Patrolling of Lines
- Railway lines are patrolled to ensure their safety in case of unforeseen circumstances like heavy rains, breaches, floods, storms, or civil unrest.
- Railway servants are tasked with patrolling the lines and any potential hazards must be reported immediately to the Station Master.
Work Involving Danger to Trains

Train Restriction Indicators

Speed Indicators
- When a train is not required to stop and the restriction is less than a day: proceed with caution hand signals are displayed 30 meters and 800 meters from the obstruction. This distance can be increased by special instruction.
Obstruction Within Station Limits
- Obstructions within station limits can utilize alternative safety measures:
- Isolating the affected line by securing manual Stop signals or points.
- Approach signals for trains are not activated until the train has stopped at the first Stop signal, unless a Caution Order has been issued to the Loco Pilot informing them about the obstruction.
Flagman Signaling
- Flagmen are deployed to warn approaching trains about obstructions and ensure safe passage.
- Flagmen may increase the distance of warning signals in areas with poor visibility, curves, or gradients.
- The Loco Pilot is required to stop their train upon seeing the Stop hand signal furthest from the obstruction.
- The Flagman will then remove detonators and signal the train to proceed with caution.
- The Loco Pilot must be prepared to stop short of the banner flag.
- If the obstruction requires the train to stop, the Flagman at the 30-meter point will signal the train to stop and the intermediate Flagman will remove the banner flag once the train has been authorized to proceed at reduced speed.
Trolly/Lorry Operations under Block Protection
- Trolly/lorries must be removed from the track if visibility is impaired due to weather or other causes.
- Non-insulated trollies/lorries cannot be placed on lines within station limits where track circuits are present.
- Trolly/lorries must be certified as insulated by an S&T Inspector every six months.
- The Station Master must receive a written confirmation that the Trolly/Lorry is insulated before permitting it on the line.
Motor Trolly Operations
- Motor trollies can only be operated in accordance with special instructions.
- Only certified personnel from various departments are authorized to operate motor trollies:
- Group ‘C’ staff: DSO
- Divisional Officers: DRM
- Headquarters Officers (excluding heads of department): CSO
- Only personnel who pass a written test on motor trolley rules and relevant safety regulations are issued a Competency certificate.
- Motor trollies require permission from the Station Master in writing before being placed on the line.
Motor Trolly Operations under Tokenless Block Instruments
- When a motor trolley enters a double or single line section with tokenless block instruments, the Station Master of the departure station must obtain Line Clear from the Station Master at the other end of the block section.
- When a motor trolley is to be despatched into a block section provided with IBS, the block section between the two block stations shall be treated as one block section, till the motor trolley clears into the block station in advance.
- The Station Master prepares an authority to enter the block section in duplicate, which includes authorization to proceed and authorization to pass LSS and IBS.
- When the motor trolley leaves the station, the relevant free starter signal is taken ‘off’, and the Station Masters at both ends of the block section place the ‘trolly on line' cap on the plunger of the block instruments.
- The Station Master at the departure station advises the Station Master at the arrival station to turn the block commutator to TOL and lock it. The TOL red indication acts as an extra visual warning.
- The Station Master at the receiving station sets the reception signals to ‘off’.
- Upon arrival at the station, the motor trolly official delivers the authority to the Station Master with an endorsement confirming the arrival time and date.
Patrolling of Lines
- Special instructions are required for patrolling lines when conditions like heavy rains, breaches, floods, storms, and civil disturbances threaten the railway’s safety.
- Railway employees patrolling the line must take action as per the special instructions if they find conditions compromising train safety.
- After taking action, the employee should inform the nearest Station Master immediately.
Work Involving Danger to Trains
- Gangs (groups of workers) cannot begin work that endangers trains or traffic without permission from the Inspector of Way or Works, or a designated railway official.
- The official granting permission must be present to supervise the work and ensure that safety rules are followed.
- In emergencies, the gangmate may initiate the work immediately, but must still follow safety regulations.
Types of Blocks
- Line Block: A section under Line Block is off-limits to general traffic, only material trains and track machines are allowed.
- Power Block: This block is used for OHE maintenance and blocks electric traffic. Diesel traffic may still be allowed.
Working Under Block Protection
- A ‘Safety Certificate’ must be provided to the Station Master by the officials who performed work under a block.
- This certificate ensures the safety of the block section and states any necessary speed restrictions.
- The Station Master at both ends of the block must check the TSR entries to confirm the line is clear of all units before resuming normal traffic.
Speed Restrictions
- Speed indicators are used for permanent and temporary speed restrictions with temporary restrictions requiring illumination at night.
