Railway Traffic Earnings Check
- Railway revenue primarily comes from passenger and freight transport, realized through various points like stations, sheds, terminals, container depots, out agencies, non-rail heads, PRS/UTS terminals, private sidings, and non-government lines. Additional income comes from parking, rights, and other sources.
- Accounts check verifies that: parties pay correct tariffs, railway staff account for payments accurately, and apportionment is correct when multiple railways are involved. Apportionment is based on approved methods, or specific provisions.
- Traffic Accounts Office issues bills to Defence, Post & Telegraph, and other departments and manages their payments, ensuring rates are within the maximum and minimum permitted by the President.
- Railway earnings from multiple railways are shared even if collected by just one, using methods defined in specific traffic chapters. The centralized apportionment system determines the apportioned shares for each railway using a detailed apportionment matrix for outward and inward shares.
- Through traffic transactions have a single voucher issued by the origination station with subsequent apportionment by the apportioning agency, based on the Centralized Apportionment System. Settlement of these transactions is monthly and based on the net results of apportionment.
- If revenue loss or extra expenditure is identified during the internal check, the noticing authority must immediately inform the concerned executive or contract agreement authority. Traffic accounts office handles the matter.
- Railway traffic accounts are completed and settled among participating railways within each calendar month.
- Station return checks are distributed over the month and must be kept up to date. Failure to issue error sheets (A.2802) promptly or to file claims in a timely manner against other railways, or government departments, can result in claims becoming time-barred and delayed statistical compilations.
