- NNPC Limited may use restricted tendering for procurement if goods, works, or services are only available from a limited number of vendors or examining a large number of tenders would be disproportionate to the value of the contract.
- NNPC Limited may make direct requests for proposals to a limited number of consultants if the services are only available from a limited number of providers or examining a large number of proposals would be disproportionate to the value of the services.
- The Supply Chain Function must justify the need for public advertisement of a Request for Proposal (RFP) based on the new nature of the procurement need and the project estimate, or the lack of adequate confidence in the competence of registered vendors.
- The RFP document must contain an introduction, brief description of the procurement need, who may apply, suggested format for the vendor response, and compliance with Nigerian Content requirements, among other things.
