Transition Assistance Program (TAP)
- TAP prepares service members and families for civilian life after active duty.
- It helps meet requirements of the Veterans Opportunity to Work (VOW) to Hire Heroes Act of 2012.
- It adheres to Career Readiness Standards (CRS) mandated by the Department of Defense Instruction 1332.35.
Program Requirements
- All transitioning service members must attend Initial Self-Assessment Counseling (IC) at least 365 days before separation.
- IC prepares participants for three-day TAP workshops.
- Workshops cover core curriculum and specific career tracks (employment, entrepreneurship, vocational training).
- Online learning (TOL) is available for deployed or isolated service members.
- Military spouses are encouraged to participate in TAP.
TAP History
- Congress created a program in 1990 to aid transitioning service members due to force reductions.
- The Army Career Alumni Program (ACAP) initially led this effort.
- The National Defense Authorization Act (NDAA) of 1991 established TAP (10 U.S.C, 1142), aiming to lessen hardships during transitions.

Mandated Initial Self-Assessment & Pre-Separation Counseling
