    Revenue and Miscellaneous Receipts

    Payment for Special Postal Services

    • When the Department provides special postal facilities for high officials or dignitaries during their travel, they will recover the actual extra expenses incurred.

    • If the total extra expenditure exceeds Rs. 50 in each Postal Circle, the Head of the Circle prepares a detailed bill, indicating the government or department responsible for the charges, and forwards it to the Account Office for adjustment.
    • When calculating extra travel allowance costs, the cost of journeys performed on free passes is not included.
    • If a departmental employee travels with a governor in their reserved accommodation, the extra cost to the Department is the additional fraction of a fare normally admissible in supplement of the full fare.

    Franking Machines

    Retail Post

    • The Retail Post service offers general public convenience by making third-party products and services available at select Post Offices.
    • Retail Post leverages the network of over 150,000 Post Offices across India.
    • Retail Post services include collecting electricity bills, taxes, other bills, and government fees.
    • The application software allows the acceptance of bills from multiple service providers like electricity, phone, mobile phone, water supply, taxes, and school/examination fees.

    Bill Collection Process

    • Billers are created at division, regional, circle, and national levels, authorized by the respective Heads of Divisions, Regions, Circles, and Business Development Directorate.
    • Biller users can apply to the concerned authority with relevant details in a prescribed format.
    • Biller user IDs and passwords are given to applicants after necessary approvals.
    • Bills can be paid through e-payment with cash, crossed account payee cheque/demand draft in the Postmaster's name, or through the India Post Payments Bank (IPPB).
    • Some billers allow bill collection in both cash and cheque.
    • Partial payments in cash, cheque, demand draft, and through IPPB are allowed in a Point of Sale (PoS) transaction.

    • Cash and cheques in favor of the Postmaster are transferred to the Treasurer in hand-to-hand receipt books.
    • Cheques received in favor of the Postmaster are remitted for clearance following procedures for other counter transactions.

    Accounting

    • Sub Offices (for cash and cheque collections in the Postmaster's name): Collections are accounted under the Postal Net Deposit GL code.

    Payment to the Biller

    • The designated/authorized nodal office transfers the net amount to each biller, deducting service charges and GST, as applicable, based on agreed-upon terms.
    • Payment is made by account payee crossed cheque to each biller, including details of total collection, service charges and GST deducted, and the net amount to the biller.
    • The frequency of payment (daily, weekly, monthly, etc.) is based on agreements with each biller.
    • Billers are responsible for collecting the cheques from the nodal Post Office.
    • If transaction fees/service charges are not agreed upon, the total collection is paid to the biller daily or at an agreed frequency.
    • Total collection is accounted for under GL Code-1800040200.
    • Commission/service charges deducted by the paying office at the agreed rate are accounted for under a GL Code based on the biller category.

    Selling Third-Party Products
