Postal Department Revenue
- Unpaid postal articles, remaining unpaid for twelve months from the issue date, will be cancelled and the amount written back.
- The Director-General and supervising officers are responsible for ensuring that postal articles are appropriately taxed with prescribed fees, either through stamps or cash recovery.
- When the Postal Department provides special postal services for high officials or distinguished individuals during their tours, the Department will recover the actual extra expenditure incurred.
- The total expenditure must exceed Rs. 50 in each Postal Circle for the Department to recover costs.
- A bill detailing the expenditure, indicating the Government or Department to whom the charge is debitable, will be forwarded to the Account Office for adjustment.
- The cost of journeys performed on free passes is excluded when calculating the extra cost due to travelling allowances.
- Any extra cost incurred by the Department when a departmental employee travels with a Governor in his reserved accommodation will be the additional fraction of a fare ordinarily admissible, supplementing the full fare.
- Franking machines can be used to pay postage on postal articles by making impressions.
- Franking machines are issued based on the terms and conditions outlined in Rule 11 of the Post Office Guide Part-I.
- Payments for issuing or resetting a franking machine can be made through cheque, Demand Draft, or digital payment.
- Once articles are franked, their value is identified and credited in full under the relevant Head of Account categorized as PRC – Remotely Managed Franking Machine.
- A separate chapter, CHAPTER XXII – ‘REMOTELY MANAGED FRNAKING MACHINE’, is available in the Postal Accounts Manual-Volume-I, 2nd Edition for detailed and updated information.
- Receipts from advertisements in departmental publications are to be properly accounted for.
- All recovered amounts are credited directly to the Government Accounts.
- Officers authorized to accept advertisements are responsible for ensuring correct realization of charges from advertisers.
- Recoveries are credited to the Government, and receipts (in e-Form A.C.G.-67) are provided to the payee after verifying the credits in the accounts.
- If credit is provided in the accounts of an officer other than the one authorized, the former officer must send necessary intimation of the credit to the latter on the same day the amount is credited.
- A register is maintained by the officer authorized to accept advertisements, documenting all details of advertisements.
- The register contains information such as the advertiser’s name, canvasser (if any), nature of advertisement, space details, page number, advertisement rate, charged amount, date of credit, amount credited, etc.
- e-Form A.C.G.-67 has been digitized and is now available system-driven for use instead of the previous hard copy.
- In case of payment by cheque, the cheque number, date, and name of the bank are stated.
- Receipts from advertisements in the Department of Posts are booked under 1201-Postal receipts.
- On the existing technology platform, receipts are booked at the Primary level under the relevant General Ledger Account under MH-1201.
- Detailed rules regarding the custody, supply, and sale of Department of Posts publications and forms are outlined in Chapters VI and XI of the Postal Manual Volume II.
- Amount realized from the sale of publications, books of blank forms, etc., is credited under “Sale of Publications, blank forms, etc.,” below the sub-head under “Other items” under Minor Head ‘Other Receipts’ of the relative Head 1201-Postal Receipts.
- In the case of forms, publications, etc., directly identifiable as pertaining to Postal, the sale proceeds are taken to the respective minor and sub heads under 1201- Postal Receipts.
- On the existing technology platform, the amount is credited at the Primary level directly under the relevant General Ledger Account.
- Post Offices submit a separate schedule in Form A.C.G.-106 to the Circle Postal Accounts Office with their monthly accounts, detailing forms or publications, copies sold, and amounts credited.
- A statement showing opening balance, copies received during the month, copies sold during the month, and closing balance for each type of publication and form is sent with the schedule.

Supply of Stamps
- Post Offices are required to maintain a stock of postage stamps and revenue stamps.
- The maximum stamp value for each Post Office is determined by the Divisional Head for Non-Gazetted Postmasters, DPS for Group B Postmasters, and CPMG/PMG for Group A Postmasters.
- Head Post Offices obtain stamps from Postal Stores Depots (PSD).
- Head Post Offices obtain revenue stamps from treasuries, with payments classified under 8553-01-101-34-00-00 and sales under 1201-00-200-12-00-00.
- Head Post Offices use Form ACG-39 to requisition revenue stamps.

Postal Stores Depots
- Head Post Offices obtain postage stamps, postal stationery, and other stamps from Postal Stores Depots (PSD).
- PSDs are responsible for procuring and supplying stamps to Head Post Offices.
- There are 15 PSDs across India, each serving specific circles:

Philatelic Counters
- Philatelic counters are located in Head Post Offices for the sale of philatelic items.
- They do not provide cancellation of first-day covers or special covers, only a standard "First Day of Issue" cancellation.
- They offer a registration facility for opening Philatelic Deposit Accounts (PDA).
Philatelic Deposit Accounts (PDA)
- Philatelic bureaus, Head Post Office Philatelic counters, and selected Sub Offices are authorized to open and maintain PDAs.
- PDA holders receive commemorative/special issues of stamps, FDCs, information sheets, and new postal stationery based on their preferences.
- They can also obtain philatelic items issued by other bureaus through their own bureau.
- A security deposit of Rs. 200/- is required to open a PDA; no supplies are provided without this deposit.
- Postmasters maintain an e-ledger/ledger for PDA holders, ensuring correct stock at the end of each day.
- Philatelic items are sent to PDA holders by registered post in the first week of every month, if the account balance exceeds Rs. 200/-.
Business Post
- Offers complete mailing solutions from mail preparation to delivery, suitable for various businesses.
- Services include collection of mail, franking, inserting, sealing, and addressing.
- Business Post Centres operate in major cities, and services can be set up at customer premises for high mail volumes.
- Revenue is credited to Head of Account 1201-00-101-03-01-00.
Bill Mail Service
- Allows service providers to post financial statements, bills, and monthly account bills to customers at least once in 90 days.
- Does not include letter mail, personal communications, or commercial publicity material.
- Minimum quantity for postage is 5000 articles.
- Postage rate is ₹ 3.00 for up to 50 grams and ₹ 2.00 for each additional 50 grams or fraction thereof.
- Revenue is classified under 1201-00-101-09-00-00 for PRC-Bill Mail service and 1201-00-101-15-00-00 for PRC-National Bill Mail service.
Free Post Services
- Offers special numerical codes for individuals or organizations to receive responses or orders without requiring reply cards, labels, or envelopes.
- Prospective customers can respond with only the Free Post Code, without needing to pay postage or provide an address.
- Revenue includes registration and renewal fees, postage collected on free post articles, and handling charges.
