Fitness to Practice
- Definition: All qualities and capabilities of an individual relevant to their capacity to practice nursing, including freedom from cognitive, physical, psychological, or emotional conditions and dependence on alcohol or drugs that impair their ability to practice nursing.
- Challenges: Problematic substance use, mental health issues, physical limitations, fatigue, other factors decreasing practice competence.
Maintaining Fitness to Practice
-

- Contributing factors include: short staffing, workloads, workplace violence and post traumatic stress.
- Strategies for support: WellnessTogether Canada, mental health professional access for immediate support, and access to staff health programs.
CNO Fitness to Practice Process (3 Stages)
-
1. Health Inquiry: Employer reports concerns about a nurse’s ability to practice safely. The CNO Executive Director approves or investigates and prioritizes concerns (immediate concerns reported immediately).
-
2. Fitness to Practice Committee: The ICRC (Inquiries, Complaints, and Reports Committee) reviews and if necessary, refers the nurse to the Fitness to Practice Committee. Involves an agreement or formal hearing. Nurses can volunteer to obtain treatment or surrender their certificate of registration.
-
3. The Public Register: The Registrar publicizes any restrictions imposed on a nurse's practice, which may include not being able to practice in certain roles in the future or loss of professional license. Restrictions posted may be removed if no public threat persists.
The Nurses' Health Program (NHP)
- Ontario-based, bilingual voluntary program for nurses.
- Encourages them to address substance use and mental health issues related to practice safely. Aims to promote early identification and referral to treatment.
