  • Railway Passengers (Cancellation of Ticket and Refund of Fare) Rules, 2015, effective 12/11/2015.

Definitions

  • ARP: Advance reservation period
  • Authorized agent: Person authorized by the railway administration.
  • Clerkage Charge: Fee by railway administration for clerical work in fare refund.
  • Confirmed ticket: Ticket guaranteeing a seat or berth.
  • Destination Station: Station where the ticket is issued for.
  • Fare: Base fare + supplementary charges + reservation fee + miscellaneous fees.
  • RAC Ticket: Seat reserved based on requisition for a berth.
  • Reserved ticket: Ticket with guaranteed seat or berth.
  • Reservation fee: Fee for reserving a seat or berth.
  • Station: Place where traffic (booking/reservation) is handled.
  • Station Master: Railway employee responsible for station operations, including fare refunds.

Ticket Types

  • Ticket: Includes single/return journey tickets, excluding season tickets, Indrail passes, etc.
  • Railway Ticket Counter: Location for ticket issuance.
  • TDR (Ticket Deposit Receipt): Received when a passenger surrenders a ticket for refund (e.g., online bookings).
  • Tatkal Ticket: Ticket for emergency travel.

Refund of Unreserved Tickets

  • Tickets issued in advance can be cancelled up to 24 hours before the departure day.
  • In-advance tickets can be cancelled within 3 hours of issuance (except advance issued tickets).

Refund of Reserved Tickets

  • Timing limits for refund presentations depend on time relative to scheduled departure.
  • Maximum cancellation charges vary based on presentation time before departure.

Refund of Unused Reserved Tickets

  • Different time frames/ minimum cancellation charges for various times before departure.
  • Passengers can obtain cancellation from PRS counters or designated counters.
  • Refunds aren't granted on confirmed tickets after 4 hours before the departure.

Refund on Unused RAC/Waitlisted Tickets

  • Refunds with a Rs. 60/passenger clerkage deduction.
  • Full refund of fare, less clerkage, if ticket surrendered within the time limit before scheduled departure.

Refund on Cancellation of Tickets Booked Through Internet

  • Refunds processed after deductions, for e-tickets.
  • E-ticket cancellations need to be handled online within prescribed time limits to obtain a full refund.

Refund on unused Tatkal tickets

  • No refunds generally, but exceptions apply under specific circumstances.

Refund on Cancellation of Journey Due to Dislocation

  • Refunds granted for disruption, such as accidents, but the process may vary based on circumstances.

Refund of Fare Due to Low Class Travel

  • Refunds are given for downgrades, under specific circumstances.
