These agreements are upheld for healthy, reciprocal, and respectful relationships with Indigenous people.

    Fitness to Practice

    • Definition: "All the qualities and capabilities of an individual relevant to his or her capacity to practice as a nurse, including but not limited to freedom from any cognitive, physical, psychological, or emotional condition, or a dependance on alcohol or drugs, that impairs his or her ability to practice nursing."
    • Factors Affecting Fitness: Problematic substance use, exacerbation of mental health issues, physical limitations, injury, fatigue or other factors negatively impacting practice.
    • Nursing Responsibility & Support: Nurses have a professional and ethical obligation to address situations affecting fitness to practice. If a nurse requires support, they should speak with their employer, seek advice from their primary care provider, and access staff health programs.

    CNO Fitness to Practice Process

    • Health Inquiry: The employer reports concerns about a nurse's ability to practice safely within 30 days. An Executive Director reviews and the potential risk level. If there is concern, a report is made immediately.
    • Fitness to Practice Committee: When issues are reported to the ICRC, If there are issues with a potential risk to patients, the Committee may limit or suspend practice until the matter is resolved.
    • Public Register: CNO will post information about a nurse, if necessary to protect the public. If a nurse voluntarily agrees to restrictions, this may be posted and the CNO will remove restrictions when there are no longer threats to public protection.

    Maintenance of Fitness to Practice

    • Nurses' Health Program (NHP): Voluntary bilingual program for Ontario nurses designed to encourage nurses to seek treatment for substance use problems and/or mental health concerns, focusing on early identification and referral for treatment, based on an approach used in other regulated healthcare professions.

    Mental Health at Work

    • Silent Mental Health Crisis: Nurses across Canada are facing a silent mental health crisis, mainly due to: short staffing, unrealistic workloads, and workplace violence from patients.
    • Mental Disorder Symptoms: Posttraumatic Stress Disorder (PTSD), anxiety, depression, burnout, and suicidal behavior are reported at higher rates than in the general population.
    • Support: Wellness Together Canada provides 24/7 online resources and a stepped care approach for mental health, mental health assessments, and mindfulness workshops.
