- Assess and modify the organizational structure to align with incident demands.
- Initiate necessary Section and Branch functions as part of incident management.
- Serve as a liaison among city agencies, external agencies, property owners, and tenants.
- Forecast the impact of incidents on local neighborhoods, public officials, and city resources.
- Prepare for transition to long-term operations by establishing operational periods.
- Advise the Assistant Chief of Operations on the need for an All Hazards Incident Management Team (AHIMT) or state/federal assistance.
- Provide a transitional briefing to incoming Incident Management Teams (IMT) when assigned.
- Ensure continuity and effectiveness by maintaining a presence in the Command Post alongside the Incident Commander (IC).
- Operate with a collaborative Command Team consisting of three key personnel to enhance command functions.
