ADEN's Responsibilities
- Ensure all prerequisites, pre-block, during block, and post-block activities for quality output
- Ensure sufficient lighting during night working and arrange fuel/oil well in advance
- Take all possible actions to clear the block section expeditiously in case of machine breakdown
- Inspect track machines as per the prescribed schedule and check the items/checklist laid down in Indian Railways Track Machine Manual
Preparation and Execution of Works
- Prepare plans and estimates for works and submit detailed proposals with justifications to Division for sanction of works
- Prepare special conditions, if any, specific to site for execution of work(s)/part of the work(s)
- Execute and monitor works as per the tender conditions and approved plan & schedule of the work
Measurement and Quality Control
- Measure and record the measurements of ballast or carry out 100% check on quality and quantity
- Ensure timely measurements and preparation of bills with prescribed test checks for ensuring quality and quantity
Coordination and Inspections
- Coordinate with Officials of other Departments as warranted
- Monitor inspections, works, and other records of subordinate officials
Bridge and Tunnel Inspections
- Inspect all bridges, including ROB/RUB, once a year after monsoon
- Inspect all tunnels once a year before monsoon
RAW/RAT, Cuttings, and Private Siding Inspections
- Inspect RAW/RAT every year before monsoon jointly with state authority
- Inspect cuttings once a year before onset of monsoon
- Inspect private siding once a year
Land Verification and Office/Store Inspections
- Inspect land once a year as per the procedure and instructions given in Indian Railways Works Manual
- Inspect office and store of SSE/P.Way once a year
Track Machine Inspections
- Inspect small track machines once in six months
- Inspect track machines fortnightly, including TEXP, CSM, DTS, WST, UNIMAT, BCM, SBCM, PCCM, TLE, RGM, and TRT
SSE/P.Way (In-charge) Responsibilities
- Accompany Track Recording/OMS/Oscillograph Car runs and take notes regarding the spots needing attention
- Take interest in training of P.Way officials and ensure that training is given according to the specified programme
- Ensure that all P.Way supervisors and staff are undergoing refresher courses/mandatory and other trainings as per the schedules laid down
- Counsel Trackmen, Gateman, Keyman, Patrolman, and Stationary Watchman for their specific duties, safety, and protection rules
- Ensure strict discipline is maintained within the framework of the rules
- Ensure service and leave records of staff are maintained correctly and up-to-date
- Ensure that all staff are sent for medical examination and are fit for medical standards as per the relevant instructions in force
- Ensure that the staff under him are sent for periodical medical examination as laid down in the relevant rules
- Supply uniform, winter jackets, safety shoes, torches, etc. to the staff timely as per the stipulated criteria
- Ensure that the relevant provisions of the Payment of Wages Act, Workmen's Compensation Act, Hours of Employment Regulations, etc. are followed and complied with
Track Machine Responsibilities
- Ensure safe movement of machine from siding to block section and back as per the provisions given in IRTMM and G&SR
- Undertake and ensure all prerequisites, pre-block, during block, and post-block activities according to track machine and for quality output
- Arrange adequate precautionary measures for the protection of the site of work and adjoining track
- Ensure various important parameters of track machines like tamping depth, squeezing pressure, wear and tear of tamping tools, squeezing time, condition of cutter bars, etc.
- Check the track parameters and condition of track during working of track machines and ensure that the track parameters are well within the tolerances
Patrolman Responsibilities
- Investigate and take suitable remedial measures in coordination with JE/SSE (Track Machine) in case the quality of work done by the machine is not satisfactory
- Take immediate steps in accordance with Para 1004 (8) to stop trains when any portion of the line is likely to be rendered unsafe due to abnormal rain or flood or any other cause
- Stand on the cess on the left-hand side facing the train and exhibit his number plate, turning the light of his lamp on to it, so that the number can be seen from the passing train
- Obtain the signature of the Station Master/Block Hut-in-charge on duty at the Station/Block Hut concerned for arrival and departure
- Exchange patrol books with adjacent patrolmen
- Exchange the reports as to the conditions on their beats with adjacent patrolmen and stationary watchmen on the way
- Heed instructions from drivers, who may report a condition of danger at any location, and proceed to the place indicated and take necessary measures
