test site.
- Each individual to be tested must remain at the test site until a sample is given and the testing process is completed.
- Covered employees may be required to initial or sign labels or documents necessary to establish chain of custody.
Substance Abuse Professional (SAP)
- A SAP is a certified professional who evaluates employees who have violated the policy and makes recommendations concerning education, treatment, follow-up testing, and aftercare.
- The SAP will review and interpret any positive test results, and the employee will have a reasonable opportunity to consult with the SAP to review their status, medical history, and relevant biomedical factors prior to positive test results being reported.
Follow-Up Testing
- Employees at Step 1 under this policy may be required to submit to at least six unannounced follow-up tests in the first 12 months following their negative return-to-duty test, at their expense.
- Employees at Step 2 or Step 3 under this policy shall submit to at least six unannounced follow-up tests in the first 12 months following their return-to-duty test, at their expense.
- The minimum and maximum number of follow-up tests is recalculated in the event an employee has subsequent positive test results under this policy.
Procedures for Obtaining Test Samples
- Random tests may be conducted at any time, and the employee will be required to report to the test site immediately.
- Reasonable Cause tests may be conducted based on a supervisor's reasonable suspicion, and the employee will be transported to the test site by a supervisor.
- Reasonable Cause testing may also be conducted after an accident, and the employee will be taken for medical care and then tested if the criteria for such test exists.
