The Idaho WIOA Technical Assistance Guide is a clarification of existing workforce development laws and regulations, not a new law.
WIOA, or the Workforce Innovation and Opportunity Act, is the primary federal law governing state-administered and locally delivered workforce development programs, enacted on July 1, 2015.
WIOA replaced and amended the Workforce Investment Act of 1998, the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.
WIOA specifically authorizes the Adult, Dislocated Worker, and Youth programs in Title I-B.
Key themes of WIOA include:
- Program Alignment, including Integrated Service Delivery: WIOA mandates that six core federal investment programs in workforce skill development align and submit joint performance metrics in a unified state plan.
- Accountability: WIOA holds states and local areas accountable for meeting performance goals and targets.
- Career Pathways: WIOA emphasizes the importance of career pathways to help individuals advance in their careers.
- Serving Individuals with Barriers to Employment: WIOA prioritizes serving individuals with significant barriers to employment, such as disabilities or homelessness.
Core WIOA programs include: Title I-B grants for Adults, Dislocated Workers, and Youth; Title II grants for adult education and literacy programs; Title III incorporating Wagner-Peyser Employment Services; and Title IV grants for state Vocational Rehabilitation.
Additional WIOA programs include Job Corps, YouthBuild, National Dislocated Worker Grants, and workforce development programs for Native Americans.
