Level Crossing Management
- The Railway Administration may permit gates of level crossings not protected by signals to be normally kept open to road traffic, prescribing conditions under which they may be kept closed against road traffic for the passage of trains or any other railway operation.
- The normal position of gates at level crossings within station limits shall be as prescribed, with fixed station signals not being regarded as affording any protection unless the gates are interlocked with signals.
Level Crossings with Heavy Seasonal Traffic
- Level crossings with heavy seasonal road traffic may have gates kept open to road traffic during busy seasons, with special instructions and conditions prescribed for their closure against road traffic.
Gateman Responsibilities
- Gatemen shall be prepared to show a danger signal to approaching trains when level crossings are open to road traffic, keeping a hand signal lit during night to show Red throughout the period the level crossing is open to road traffic.
Signals for Road Users
- Electric signals are preferred at gates to give correct indications to road users.
- Gatemen on double line/multiple lines, ghat sections, suburban, and automatic block territories shall be provided with three warning signals as prescribed.
- Hand signal flags/lamps, detonators, and banner flags shall be increased suitably in case of level crossings in multiple lines.
Private Number Generating Device
- Automatic Private Number generating devices may be used in place of physical private number books, generating Private Numbers only after closure of LC gates, enhancing safety.
Gateman's Equipment
- Gatemen shall keep hand signal lamps trimmed and ready for lighting and use at a moment's notice.
- During night, one hand signal lamp should be kept lit throughout to show danger stop signal to an approaching train.
- Gatemen shall jointly check all equipment and test all gears when handing or taking over charge.
Maintenance of Level Crossings
- SSE/P.Way (In-charge) shall inspect and maintain level crossings, ensuring obstruction-free view, galvanized fittings, and correct track packing.
- Painting of gates and discs should be done at regular intervals.
Provision of Speed Breakers
- Rumble strips should be provided on approaches of level crossings as per standard design, with speed breakers to be installed as a temporary safety measure until rumble strips are provided.
- One speed breaker should be provided on either approach of level crossings at a distance of about 20 m from the gate post, covering full width of the road including berms.
