Spring Fire Department: Employee Guidelines
- Part-time employees must submit 8 days of availability for the following month by the 10th of the preceding month. They can pick up open shifts in addition to their scheduled availability, but no specific number of days is guaranteed.
- This guideline applies to all Spring Fire Department operations personnel. Non-compliance or abuse of the guideline may lead to disciplinary action, including termination.
- Spring Fire Department personnel are expected to be on time and to remain at their assigned post until properly relieved.
- Spring Fire Department employees are paid every two weeks.
- Employees are awarded sick leave at the rate of 144 hours on January 1st. New employees' sick leave is prorated based on their start date.
- Sick leave can accrue up to a maximum of 720 hours.
- Upon separation or retirement, employees receive compensation for half of their unused sick leave, up to a maximum of 360 hours. This applies if notice and exit procedures are followed. Involuntary terminations do not receive a payout.
- Sick leave taken for more than 48 hours requires a physician's note.
- A physician's note may also be requested for sick leave less than 48 hours when due to illness or injury.
- Employees calling out sick on a paid annual holiday or on any day of a tour that includes a paid annual holiday must provide a physician's note.
- Employees calling out sick the tour immediately prior to or after scheduled PTO must provide a physician's note.
- Failure to provide a required physician's note will result in no pay.
- Shift substitutions must be approved by the respective supervisor. Once approved, the individual takes responsibility for ensuring they work the shift or find coverage.
- Employees who substitute and call out sick must use their own PTO hours for the traded shift.
- Employees may substitute outside of their rank as long as minimum staffing levels are met. Substitution is permitted one rank higher or lower than their current rank.
- Shift substitutions are restricted to one (1) tour of duty per month.
- Unpaid shift requests must be made through the chain of command to the Fire Chief. The Fire Chief or designee approves based on staffing needs, available benefit time, and previous requests.
- Employees calling off three or more additional shifts within a twelve-month period will be suspended from signing up for additional shift work for three months. The member's District Chief will notify the Deputy Chief of Operations.
- Cadet Firefighters may work overtime beginning after one month of employment with their Captain's approval.
- The ability to work overtime for Cadets can be revoked at any time if their Captain or District Chief believes it affects their ability to complete tasks or assignments on their scheduled shift.
- Cadet Firefighters are expected to prioritize training and testing.
- Employees must make Spring Fire Department their primary employment.
- Employees may engage in secondary employment that does not interfere with their job performance or schedule. If SFD determines a secondary employment is interfering with their performance, the employee must relinquish their secondary employment or face termination.
- Employees scheduled to work both Christmas Eve and Christmas Day will have their work schedule adjusted. The intent is to avoid having an employee work both days.
- Part-time employees' normal work period is from 0600 to 1800 hours.
- Part-time employees are eligible for overtime pay for hours exceeding 212 hours in a 28-day work period.
- Part-time employee schedules are determined by the department scheduler and assigned to the most appropriate station and/or apparatus.
- Part-time employees may have their shifts modified for departmental needs.
- Part-time employees are not offered PTO. They will not put in availability for days they need off.
- Enrollment in the pension plan is mandatory for part-time employees and a condition of employment. Employer contributions can be changed at any time with notice to the employee.
