Standard Operating Guideline: Notification of Toronto Fire Services Fire Investigators
- Purpose: To provide TFS personnel with guidelines for notifying the TFS Fire Investigations Division.
- Responsibility:
- Company Officers record attendance in FireRMS.
- TFS Communications Centre Captains contact Investigations Division when directed by a Chief Officer.
- Division Chief or designate Investigator attends scenes as needed.
- Chief Officers contact Investigations Division via Communications Centre.
Guidelines: Incident Commander
- 1.1: Identify incidents meeting notification criteria for a TFS Investigator.
- 1.2 (0700hrs - 2100hrs): Notify standby Investigator of fires meeting criteria.
- 1.3 (2100hrs - 0700hrs): Notify standby Investigator of fires meeting overnight notification criteria.
- 1.4 (2100hrs - 0700hrs): Determine if patient admitted to hospital; if confirmed, notify Investigations Division; if unable to confirm patient status, notify via email and the Division will follow up with the hospital in the morning.
- 1.5 (2100hrs - 0700hrs): If incident does not meet criteria in 1.2-1.4, notifications made via email.
Additional Guidelines

Division Chief of Investigations Division or Designate TFS Fire Investigator:
- Attends fires needing specialized expertise (e.g., determining origin, cause, and circumstances of injury).
- Deals with scenes involving firefighter injuries, checking for fire code violations, and notifying the Ontario Fire Marshal (OFM) if required.
- Attends scenes where building life-safety systems failed to operate.

- Explosions: Explosion as primary event
- Vulnerable Occupancies: Fires in retirement homes, care homes, etc.
- High-Loss Fires: Fires exceeding average residential value.
- Unusual Smoke Spread: Fires spreading beyond the point of origin.
- Public Concern: Fires with circumstances causing widespread public concern.
- Fire Code Violations:
Notification Criteria (2100hrs - 0700hrs):
- Fatalities / Serious Injuries: Similar to day criteria (if injuries result in hospital admission).
- Explosions: Explosions as primary event
- Any Fire or incident: By Request of Fire Chief, Deputy Fire Chief, On-call Senior Officer or the Division Chief Fire Investigations Division
Unavailable Investigators
- 2100hrs - 0700hrs: If an on-call investigator is unavailable , only hold scenes involving fatalities or serious injuries where the patient has been admitted to the hospital.
- Following 2100hrs: Chief Officer attempts to determine if patient admitted , notifying TFS Fire Investigations if so, or notifying if unable to confirm and they will follow-up with hospital in the morning.
- Suspicious Fires: Notify Toronto Police Service and ensure a crew remains onsite until they arrive.
Incident Commander Responsibilities
- Incendiary Fires: Incident Commander should notify the Fire Investigations Division and request and investigator regarding this specific type of fire. Limit activity to maintain the scene and gather evidence.
