Study Notes
General Stipulations
- Project proponents must develop basic infrastructure and amenities in the township as per the collector's satisfaction.
- Project proponents don't have to provide amenity space as required by the Regional Plan / Development Plan.
- They must plant at least 150 indigenous trees per hectare and maintain them.
- All fees and charges are to be deposited with the Town Planning Department.
- A bank guarantee equal to 15% of the estimated development cost is required for basic infrastructure development.
- The developer must complete the project within 10 years from approval of the master plan.
- Developer must maintain all infrastructure until the project is complete.
- Property tax concession of 66% of the normal rate is provided for the duration of the project or until the township authority is formed.
- Mandatory provisions like birth and death registration certificates are provided by the local authority for the duration of the project.
- Utilities like police stations and fire brigades are handed over to the nearest respective authority on agreed terms and conditions.
- Project proponents must provide adequate road width to any land adjacent to the township and not owned by them.
Special Concessions
- Lands under approved Master Layout Plan are deemed Non-Agricultural (N.A.).
- 50% exemption on non-agricultural assessment for land under the township project.
- Government land adjacent to the township may be granted to the project proponent, subject to rules and regulations.
- Maximum 10% of the total township area can be comprised of this government land.
- 50% concession on stamp duty for land purchase by the project proponent for first transactions with purchasers or for the project proponent assigning rights to their subsidiaries.
- 50% exemption on development charges for institutional use or change of use of land or building within the township project.
- Project proponents are exempt from the requirement to be an agriculturist for purchasing agricultural land for the township.
- Exemption from ceilings on holding agricultural land for Integrated Township Project development.
- 50% exemption on scrutiny fees for building permission within the township.
- 50% exemption on royalty for minor minerals extracted for development within the township and full exemption if the extracted material is used within the same project.
Reduction or Increasing of Township Area
- The Director of Town Planning can grant permission to add or delete area, not exceeding 50% of the total area under Locational Clearance, subject to the remaining area being at least 40 hectares.
- The permitted FSI and other parameters will be adjusted accordingly.
Appeal
- Anyone aggrieved by an order can appeal to the Director of Town Planning within 40 days of the order communication.
- The Director of Town Planning must decide the appeal within 60 days.
Control by the State Government
- The Director of Town Planning is authorized to monitor the township project and submit a report to the Government every six months.
