    Incident Management - Fire Ground Accountability

    • Purpose: To provide a means of accounting for all firefighters within a small geographic area (hazard zone) at an incident.

    Policy

    • The Hoffman Estates Fire Department will use the PASSPORT system at all incidents elevated to mutual aid or MABAS Box Alarm response or greater.
    • For incidents within the HEFD jurisdiction that do not involve mutual aid or automatic aid response, accountability will be maintained using the daily manpower roster and/or PASSPORT system.

    Procedure

    Accountability

    • Accountability involves a personal commitment to work within the safety system at an incident.
    • Incident Command (IC) will maintain accurate tracking and awareness of resources committed at an incident.
    • Supervisors/Leaders will maintain accurate tracking and awareness of crews assigned to them.
    • Crews will utilize the Incident Management system and PASSPORT accountability system.
    • Crews should remain intact whenever possible, with a minimum crew size of two members and a radio for at least one member.

    PASSPORTS

    • PASSPORTS are plastic cards with crewmember names affixed, turned into a fireground manager responsible for PASSPORT accountability.
    • PASSPORT equipment includes a 2" x 4" plastic card with company designation, apparatus number, and MABAS designation.
    • Each firefighter is responsible for maintaining three individual name tags, which will be affixed to Velcro strips on their helmet.
    • Name tags will be placed on the PASSPORT immediately after Roll Call and whenever assigned to an apparatus.

    PASSPORT Implementation/Termination
