Bidding Documents
- Prior to official release, no part of the Bidding Documents should be disclosed to bidders or interested parties, except those authorized to handle the documents.
- The Procuring Entity must ensure equal access to information for all bidders during the preparation of the Bidding Documents.
Procurement Flow Chart & Timetable
- The flowchart includes stages from pre-procurement conference to issuance of the Notice to Proceed (NTP).

Procurement of Infrastructure Projects

Bid Submission & Opening
- Bidding documents should be made available from the date the Invitation to Bid is advertised or posted until the bid submission deadline.
- The BAC opens the Financial Proposal envelopes of bidders whose Technical Proposal was rated "passed".
- Envelopes should be opened within the same day and assessed for completeness and adherence to the ABC.
- Bids rated "passed" for both technical and financial proposals advance to detailed evaluation and comparison.
- A Notice of Postponement must be posted on PhilGEPS and the Procuring Entity's website if the bid opening is postponed for justifiable reasons.
