- This policy ensures the safety of school students, staff, and occupants when a school violence threat is received.
- It mandates a thorough and prompt investigation of all threats against schools, students, or staff.
- Follow-up actions may include school lockdowns, Wireless Emergency Alerts (WEA), and deploying additional officers/resources.
Initial Response - Immediate School Safety Threats
- Officers aware of a potential threat must prioritize the safety of the school and its occupants.
- The initial responding officer(s) must contact 911 dispatch for additional officers.
- They must also notify the school to initiate a "Lockdown" status.
- The SRO command, CIB Assault Unit command, Field Investigations "A" Shift Squad, or Weekend Duty Detectives must be also notified.
- Pertinent information about the threat and suspect needs to be gathered including:
- The threatened school or person.
- The time the threat is to be carried out.
- Whether the threat is specific or general.
- The origin of the threat (verbal, online, third party).
- When the threat was discovered or posted.
- The suspect's identity.
- When speaking to the reporting party, officers should try to ascertain:
- The suspect's full name and nicknames, including online usernames.
- The suspect's class, teacher, and grade (if a student).
- A physical description of the suspect.
- The suspect's friends.
- Whether the threat was reported to school administration.
- If the suspect is currently armed or has access to weapons.
- Any additional relevantinformation.
- The gathered information must be shared immediately with all involved units via radio, phone, or email.
- This includes SRO command, the Assault Unit, UPB command, the Public Information Office, and the Gang Unit (if gang-related).
- SRO and/or CIB command should assess whether a Wireless Emergency Alert should be issued, as detailed in the OPD's WEA policy.
Notifications - Non-Immediate School Safety Threats
- For non-immediate threats, SRO command and the Assault Unit must be notified.
- During "A" and "C" shifts, holidays, or weekends, the Assault Unit or the Field Investigations "A" Shift Squad handles the initial investigation.
- They then coordinate with SRO command as the "B" shift begins.
Reporting and Follow-Up
- In all school violence threat incidents, the SRO command and/or CIB command should coordinate and notify school administration.
- This is to ensure a threat assessment and safety check of the suspect are completed (if the suspect is a student).
- The SRO command will ensure adequate officer deployment and security at the school.
- An Information Report must be completed with detailed information about the threat and involved individuals, including threats against an individual if the threat is to be carried out near a school.
- In ALL reports relating to school threats, the “SRO Command” box in the “Attention Unit” should be selected.
- Information Reports of school violence threats must be marked as "Investigative."
- Information Reports should include all information gathered during the Initial Response.
- SRO command must promptly notify the Executive Services Bureau Deputy Chief and the Training and Community Services Section Captain of any major developments during the investigation.
- If necessary, the SRO command will coordinate with the OPD Public Information Office and the school district’s communication office/staff to determine what information should be released to the public or if a Wireless Emergency Alert will be issued.
- SRO command will add any documented threat into the OPD Threat Incident Prevention System (TIPS).
- This will assist with future threat assessments/investigations
- SRO command and/or the Assault Unit command will ensure the incident/report is brought to the attention of the OPD Threat Assessment and Management Team.
