Union Time Utilization

  • The Union President or designee will report the utilization of union time pool hours to the Bureau of Human Resources Director or designee.
  • The Union President or designee can utilize union time pool hours as long as there is no agency-wide operational hardship as determined by Command.
  • Other representatives can utilize union time pool hours as long as there is no operational hardship as determined by Command.

Union Leave Time Pool

  • IUPA members will donate two hours of annual/holiday leave time accruals to the IUPA union leave time pool bank starting from the first full pay period after October 1, 2021, and October 1, 2022.
  • Starting from the first full pay period after October 1, 2023, each IUPA member will donate three hours of annual/holiday leave time accruals to the IUPA union leave time pool bank whenever the bank is reduced to 750 hours or less.
  • IUPA bargaining unit members can voluntarily donate up to an additional eight hours of annual/holiday leave time accruals in hourly increments to the IUPA union leave time pool bank.

Post-Retirement Health Insurance Benefit

  • Each bargaining unit member who qualifies for retirement under normal retirement as defined by Florida Retirement System (FRS) will receive a post-retirement health insurance benefit equal to active duty members.
  • The retiring member will receive 2% credit for each year of creditable service, pro-rated by each full month of service with BSO, up to a maximum of 50% of the total health insurance premium cost.

Transfers

  • The Sheriff has the sole right to transfer bargaining unit members.
  • If a transfer is a permanent change in the bargaining unit member's assignment, shift, or days off, ten working days' notice will be provided prior to the transfer.
  • Bargaining unit members who are involuntarily transferred to another unit will retain and carry with them any approved annual, holiday, sick, or compensatory time.

Grievance Procedure

  • The decision of the arbitrator shall be final and binding on both parties.
  • Expenses incident to the services of the arbitrator shall be borne equally by both parties.
  • Challenges to the arbitrability of the grievance shall be resolved by the arbitrator or by court as mutually determined by the parties.

Drug and Alcohol Testing

  • BSO and the IUPA have negotiated a Drug and Alcohol Free Workplace Policy and Work Rules pursuant to the provisions of the Florida Drug-Free Workplace Program.
  • The Policy prohibits illegal use of drugs and alcohol abuse, which might affect bargaining unit members in the performance of their duties.
