U-Fix-It Program Overview
- The U-Fix-It Program facilitates minor facility maintenance and repairs by FMs, MC employees, and CE personnel.
- Work must not require specialized training, expertise, or tools.
- Guidance is provided in AFI 32-1001, OE, FM, and the MC Playbooks, with potential additional local, state, and federal directives.
- The program aims to enable FMs to handle small repairs without specific tools, knowledge, or skill.
- This function can be part of the main facility store or a separate entity.
- FMs can request common repair supplies.
Program Scope and Operation
- The CEO and OE Element define the program's scope.
- The program uses a "do-it-yourself" approach for quick tasks.
- Applicable tasks are those requiring no comprehensive planning or detailed calculations (e.g., toilet seat replacement, ceiling tile change, touch-up painting).
- The R&O section manages the tools and materials provided.
- Information regarding materials and issued tools is detailed in the installation FM's handbook.
- Unpreapproved U-Fix-It work requires an SR to R&O.
- R&O approval of the SR informs the FM.
- Inventory storage is either within the main store or a dedicated U-Fix-It area, based on space needs.
- The CoMC handles all over-the-counter transactions (POs, receipts, final invoices, disposal) through NexGen.
- FM's information must be loaded into the NexGen database.
Customer Verification and Preapproval
- CoMC verifies FM names and identification in the NexGen database.
- If missing, the Requirements Section of R&O creates an account.
- Housing occupant verification is necessary when materials are issued to occupants. This is done against lists provided by the MFH.
- Work must be pre-approved by CEO, OE Element before FM proceeds to the U-Fix-It Store.
Loaned Tools
- The temporary issue of tools (non-consumable items) requires AF Form 1297, outlining a return date.
- NexGen is not used for loaned tools.
- Material Control (MC) maintains a copy of the hand receipt and provides a copy to the FM.
- DoDI 5000.64_DAFI 23-111 details AF Form 1297 procedures.
Tool and Safety Procedures
- U-Fix-It personnel need to ensure tool safety and remove defective tools immediately.
- Tool manufacturers' manuals establish safety precautions; otherwise, refer to DAFMAN 91-203, Air Force Occupational Safety, Fire, and Health Standards chapter 2 (subparagraphs 2.1-2.5) for general safety practices.
- Loaned tools require documented safety training.
- Proper Personal Protective Equipment (PPE) must be provided.
- FM's AF Form 55, Employee Safety and Health Record, documents training.
- MC provides AF Form 55 with annotated training details or a signed CE squadron document (detailing training).
- Supervisor receives AF Form 55 or the document, while the FM keeps a copy for the FM's safety program file.
