Emancipation Proclamation (January 1, 1863)
- Issued by President Abraham Lincoln
- Declared enslaved people in Confederate states "forever free"
- Effective January 1, 1863
- Applied to states "in rebellion against the United States"
- Excluded border states, portions of the Confederacy not in rebellion, and parts of states already under Union control
States Affected by the Proclamation
